At the meeting, after listening to the reports of local leaders on preparations and readiness to respond to the storm, Major General Nguyen Huu Phuoc highly appreciated the sense of responsibility and proactiveness of localities and functional forces; at the same time, requested communes, wards and forces to continue to promote the spirit of initiative, conduct inspections and review all plans and scenarios to promptly adjust and supplement in accordance with the developments of the storm, respond flexibly and most effectively. In particular, regularly monitor and update the developments of the storm to deploy timely responses; propagate, mobilize, and take measures to ensure the safety of lives and property of people and tourists. Relevant departments and branches need to proactively coordinate and promptly support localities before, during and after the storm makes landfall. For local police and military forces, Major General Nguyen Huu Phuoc requested to determine the highest spirit, both supporting people and helping local authorities respond to the storm; Comply well with the direction and mobilization of local leaders, grasp and complete tasks well, both prevent, combat and overcome the consequences of natural disasters, and ensure security and order in the area before, during and after the storm makes landfall.

According to reports from localities, since November 4, localities have urgently deployed storm prevention and control work, from strengthening the Command Committee for Natural Disaster Prevention and Control, Search and Rescue and Civil Defense, to establishing shock troops in each village; reviewing and adjusting storm prevention and control plans as well as developing action scenarios to respond to situations that occur before, during and after the storm makes landfall; reviewing vulnerable areas at risk of landslides and flooding, residential areas in dangerous areas to evacuate to safe shelters; preparing forces, vehicles, necessities, medical supplies to serve storm prevention and control work... Through the review, in the communes and wards, there are 12 locations at risk of landslides (including 8 locations along National Highway 27C through Nam Khanh Vinh commune); 15 low-lying areas at risk of flooding; 56 potentially dangerous culverts when river and stream water rises; 5 areas at risk of being isolated (Nam Ninh Hoa commune); nearly 770 households in dangerous areas, of which 10 households at 2 landslide locations in Tay Khanh Vinh commune have been evacuated to safe places. Currently, localities have developed plans, fully prepared safe shelters, necessities for 3-5 days to be ready to evacuate these households when necessary, to ensure the safety of people's lives. By noon of the same day, all houses at risk of having their roofs blown off had been supported by local forces; lonely elderly people were taken to shelters for care; all workers on rafts, aquaculture ponds, foresters, and farmers were also propagandized and mobilized by localities to safe shelters. At culverts and other key locations, localities have also arranged barriers ready to block and assigned police and military forces to be on duty 24/7 to warn and prevent people from traveling to ensure safety...
After the meeting, the Working Group inspected the key locations on the field; directed and encouraged the forces on duty there.
