Faced with the above situation, in order to continue to effectively implement Directive No. 10/CT-TTg dated April 19, 2023 of the Prime Minister ; Directive No. 23-CT/TW dated May 25, 2023 of the Central Party Secretariat on strengthening the Party's leadership in ensuring traffic safety and order in the new situation and the direction of the Provincial People's Committee, Provincial Traffic Safety Committee, City Party Committee, City People's Committee on ensuring traffic safety and order, the City Traffic Safety Committee has requested agencies, units, People's Committees, Traffic Safety Committees of wards and communes to proactively propagate to raise awareness and sense of compliance with the law on traffic safety and order of the people; broadcast messages, promptly reflect the situation of ensuring traffic safety and order during the Lunar New Year, the April 30 - May 1 holiday; National Day September 2 and the peak month of students going to school, solutions to strengthen the implementation of urgent solutions to ensure urban order and traffic safety and order. Departments, branches and organizations organize propaganda, mobilize and sign commitments to each residential group and residential area to comply with the provisions of the law on traffic safety order in the use of road, railway and inland waterway traffic safety corridors.
The management and protection of road traffic safety corridors according to Decision No. 32/2021/QD-UBND dated July 29, 2021; Decision No. 39/2021/QD-UBND dated September 20, 2021 of the Provincial People's Committee is requested by the City People's Committee to coordinate with the People's Committees of communes and wards to actively and effectively implement. For violations of road traffic safety corridors on National Highways 10 and 21, mobilize violators to voluntarily correct them... At the same time, the city has coordinated with the Road Management Department I.7 (Road Management Department I), the Road Bridge Management Joint Stock Company and management units on the route to handle violations: leveling, placing pots and ornamental plants within the road traffic safety corridor on National Highway 21, Nam Phong ward; setting up tents, gathering construction materials under Tan Phong bridge, Loc Ha ward; For violations of road traffic safety corridors on National Highways 10, 21, 21B and Provincial Highway 490: continue to coordinate propaganda, inspection, detection, prevention, and mobilize violators to voluntarily correct violations...
Along with that, to control and reduce road traffic accidents, the city has done a good job of maintaining the urban road system. Regularly organizing road patrols; promptly detecting and repairing damaged road surfaces on 8 streets and intersections: Hang Cau - Phan Dinh Phung, To Hieu, Nguyen Van Troi, Giai Phong, Duong Bai; Nguyen Duc Thuan, Phu Nghia, Luu Huu Phuoc, Mac Thi Buoi with a total area of over 500m 2 ; painting additional speed bumps at 12 intersections with an area of over 200m 2 and 78 locations; painting road markings, road center lines, lane lines on 12 routes and intersections, focusing on traffic lights, main roads with open lines with an area of 500m 2. Timely replacing 139 damaged signs, adding 39 prohibition signs at the locations of Nam Phong commune's main roads; Xuan Thuy, Trinh Hoai Duc streets, Loc Hoa ward....; 6 signs prohibiting cars from parking by the hour at the gates of Pham Hong Thai, Nguyen Van Troi, Hung Vuong, Tran Bich San schools...; remove trash advertising signs, flyers posted on electric poles, electrical cabinets, and signs; continue to complete the replacement, repair, and addition of 129 sign locations according to the 2024 plan.
Maintain operation and exploitation of 33 traffic light clusters; promptly repair and fix problems such as the intersection of S2 - Le Duc Tho; Quan Chuot - National Highway 10; Tran Huy Lieu - National Highway 10 intersection and coordinate to urge to fix unstable operation errors at the intersection of GO! Nam Dinh Supermarket ; direct the replacement of lighting, light modules, and regular operation according to plan. Organize pruning, canopy lifting, and felling of nearly 820 diseased and dangerous trees on streets, concentrated at intersections with traffic lights; trees that obscure signs and visibility of traffic participants. Handle felling and clearing about 700 trees damaged by storms, ensuring traffic safety, planting and re-erecting about 320 trees; clearing lighting and traffic signals at 400 tree locations; clearing traffic signs at 1,259 locations to ensure visibility for traffic participants.
In addition, the City People's Committee directed the review and implementation of urban beautification, handling potential traffic accident risks, traffic inadequacies in the area...; submitted to the Provincial People's Council to issue 2 Resolutions No. 12/NQ-HDND dated July 19, 2024 on deciding on investment policy for the project: landscape decoration of Vo Nguyen Giap Street, Nam Dinh City; No. 13/NQ-HDND dated July 19, 2024 on deciding on investment policy for the project: Road marking painting; supplementing and replacing the traffic sign system and traffic safety items in the city.
Currently, there are a total of 19 inland waterway wharves in the city; of which 8 wharves are licensed, 11 wharves have expired (1 wharves is in Ha Nam province; the remaining 10 wharves have expired and cannot be extended due to changes in the conditions of inland waterway wharves, Song Hao bridge, Tan Phong bridge passing through the wharves area). The City People's Committee is directing specialized departments and offices to advise the City People's Committee to propose a solution. Continuing to implement Plan No. 67/KH-UBND dated August 14, 2020 of the City People's Committee on ensuring traffic safety and order and thoroughly handling self-opened paths across the railway in 2024, the City People's Committee has directed wards and communes to organize the closure of 10 self-opened paths (including 6 self-opened paths in My Thuan and My Loc communes, 4 self-opened paths in Truong Thi ward). With the drastic and synchronous solutions mentioned above, in 2024, the traffic accident situation in the city has decreased in 2 criteria: number of cases (15 cases less) and number of injured people (14 people less); the criterion of number of deaths (28 people) is equivalent to the same period last year.
Promoting the achieved results, Nam Dinh city continues to proactively and synchronously implement solutions to control and reduce traffic accidents such as: promoting propaganda on the Road Traffic Law, the Traffic Safety Law, the Railway Law, the Inland Waterways Law. Mobilizing organizations and individuals to comply with the provisions of the law on the use of roads and sidewalks... Requesting the People's Committees of wards and communes to continue mobilizing individuals, organizations and households to allocate funds to build common walkways to close railway crossings in the area according to plan. Strengthening the inspection and re-examination of the implementation of units, People's Committees, Traffic Safety Committees of wards and communes in performing the tasks assigned by the People's Committees and Traffic Safety Committees of the city; Handling the responsibility of the unit head if there are complicated violations, causing disorder in traffic safety in the area... Continuing to implement the plans and directives of the Provincial People's Committee, the Provincial Traffic Safety Committee continues the plan to maintain the peak of the campaign to clear and handle violations of urban order and traffic safety in the city in central areas, main roads and streets in the area from the beginning of 2025. Directing the member agencies of the City Traffic Safety Committee, functional forces to coordinate with the People's Committees of wards and communes to increase patrols, control and strictly handle violations of road and sidewalk order... determining that there are no prohibited areas, violations of traffic safety order, especially violations of road and sidewalk order; violations of alcohol concentration, violations of driving vehicles not permitted to circulate according to regulations. Continue to direct the review and synthesis of traffic inadequacies, traffic organization, and ensuring road traffic infrastructure to promptly direct solutions and make recommendations according to authority.
