RULES

DRUG PREVENTION AND CONTEST

(Issued with Decision No. 3889/QD-BCĐ dated June 6, 2023 of the Head of the Competition Steering Committee)

Article 1. Name, scope of organization, contestants, and organizing unit of the Contest

1.Name:   Competition to Learn about the Law on Drug Prevention and Control.

2. Scope of organization: Launched and organized nationwide.

3. Contestants: Vietnamese citizens in the country and abroad, foreigners living, studying and working in Vietnam (hereinafter referred to as contestants). Except for individuals participating in the Steering Committee, Organizing Committee and individuals belonging to agencies, units designing website software or directly operating to serve the Contest.

4. Contest Organizing Unit

Ministry of Public Security of the Socialist Republic of Vietnam.

The Steering Committee and Organizing Committee of the Competition were established under Decision No. 1172/QD-BCA dated March 9, 2023 of the Minister of Public Security.

Article 2. Purpose of the Contest

1. Disseminate and popularize laws on drug prevention and control to agencies, organizations, cadres, party members, people nationwide and Vietnamese citizens abroad, foreigners living, working and studying in Vietnam; contribute to changing and raising social awareness in implementing laws on drug prevention and control.

2. The contest is a practical activity contributing to the implementation of the Law on Drug Prevention and Control and its guiding documents in a unified, synchronous, extensive and effective manner nationwide.

Article 3. Content, form and time of the Contest

1. Content: Learn about the provisions of the Law on Drug Prevention and Control and its implementing documents, including:

- Law on Drug Prevention and Control No. 73/2021/QH14 dated March 30, 2021 of the National Assembly of the Socialist Republic of Vietnam.

- Decree No. 105/ND-CP dated December 4, 2021 of the Government detailing and guiding the implementation of a number of articles of the Law on Drug Prevention and Control;

- Decree No. 109/ND-CP dated December 8, 2021 of the Government stipulating medical facilities qualified to determine drug addiction status and records, procedures and procedures for determining drug addiction status;

- Decree No. 116/ND-CP dated December 21, 2021 of the Government detailing a number of articles of the Law on Drug Prevention and Control, the Law on Handling of Administrative Violations regarding Drug Addiction Treatment and Post-Detoxification Management.

2. Form

a) Online exam: Online exam on the website and link, banner on the Ministry of Public Security's electronic information portal, electronic information portals of departments, ministries, branches, People's Committees of provinces, cities, districts, towns; electronic information page of the Department of Drug Crime Investigation Police and placing links, banners, logos on the websites of press and media agencies inside and outside the People's Public Security force.

b) Written exam: Handwritten, typed or in a language in an accessible format for the visually impaired.

3. Contest Time

The contest will be held for 03 months, starting from 8:00 on July 20, 2023 to 23:59 on October 19, 2023. During the contest, the Organizing Committee will simultaneously organize 03 online rounds on the website:

Round 1: From 8:00 on July 20, 2023 to 23:59 on August 19, 2023;

Round 2: From 8:00 a.m. on August 20, 2023 to 11:59 p.m. on September 19, 2023;

Round 3: From 8:00 on September 20, 2023 to 23:59 on October 19, 2023.

Article 4. Prize structure

1. Collective awards: To summarize the Contest, the Organizing Committee proposes that the Steering Committee consider and award collective awards to provinces/cities directly under the Central Government; districts/towns/cities under provinces; Public Security units and localities, with the following levels:

- 05 First prizes: Certificate of merit from the Ministry of Public Security, souvenir cup and cash prize worth 10 million VND/prize.

- 15 Second prizes: Certificate of Merit from the Ministry of Public Security, Souvenir Cup and cash prize worth 7 million VND/prize.

- 25 Third prizes: Certificate of Merit from the Ministry of Public Security, Souvenir Cup and cash prize worth 5 million VND/prize.

2. Individual awards in the form of written competition: Based on the contestants' competition results, the Organizing Committee proposes that the Steering Committee consider and award individual awards at the following levels:

- 01 Special Prize: Certificate of Merit from the Ministry of Public Security, Souvenir Cup and cash prize worth 10 million VND/prize.

- 05 First prizes: Certificate of Merit from the Ministry of Public Security, Souvenir Cup and cash prize worth 6 million VND/prize.

