Vinh City will forcibly reclaim land in Hung Chinh commune to implement VSIP Project.

VSIP Nghe An Industrial, Urban and Service Park Infrastructure Investment and Construction Project has a total planning area of 750 hectares, reclaiming land in the areas of Hung Tay, Hung Dao communes, Hung Nguyen town in Hung Nguyen district and Hung Chinh commune in Vinh city.

This is a project subject to the State's land acquisition for socio -economic development for national and public interests according to Clause 2, Article 62 of the 2013 Land Law.

In Hung Chinh commune, to implement phase 5A of the project, the local government has been active in carrying out measurements, extracts, counts and making compensation and support payments to the people. However, up to now, in this locality, there are still households of Mr. Tran Van Hanh and Ms. Nguyen Thi Minh Nguyet who have refused to hand over the land, although local authorities, sectors and organizations have mobilized, dialogued and responded to petitions many times.

Specifically, Mr. Hanh and Ms. Nguyet's family are using ^29,331.0m2 (about 2.9 ha) of land for aquaculture and perennial crop cultivation. Of which, 0.16 ha is for improving the banks and plot banks; 0.3 ha is for growing perennial crops on land managed by the Commune People's Committee. In particular, 2.1 ha has been signed a contract for public land allocation by the People's Committee of Hung Chinh Commune with a term from 2016 to 2026.

However, in 2023, the People's Committee of Hung Chinh commune issued a Notice on the termination of the Contract to implement the Project on Investment in Construction and Business of Infrastructure of VSIP Nghe An Industrial, Urban and Service Park in Hung Chinh commune, Vinh city, phase 5A.

To hand over land for the project, since 2023, Vinh City People's Committee has issued decisions on land recovery, approved compensation and support plans for Mr. Hanh and Ms. Nguyet's families. These decisions are publicly posted at the headquarters of Hung Chinh Commune People's Committee and community activity points, and delivered to households in accordance with regulations.

After many dialogues and complaints, at the end of 2014, Vinh City Land Fund Development Center publicly announced a detailed plan for compensation and support for Mr. Hanh and Ms. Nguyet's households according to the second complaint settlement decision of the Provincial People's Committee (Decision 2061/QD-UBND, dated August 13, 2024), with a total amount of more than 3.3 billion VND.

It is worth mentioning that although in February 2025, the Vinh City Land Fund Development Center invited Mr. Hanh and Ms. Nguyet's family to receive the money, the family still refused to accept it, but also requested compensation as agricultural land allocated under Decree No. 64/CP of the Government.

Faced with that situation, to ensure the site clearance is on schedule, to promptly hand over land to investors according to plan and to demonstrate the strictness of the law, the Vinh City People's Committee has issued plans and decisions to organize the enforcement of the Decision to recover land from Mr. Hanh and Ms. Nguyet's household.

It is known that the enforcement will be carried out at 7:30 a.m. on June 6, 2025.
