The Head of the Central Steering Committee for National Target Programs for the 2021-2025 period (Central Steering Committee) is Permanent Deputy Prime Minister Nguyen Hoa Binh .
Deputy Heads of the Central Steering Committee include Deputy Prime Ministers: Tran Hong Ha, Mai Van Chinh, Le Thanh Long.
The Central Steering Committee assists the Prime Minister in directing, operating, and resolving common tasks related to the management and implementation of national target programs in the 2021-2025 period and preparing for implementation in the 2026-2030 period.
The Central Steering Committee is responsible for researching, advising, recommending, and proposing to the Prime Minister directions and solutions for directing and operating general issues in the management and organization of implementation of national target programs;
Assist the Prime Minister in directing, operating and coordinating activities between ministries, central and local agencies in organizing the implementation of national target programs; direct and urge ministries, central and local agencies to summarize and evaluate the results of implementing national target programs in the period of 2021 - 2025; prepare for implementation in the period of 2026 - 2030 and perform other tasks assigned by the Prime Minister.
The Head of the Central Steering Committee issues the Regulations on the operation of the Central Steering Committee; leads and directs the general activities of the Central Steering Committee and decides to consolidate the members of the Central Steering Committee who are deputy leaders of ministries, agencies, leaders of the Central Committee of the Vietnam Fatherland Front and the General Director of the Bank for Social Policies. The Deputy Heads of the Central Steering Committee directly monitor and direct the implementation of national target programs as assigned in Decision No. 401/QD-TTg dated February 25, 2025 of the Prime Minister and other relevant documents.
The Ministry of Finance is the Standing Agency of the Central Steering Committee, using its apparatus to perform the task of assisting the Central Steering Committee in managing and synthesizing national target programs.
The owner of the national target program uses its existing apparatus to perform the task of assisting the Central Steering Committee according to each national target program, ensuring streamlining and efficiency, without increasing organizational units and staff.
Agencies with leadership representatives participating in the Central Steering Committee use their existing apparatus to assist the members of the Central Steering Committee in performing assigned tasks and powers according to the Central Steering Committee's Operating Regulations...
