Closely monitor the water flow into Ban Ve hydroelectric reservoir, regulate appropriately to reduce flooding in downstream areas.

On the morning of July 23, a working delegation of the Department of Agriculture and Environment led by Mr. Hoang Quoc Viet - Member of the Provincial Party Committee, Director of the Department inspected the response to floods caused by storm No. 3 in the western localities of Nghe An. Accompanying him were Mr. Nguyen Truong Thanh - Head of the Irrigation Sub-Department and other members of the delegation.

At the meeting, Mr. Ta Huu Hung - Director of Ban Ve Hydropower Plant said: At 9:30 am on July 23, the water flow into the lake reached about 6,000m³/s. The unit has operated the discharge of 4,000m³/s through 6 gates, the lake water level is currently at 199.8m.

The regulation process is flexibly adjusted, based on the water flow, to ensure effective flood reduction downstream while still maintaining the safety of the project.

Previously, according to Urgent Notice No. 604 issued by the Provincial People's Committee, at 9:00 p.m. on July 22, 2025, the water flow to the upstream of Ban Ve Hydropower Reservoir reached 9,543m³/s, nearly reaching the peak flood flow threshold of 10,500m³/s, equivalent to a flood frequency of 0.02%.
The working delegation directly inspected the technical items of the reservoir, flood discharge area and listened to detailed reports on water regulation operation plans in different situations.

Through the survey, Director of the Department of Agriculture and Environment Hoang Quoc Viet highly appreciated the initiative and spirit of coordination of the Ban Ve Hydropower Plant operating units; at the same time, emphasized the requirement to regularly update data on rain and flood, water flow to the reservoir to have appropriate regulation plans, promptly warn downstream and minimize damage.

To ensure safety during the storm season, the Director of the Department of Agriculture and Environment requested units to continue to maintain a strict on-duty regime, regularly update hydrological forecast bulletins, and increase information exchange between reservoir operating units and local Steering Committees for Disaster Prevention and Control and Search and Rescue.

Ban Ve Hydropower Plant is located in the communes of Luong Minh, Huu Khuong, Nhon Mai, with a designed capacity of 320 MW, the largest hydropower project in Nghe An and the North Central region.

The plant's reservoir has a basin area of up to 8,700 km², large reserves, and the ability to effectively regulate floods during prolonged heavy rains.

Not only generating electricity, Ban Ve Lake also has an important role in providing domestic water, serving agricultural production, repelling salinity and ensuring water security for the downstream area of Ca River - where many residential areas, urban areas and key agricultural production areas of Nghe An province are concentrated.

Next, the working group inspected Ban Ve Primary School - which is being used as a shelter for 120 households with a total of 550 people in Ban Ve, Yen Na commune.
Mr. Thai Luong Thien - Chairman of Yen Na Commune People's Committee said: The locality has organized the evacuation of people to a safe place and deployed medical support, food, and drinking water to temporarily stabilize people's lives.

Through the on-site inspection, the Director of the Department of Agriculture and Environment visited and shared difficulties with the people; at the same time, directed the functional forces and local authorities to continue to closely monitor the situation, ensure safety in the shelter area, and prevent hunger, lack of clean water or disease outbreaks.
In particular, local authorities are required to propagate and strictly prohibit people from going to rivers, streams, and dangerous areas during floods to avoid unfortunate losses.