- 15 Second prizes: Certificate of Merit from the Ministry of Public Security, Souvenir Cup and cash prize worth 3 million VND/prize.

- 20 Third prizes: Certificate of merit from the Drug Crime Investigation Police Department, souvenir cup and cash prize worth 2 million VND/prize.

- 30 Consolation prizes: Certificate of merit from the Drug Crime Investigation Police Department, souvenir cup and cash prize worth 1 million VND/prize.

3. Individual prizes in the form of online competition: Based on the contestants' competition results, the Organizing Committee proposes that the Steering Committee consider and award individual prizes at the following levels:

a) Individual prizes for each online round include:

- 03 First prizes: Souvenir cup and cash prize worth 5 million VND/prize.

- 05 Second prizes: Souvenir cup and cash prize worth 3 million VND/prize.

- 10 Third prizes: Souvenir cup and cash prize worth 2 million VND/prize.

- 15 Consolation prizes: Souvenir cup and cash prize worth 1 million VND/prize.

b) Online Competition Individual Prize (Final Prize):

- 01 Special Prize: Certificate of Merit from the Ministry of Public Security, Souvenir Cup and cash prize worth 10 million VND/prize.

- 05 First prizes: Certificate of Merit from the Ministry of Public Security, Souvenir Cup and cash prize worth 6 million VND/prize.

- 15 Second prizes: Certificate of Merit from the Ministry of Public Security, Souvenir Cup and cash prize worth 3 million VND/prize.

- 20 Third prizes: Certificate of merit from the Drug Crime Investigation Police Department, souvenir cup and cash prize worth 2 million VND/prize.

- 30 Consolation prizes: Certificate of merit from the Drug Crime Investigation Police Department, souvenir cup and cash prize worth 1 million VND/prize.

c) 20 secondary prizes: Souvenir cup and cash prize worth 500 thousand VND/prize.

4. Increase the prize value: Based on the results of the Competition and funding sources, the Competition Steering Committee shall consider and decide:

a) Increase the value of prizes and gifts (in kind) of the Contest for winning contestants and groups.

b) Awarding Certificates of Merit, Souvenir Cups, and Encouragement Prizes to some other special cases.

5. The value of the prize and related matters are implemented according to the provisions of the Competition Rules announced by the Organizing Committee. The prize recipient is responsible for paying personal income tax according to the State's regulations.

Article 5. How to participate in the written exam

1. Written test questions and scoring structure

Question 1: Is it necessary to issue the Law on Drug Prevention and Control in 2021? What are the basic contents and new points of the Law?

Question 2: Contact drug prevention and control work at the unit or locality where you live? Your responsibility in implementing the Law on Drug Prevention and Control 2021?

* Score structure: 100 point scale

Question 1: 50 points

I. The necessity of promulgating the Law on Drug Prevention and Control in 2021: 20 points

II. Basic content of the Law on Drug Prevention and Control 2021: 20 points

III. New points of the Law on Drug Prevention and Control in 2021: 10 points

Question 2: 40 points

I. Contact drug prevention and control work at the unit or locality of residence: 20 points

II. Contact with yourself in implementing the Law on Drug Prevention and Control: 20 points

Form: 10 points

2. Rules for writing contest entries

a) Candidates compete independently (individually) or in groups (no more than 05 people); the language of presentation is Vietnamese on A4 paper; the writing format is (typewritten, handwritten or in an accessible language format for the visually impaired). The entries are bound into a book, hardcover, the cover page clearly states: Contest entry for the Law on Drug Prevention and Control; full name, year of birth, ethnicity, work unit, contact phone number. In case of a group of authors' entries, full information is written on the back page of the exam.

b) The contest entry must be presented clearly, cleanly, with rich, vivid, relevant illustrations and images, carefully invested, with a tight layout, closely following the theme; the cited information must be accurate and comply with other relevant legal regulations.

c) Time for receiving entries: Before 5:00 p.m. on October 19, 2023 according to the postmark. Place to receive entries: Department of Drug Crime Investigation - 499 Nguyen Trai, Thanh Xuan Nam Ward, Thanh Xuan District, Hanoi City (Clearly state on the envelope: Entry for the Contest to Learn about the Law on Drug Prevention and Control).

d) The entry must not contain content that propagates false ideas about drug prevention and control. The entry must not violate copyright. If content, images, or documents are quoted for illustration purposes, there must be clear captions. In case of violation of the above regulations, the entry will be disqualified.

d) The Organizing Committee will not return the entries. Contestants agree to allow the Organizing Committee to publish and use the entries for the purpose of disseminating and popularizing laws on drug prevention and control.

