Since 2011, the private economy has still had some limitations and bottlenecks that are difficult to break through. According to research experts from the National Economics University, the bottlenecks leading to the limitations of our country's private economy are the incomplete and inconsistent awareness, even incorrect perception or evaluation of the private economy. Meanwhile, the policy system still has many aspects that lack inclusiveness and are unfair between the private economy and other economic sectors in terms of access to production resources, in the implementation of the business process, and in the distribution of income from business results.
Experts point out that the Vietnamese private economic force itself does not have a suitable and effective model to connect its constituent parts. In addition, Vietnamese entrepreneurs currently lack the necessary characteristics in the context of a modern economy and increasingly fierce competition.
For that reason, the research team recommended:
Firstly, perfecting the thinking and way of looking at the private economic sector. In particular, looking at the private economy from a systemic perspective, with two important highlights, especially emphasizing the Vietnamese factor as the main factor but paying attention to the Vietnamese private economic sector abroad, including enterprises investing abroad and the private economy of Vietnamese people residing abroad with economic relations with the country. At the same time, having a clear mindset in positioning the private economy in the national economic system, playing the role of the main and most important driving force in achieving the double-digit growth target along with the guiding and leading role of the state economic sector and the important supporting and promoting role of the FDI economic sector.
Second, from the perspective of inclusive development, we need to remove institutional and policy bottlenecks in developing the private economy with other economic sectors. Specifically, we need to improve policies to create equality between private enterprises and state-owned enterprises and FDI enterprises; and strengthen development support policies for each group of private enterprises.
Third, perfecting models to connect the Vietnamese private economic force with models: connecting domestic private enterprises in the form of "spillover effects"; organizing links between overseas Vietnamese enterprises and domestic private enterprises in localities where enterprises are located.

Fourth, developing a team of Vietnamese entrepreneurs to meet the new requirements of the economy in line with the integration context, aiming towards a professional and advanced business force, adapting to the modern business context, some programs can be considered such as: start-up entrepreneurs; entrepreneurs developing small and medium enterprises; entrepreneurs running large-scale enterprises; developing national business leaders with international references suitable to Vietnamese practices and digital transformation for private enterprises, focusing on applying technologies such as artificial intelligence (AI), big data (Big Data), cloud computing (Cloud Computing) in business administration.
It is worth noting that a financial support mechanism and policies should be developed to encourage entrepreneurs to participate in training. It is necessary to establish a National Entrepreneurship Development Fund, with capital from the state budget, contributions from enterprises and international funding. This fund will provide scholarships and preferential loans for entrepreneurs to participate in high-quality training programs. In particular, there should be special support policies for groups of entrepreneurs such as female entrepreneurs, young entrepreneurs and entrepreneurs in remote areas.
At the same time, develop entrepreneurial spirit and healthy business culture on the basis of synchronously implementing the development and dissemination of the Code of Business Ethics for Vietnamese entrepreneurs as well as organizing national communication campaigns to raise awareness of the role of entrepreneurs in socio-economic development.
