Some theoretical and practical issues raised in the construction and development of Da Nang city

In the context of the constantly fluctuating and unpredictable world economic and political situation; in the country, in recent years, inflation has increased, the economy has gradually recovered but is not yet sustainable, many businesses have encountered difficulties in production and business, especially the outbreak of COVID-19 pandemic, with complicated developments in 2020 - 2021, affecting the socio-economic situation of Da Nang city. In that context, the Party Committee, government and people of Da Nang city closely followed the direction of the Central Government, united, overcame difficulties, and made efforts to implement the Resolution of the 13th National Party Congress and the Resolution of the 22nd Congress of the Da Nang City Party Committee; concretized into feasible policies and guidelines, suitable to the practical situation; actively advised the Central Government to issue specific and pilot mechanisms and policies to create new growth drivers for the city. Accordingly, the Da Nang City Party Committee achieved some remarkable results and had positive changes in a number of fields.

Firstly , focus on the work of building and rectifying the Party and the political system; comply with the principles of organization and operation of the Party, especially the principle of democratic centralism; comply with working regulations; promote the role, responsibility, and exemplary character of the leader; in which, implement many good models with highlights to create a unified bloc from the city to the grassroots. Correctly, fully and promptly assessing and assessing the situation, mobilizing consensus, cooperation and participation of the political system, people and business community in the city in implementing the policies of the Central Government and the city, especially new and unprecedented issues to effectively organize implementation. The work of building and rectifying the Party and the political system is focused on; the staff has matured in many aspects, always having a sense of responsibility in performing public duties and serving the people. National defense and security are maintained, social order and safety are ensured, becoming a trusted destination for domestic and international friends. The prestige and position of Da Nang City are increasingly affirmed.

2024 is the year of mechanism and policy building for Da Nang city. Da Nang city has been proactive with high determination and great efforts in advising and the Central Government has issued many specific mechanisms and policies as the foundation for the city's development, with a very new approach, such as Conclusion No. 79-KL/TW, dated May 13, 2024, of the Politburo, "On continuing to implement Resolution No. 43-NQ/TW of the 12th Politburo on building and developing Da Nang city to 2030, with a vision to 2045"; Resolution No. 136/2024/QH15, dated June 26, 2024, of the National Assembly "On the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city" (Resolution No. 136/2024/QH15); Conclusion No. 77-KL/TW, dated May 2, 2024, of the Politburo, on the Project "Plan to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities" (Conclusion No. 77-KL/TW) Resolution of the 15th National Assembly, passed at the 8th Session on removing difficulties in implementing inspection, examination and judgment conclusions in 3 localities: Ho Chi Minh City, Da Nang and Khanh Hoa. However, in addition to the achieved results, Da Nang city still has some limitations compared to the requirements of becoming the economic center of the North Central and Central Coast regions, such as economic growth has not had a breakthrough, there is not much room for development; the scale of the economy is still small, not commensurate with the potential, opportunities, competitive advantages, low labor productivity; attracting foreign investment mainly in the fields of tourism and services, not many high-tech projects, source technology. State management in some fields, especially investment, land, construction order, still has some shortcomings; many projects are slow to implement, slow to hand over, suspended projects causing waste, environmental pollution, affecting people's lives, causing resentment among the people. Although the crime and law violation situation has been controlled and reduced, there are still potential risks of complicated developments, especially crimes committed by minors, drug crimes, crimes using high technology, etc.

To meet the requirements of the Central Government and the expectations of the people of Da Nang city with the goal of "By 2045, building Da Nang city into a large, ecological and smart urban area, a center for startups, innovation and a livable coastal city reaching the level of the Asian region" according to Resolution No. 43-NQ/TW, the city focuses on implementing the following key orientations and solutions:

Firstly, develop and implement specific mechanisms and policies to maximize the outstanding opportunities, pioneering and leading role of Da Nang city in the North Central and Central Coast regions. Second, economic development on the basis of strongly innovating the growth model, taking science - technology, innovation, and digital transformation as the main driving force. In the current context of integration, especially before the explosion of the Fourth Industrial Revolution, science - technology and people are two key factors, the key to innovating the growth model, improving the quality of growth, and the competitiveness of the Da Nang city economy towards rapid and sustainable growth. Researching mechanisms and policies that are truly open, modern, suitable for world trends and the realities and conditions of Vietnam and Da Nang city. Further promoting digital transformation in management, development and investment attraction, creating favorable conditions for people and businesses, especially researching and developing artificial intelligence based on data on society, health, education, economy, national defense - security, resources, cultural traditions and history of Da Nang city; identifying databases as Da Nang's resources to develop artificial intelligence, cloud computing, and the Internet of Things. Establish a national innovation and startup center in Da Nang... Promote and attract selective investment, especially in high-tech parks, concentrated information technology parks, industrial parks with key markets and the country has a policy of shifting investment capital flows, linking investment attraction with ensuring national defense - security and environmental protection.

Continue to build and perfect mechanisms and policies on science and technology, focusing on promoting the application, transfer and commercialization of scientific research results.