Article 6: How to take the exam online and how to calculate points

1. Online exam questions

- The online exam questions include 175 multiple choice questions with correct answers and 5 situational questions (presented in video clip form) posted on the website https://thitimhieuluatphongchongmatuy.vn.

- Exam set: The computer will automatically select the exam set from the question set for each exam participant. Including:

+ Monthly exam round: Exam set includes 20 questions

+ Final round: The test consists of 30 questions

2. How to enter the contest

Step 1: Use multimedia devices (computers, smartphones, tablets...) with Internet connection to access the website https://thitimhieuluatphongchongmatuy.vn or the Contest website link posted on the Ministry of Public Security's Electronic Information Portal http://bocongan.gov.vn/, the Electronic Information Portal of the Department of Drug Crime Investigation https://pcmatuy.bocongan.gov.vn/ and the websites/electronic information portals of departments, ministries, branches, People's Committees of provinces and centrally run cities, Public Security of provinces and centrally run cities to participate in the Contest and follow the instructions of the Organizing Committee.

Step 2: After accessing the Contest website, candidates choose to participate in the monthly round or the Final Contest, then click on the "Join Contest" button; the screen will display a window to log in to the Contest; candidates enter their ID card number/CCCD/Passport/Personal identification number, the system will check in the database, if the data is already in the system, candidates will check the information again, if it is complete, confirm and take the exam. In case candidates take the exam for the first time, candidates must fill in complete and accurate personal information in the default information fields, including:

(1) Full name;

(2) ID card number/CCCD/Passport/Personal identification number;

(3) Contact phone number;

(4) Permanent/temporary address (district/town/city under province - province/city directly under the Central Government);

(5) Work unit (for candidates working in public agencies or units).

(6) Class and school (for candidates who are students)

After filling in all the above information, candidates enter the security verification code (randomly generated by the server) and select the "enter the exam" button to start answering the questions given by the Organizing Committee. The Organizing Committee does not limit the number of contestants.

Step 3: Candidates choose 01 correct answer/01 question to answer; click the “Continue” button to answer all 30 questions of the final Online Contest or 20 questions of the rounds. The questions will be randomly selected by the computer from the question bank.

If the candidate is not satisfied with the answer, he/she can click the “back” button to change his/her answer choice.

Step 4: After answering the questions, the candidate clicks on the “confirm” button to submit the exam. The monthly exam time is 30 minutes; the final exam time is 40 minutes.

3. How to calculate points

a) The final contest consists of 30 questions corresponding to 30 points, each correct answer will be counted as 01 point.

b) Monthly rounds consist of 20 questions corresponding to 20 points, each correct answer will be counted as 01 point.

* Note: Candidates can participate in the Final Competition and monthly rounds at the same time.

Article 7. Method of awarding prizes, conditions for winning prizes, awarding prizes

1. Award judging method and conditions for winning the award

a)   For the awards for collectives (provinces/cities under the Central Government; districts/towns/cities under provinces; Police of units and localities), the Competition Steering Committee will consider the awards based on the unit or locality that develops the plan to launch the Competition, the total number of contestants participating in the Competition and the total score of the contestants participating in the Competition belonging to that collective (priority is given to the number of contestants) . The Competition Steering Committee will base on the higher achievements of the collective to award the awards from high to low until the number of awards is sufficient according to the provisions of these Rules.

- In case the number of provinces/cities directly under the Central Government; districts/towns/cities under provinces; police agencies and units (from 02 groups or more) has the same total number of contestants and the total score of the contestants' exam, the Competition Steering Committee will base on the criteria of the number of contestants belonging to the group with the highest individual winning the prize, and will be ranked in order of higher prize award.

- Collective awards are only given to units that register to launch the contest at the website address: https://thitimhieuluatphongchongmatuy.vn

b) For individual awards of the Final Competition or monthly rounds, the final exam result is calculated for the highest scoring entry out of the three rounds of the contestant's exam.

