The event is expected to include five main competition categories and awards, bringing together 200 artists from many countries and territories. The list of jury members will be announced later this year, the award ceremony will take place on April 6 and 13, 2024 at the City Theater, Lam Son Park area, District 1.

In addition to screening competing films, HIFF organizes activities such as exhibitions and discussions on the importance of cinema to the locality, artist meetings and exchanges after each screening, music shows and film fashion.

Actor Tran Thanh - a guest at the program announcement - suggested that HIFF should have categories for film editing, music, and special effects like the Oscars or Emmys, to honor the team responsible behind the screen. In addition, Tran Thanh suggested changing the name of the Best Supporting Actor award to Best Supporting Actor, because he believes that the word "supporting" will reduce the value of the artist.
