Ho Chi Minh City Inspectorate concludes that Pham Ngoc Thach University of Medicine collects tuition fees in violation of regulations.

The Chief Inspector of Ho Chi Minh City proposed that the Ho Chi Minh City People's Committee direct Pham Ngoc Thach University of Medicine to review and make a list of students to refund the difference in tuition fees.

Collecting tuition fees in violation of regulations is one of many contents in the inspection conclusion of Pham Ngoc Thach University of Medicine by Ho Chi Minh City Inspectorate. According to this conclusion, Pham Ngoc Thach University of Medicine has many shortcomings and violations in receiving citizens, complaints, management, use of finance, and use of assigned assets.

Notably, the content related to the school's failure to comply with Resolution 165 dated December 20, 2022 of the Government , collecting tuition fees for the 2022-2023 school year higher than the regulations.

The conclusion clearly states: Resolution No. 165/NQ-CP, in Clause 2, stipulates: "For tuition fees of publicuniversities and vocational training institutions: keep tuition fees for the 2022-2023 school year stable at the same level as tuition fees for the 2021-2022 school year issued by educational institutions according to the provisions of Decree No. 81/2021/ND-CP...".

Through review, it is noted that the tuition fee for the 2022-2023 school year has increased compared to the 2021-2022 school year. The school has not yet refunded the adjusted tuition fee to students according to the provisions of Resolution No. 165/NQ-CP mentioned above.

In addition, the school also had a number of errors and violations related to the use of assigned assets, improper fund allocation and use, and failure to account for revenue and expenditure sources according to each content.

On this basis, the Chief Inspector of Ho Chi Minh City proposed that the Ho Chi Minh City People's Committee direct the principal of Pham Ngoc Thach University of Medicine to review the individuals and groups involved. Depending on the level of violations, appropriate disciplinary measures will be taken to rectify and overcome the limitations, shortcomings, and violations in the inspection conclusion.

Regarding tuition fees, the principal shall issue an implementation plan and announce the adjustment of tuition fees for the 2022-2023 school year to be equal to the tuition fees for the 2021-2022 school year according to the provisions of Resolution No. 165. Publicly announce and review, make a list of refunds of tuition differences for students according to regulations.
