From July 1, 2025, according to the Law amending and supplementing the Law on Health Insurance 2024, the state budget will support monthly health insurance contributions for 4 more groups of subjects.

According to Clause 4, Article 12 of the Law effective from July 1, 9 groups will be supported with health insurance premiums from the state budget, including: People from near-poor households; students; people participating in security and order protection forces at the grassroots level; people from farming, forestry, fishery, and salt-making households with average living standards; village health workers, village midwives; non-professional workers in villages and residential groups; ethnic minorities in areas that have escaped from particularly difficult socio -economic conditions; folk artisans, excellent artisans; victims under the Law on Prevention and Combat of Human Trafficking.

Four new groups of subjects have been added this year, including: Village health workers; part-time workers in residential groups; folk and elite artisans; and victims of human trafficking.

From July 1, many new policies on health insurance that benefit people will take effect.

According to the provisions of the 2024 Law on Health Insurance, the monthly contribution level of the group of subjects supported with the maximum contribution level is equal to 6% of the reference level paid by the subject himself, and the state budget partially supports the contribution level.

From July 1, many benefits of people participating in health insurance will also be increased, such as: People who receive medical examination and treatment at the initial registration facility or receive inpatient treatment at facilities identified as basic facilities nationwide will also enjoy 100% of health insurance costs. This includes facilities that were identified as district-level before January 1, 2025 but have now been upgraded to basic or specialized levels. This regulation creates more favorable conditions for people, especially in rural areas, to access essential health services without worrying about reduced insurance benefits.

Ethnic minorities, people from poor households, people living in island communes, island districts or areas with special socio-economic difficulties will enjoy 100% of health insurance costs when receiving inpatient treatment at specialized facilities, regardless of whether they are in the right or wrong line.

From July 1, people can go to any initial registration facility nationwide and still enjoy full health insurance benefits as when they go to the correct registration facility.

The law also clearly stipulates that cases of medical examination and treatment outside the designated area are still entitled to 100% health insurance benefits. The first group is those with serious illnesses, rare illnesses or requiring advanced techniques.

From June 1, Vietnam Social Security officially stopped issuing paper health insurance cards to health insurance participants. Instead, people will use modern electronic methods to replace paper health insurance cards such as the VssID application - Digital Social Insurance, VNeID application (electronic identification), or citizen identification cards with chips when going to see a doctor or get health insurance treatment.

Currently, Vietnam has more than 95.5 million people participating in health insurance, reaching a population coverage rate of 94.29%. With new points applied from July, the health insurance policy is expected to continue to play its role as a solid financial support for the people, contributing to ensuring social security, reducing medical costs for patients and improving the quality of health care for the whole population.
