Yesterday morning (May 8), Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the 93rd meeting of the Provincial People's Committee. Also attending were Vice Chairmen of the Provincial People's Committee Bui Minh Thanh and Bui Minh Tri; leaders of departments, branches, and localities. The meeting approved the draft on socio -economic development, national defense and security in the first 4 months of 2025.

In the first 4 months of 2025, thanks to more orders, businesses in the province have stabilized their production and business situation, bringing the province's Industrial Production Index (IIP) to an estimated increase of 7.86% over the same period in 2024. Along with that, trade and service activities have maintained stable growth. According to the Department of Industry and Trade, businesses, shopping centers, and supermarkets have actively implemented promotional programs, stabilized the market, combined traditional and e-commerce to attract people to shop...; total retail sales of goods and consumer service revenue are estimated at 126,144 billion VND, up 14.8% over the same period in 2024. Meanwhile, export activities of businesses recorded a growth rate of 9%, with the total value of exported goods estimated at 11 billion 687 million USD; import turnover is estimated at 8 billion 118 million USD.

According to the recent announcement of the Ministry of Home Affairs , in terms of the people's satisfaction index with the service of State administrative agencies (SIPAS) in 2024, Binh Duong ranked 7th out of 63 provinces and cities, up 9 places compared to 2023; the administrative reform index (PAR Index) reached 89.13/100 points, ranked 23rd out of 63 provinces and cities; the provincial governance and public administration performance index (PAPI) had a total score of 45.39 points, in the medium - high group. According to the assessment of the provincial governance and public administration performance (PAPI Index), in 2024 Binh Duong achieved a total score of 45.39, ranked 9th in the country.

In the first 4 months of the year, Binh Duong continued to be chosen by businesses and investors to "pour capital" for production and business. Specifically, Binh Duong attracted an additional 60,649 billion VND of domestic investment capital, an increase of 50.9% over the same period in 2024; foreign investment attracted an additional 737 million USD, an increase of 2.7 times over the same period in 2024. Regarding the State budget revenue, it is estimated to reach 33,213 billion VND, an increase of 30% over the same period in 2024, equal to 41% of the Provincial People's Council's estimate and 46% of the estimate assigned by the Prime Minister...

Speaking at the conclusion of the meeting, Mr. Vo Van Minh said that in the first 4 months of the year, the Provincial People's Committee has focused on removing difficulties and obstacles in the work of price appraisal, compensation, site clearance, appraisal and approval of specific land prices of some land plots to implement projects in the area; prioritizing resources for key projects being implemented, projects preparing to be implemented in 2025. The Chairman of the Provincial People's Committee emphasized that for the key project of the Saigon River road section through Thuan An City, the road from An Son Commune (Thuan An City) connecting with Ring Road 3 of Ho Chi Minh City, relevant levels and sectors need to promptly complete the project feasibility report to submit at the upcoming meeting of the Provincial People's Committee. For the Saigon River road project from Bay Tra canal to Ba Lua canal, after completion, it will contribute to opening the route from Thu Dau Mot City to Thuan An City along the Saigon River road axis. This project has about 2km of socialized investment mobilized by the province... This is a solution to realize the province's policy of mobilizing and calling for investment in the form of socialization in the period 2025 - 2030.

Removing bottlenecks in land clearance

In recent times, the province has organized many delegations to survey and inspect key projects and works in the area to remove difficulties and obstacles in implementation, especially those in site clearance, speeding up the construction progress of Ho Chi Minh City Ring Road 3, the section passing through the province, the project to upgrade and expand National Highway 13; coordinating with Ho Chi Minh City to appraise the report on the pre-feasibility study of the investment project to build Ho Chi Minh City Ring Road 4. The province has also focused on sources of sand and stone materials to meet the needs of key projects and works in the area to contribute to ensuring construction progress.

Notably, the province has completed the pre-feasibility study report for the urban railway project No. 1, Binh Duong New City - Suoi Tien, Ho Chi Minh City. At the same time, the province received funding to survey and prepare a pre-feasibility study report for the investment project to build the urban railway project No. 2, Thu Dau Mot City - Ho Chi Minh City.

Binh Duong has made recommendations to the Central Government and proposed to handle issues related to the transition of tasks, powers and organization of the local government apparatus when rearranging and reorganizing administrative units at all levels. The Provincial People's Committee continues to focus on removing difficulties and obstacles to speed up the investment and construction progress of key traffic works and projects, urban beautification projects; mobilize socialization to build the Memorial Area of ​​Mr. Pho Bang Nguyen Sinh Sac; prepare well the conditions to organize the groundbreaking and inauguration ceremonies of a number of works and projects on the occasion of the anniversary of President Ho Chi Minh's birthday on May 19...

With the efforts in the direction, management and implementation of all levels and sectors, the first 4 months of the year recorded the province's socio-economic situation basically developing stably, industrial production, trade - services, export, investment attraction all grew quite well; budget revenue and expenditure were as estimated; social security was ensured.
