On the afternoon of March 12, the State Steering Committee for important national programs, works and projects of the energy sector (SC) held a regular meeting on the 500kV line 3 project from Quang Trach to Pho Noi. Comrade Nguyen Hong Dien, member of the Party Central Committee, Minister of Industry and Trade , Deputy Head of the Steering Committee chaired the meeting. The meeting was directly connected to the bridgeheads of the provinces and cities where the project passes through.

According to the report of Vietnam Electricity Group (EVN), up to now, the site clearance work for column foundation locations has reached 100% (1,177 locations) and 160/502 anchor intervals, reaching 31.87% (there are 342 anchor intervals that have not yet been handed over).
Construction work is also being carried out simultaneously on the entire line, of which the 500 kV Quang Trach - Quynh Luu line is implementing construction service roads, digging, and casting foundations at 450/463 locations; the 500 kV Quynh Luu - Thanh Hoa line is implementing construction service roads, digging, and casting foundations at 194/200 locations; the 500 kV Nam Dinh I Thermal Power Plant - Thanh Hoa line is implementing construction service roads, digging, and casting foundations at 180/180 locations; the 500 kV Nam Dinh I Thermal Power Plant - Pho Noi line is implementing construction service roads, digging, and casting foundations at 324/334 locations.

Vietnam Electricity Group requested the investor, the National Power Transmission Corporation, to focus on the project, and requested relevant ministries, localities and units to actively and proactively coordinate and implement, promptly remove arising difficulties and problems, and ensure the overall progress of the entire project.
At the conference, representatives of the leaders of 9 localities where the hotline passes through, the Ministry of Agriculture and Rural Development, the State Capital Management Committee, and departments and offices under the Ministry of Industry and Trade reported on the implementation of assigned tasks related to compensation, site clearance, procedures, construction support, and conversion of forest use purposes...

Speaking at the online conference, Vice Chairman of Thanh Hoa Provincial People's Committee Le Duc Giang said: The 500 kV circuit 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) has 2 component projects passing through Thanh Hoa province. Up to now, Thanh Hoa has handed over 100% of the ground for the column foundation and 64/138 anchorage spaces of the corridor. Currently, departments, branches and localities are actively propagating and mobilizing people to agree and soon hand over the ground for the remaining corridor.
Vice Chairman of the Provincial People's Committee Le Duc Giang also affirmed: Thanh Hoa Province is committed to completing site clearance of the route corridor before March 30, 2024 to ensure construction on schedule.
Concluding the conference, Minister of Industry and Trade Nguyen Hong Dien highly appreciated the coordination and efforts of localities, units, investors, and contractors in site clearance and construction. At the same time, he emphasized: The current progress of the project is very urgent, the workload is huge and requires drastic participation from investors, contractors, and localities where the project passes through. Although the project is currently basically ensuring progress as required, a detailed assessment shows that the construction work still has some difficulties such as lack of means, materials, human resources, some difficult construction locations require more time to implement and new construction methods.

To ensure the project is completed on schedule and according to the plan, the Minister of Industry and Trade requires investors and construction units to quickly overcome difficulties and drastically implement construction measures; ministries, branches and localities proactively review tasks under their authority, and if there are any problems within their scope of responsibility, they must promptly resolve them.
Based on Decree No. 27/2024/ND-CP dated March 6, 2024 of the Prime Minister amending and supplementing a number of articles of Decree No. 156/2018/ND-CP detailing the implementation of the Forestry Law, including regulations on temporary use of forests to carry out temporary construction works serving the construction of power grid projects for national and public interests; he requested the Ministry of Agriculture and Rural Development to continue to monitor and guide EVN and the National Power Transmission Corporation in implementation, and promptly guide the handling of any problems arising during the implementation process.
Propose that the People's Committees of the provinces urge and direct the departments, branches, and localities of the provinces where the projects pass through to coordinate with the investors to continue to strengthen propaganda and mobilize affected households so that they agree and complete the handover of the entire corridor. At the same time, continue to support the investors in the construction work; direct the immediate handling of any arising problems, if any.
The investor urgently completes the procedures for approving investment in project development as a basis for compensation and site clearance plans to ensure a common support framework for the entire project in a synchronous and unified manner.