- The winning contestant is the contestant with the highest score and shortest answer time in the final round or monthly rounds.

- The Organizing Committee will arrange the prizes from high to low until the number of prizes specified in these Rules is sufficient.

- In case the Final Contest or monthly online rounds have the same number of contestants (from 02 people or more) with the same score, the Organizing Committee will base on the criteria: Number of correct answers, quick response time and more participation, the time the contestant submitted the contest entry earlier to rank (the time the contestant submitted the contest entry is recorded in the software system, the data receiving the online contest entry of the Contest). In case all the review criteria are equal, the Organizing Committee will decide to award the prize

2. Awarding

a) The Ministry of Public Security will award Certificates of Merit, Souvenir Cups, and cash prizes to individuals and groups that win the Final Competition at the Closing Ceremony or contact them to award prizes in an appropriate manner.

b) The Organizing Committee does not hold an Award Ceremony for each monthly round and will contact the winning contestants directly to award prizes in an appropriate manner.

c) Information about the awards and competition results of individuals and groups winning the final and monthly rounds of the competition will be announced on the Competition website https://thitimhieuluatphongchongmatuy.vn, the Ministry of Public Security's electronic information portal, the electronic information portal of the Drug Crime Investigation Police Department and on other media and communications.

d) The Organizing Committee will contact the winning individual directly by phone and notify the winning groups in writing. The Organizing Committee has the right not to award the prize if the winning contestant's information does not match the information on the contest entry.

Article 8. Other provisions

1. During the competition, if any issues arise outside the provisions of these Rules, the Organizing Committee will decide and adjust them to suit the actual situation.

2. The Jury will base on the Rules, scoring scale and amendments and supplements of the Organizing Committee to unify the scoring and evaluation of candidates through the exams.

3. Each candidate can only register to use one contest account and provide complete and correct required information.

4. Candidates can take the exam at any time within the time frame announced by the Organizing Committee.

5. During the contest, the Organizing Committee is not responsible for connection errors due to network transmission or errors due to participating devices.

Article 9. Non-recognition of results and settlement of complaints

1. No recognition of results

The Organizing Committee will proactively remove and not recognize the exam results of candidates in the following cases:

a) Using incorrect or untrue information;

b) Using software, techniques, and information technology to automatically create multiple entries;

c) Committing acts that violate ethics and customs; affecting the seriousness, fairness, objectivity, and information security of the Contest.

2. Complaint resolution

a) In case of any complaint related to the results of the Contest, the complainant shall send a written document to the Organizing Committee for consideration and resolution;

b) Time for receiving complaints: 07 (seven) days from the time the Organizing Committee announces the results of the collective and individual winners of the Final Competition/each monthly round on the Ministry of Public Security's Electronic Information Portal, the Electronic Information Portal of the Department of Drug Crime Investigation Police and on other media and mass media;

c) The final level of complaint resolution is the Contest Organizing Committee;

d) The selection of contestants' and winning teams' entries, awarding of prizes and resolution of issues arising from the Contest shall be decided by the Ministry of Public Security's Contest Steering Committee based on reports, recommendations and proposals from the Organizing Committee.

Article 10. Implementation

1. The Drug Crime Investigation Police Department is the Standing Agency of the Competition Steering Committee.

2. Relevant agencies and units coordinate to post the Contest Rules, place banners, logos, and links https://thitimhieuluatphongchongmatuy.vn on the website, and widely promote the Contest on the unit's information portals.

3. Candidates can look up, find information, rules, question bank, answers, instructions, answers, and update the activities of the Contest on the website https://thitimhieuluatphongchongmatuy.vn of the Organizing Committee.

Article 11. Entry into force

1. The Contest Rules are effective from the date of announcement by the Organizing Committee and posted on the Ministry of Public Security's Electronic Information Portal at the website https://bocongan.gov.vn/

2. In order for the Contest to achieve its goals and requirements in accordance with regulations, the Ministry of Public Security requests that the Central Committees, ministries, branches, and People's Committees of provinces and cities nationwide pay attention to directing and implementing the organization of the Contest to agencies, units, and people in the area; widely propagate the Contest on mass media, internal information portals of agencies and units; organize for cadres, party members, armed forces, and people to participate in the Contest.
