Comprehensive development from the grassroots

In Dong Hoa commune (Thai Binh city), Mr. Nguyen Cong Can's family is one of the typical examples of the "Learning Family" model. With 32 members of 3 generations, his family has 1 doctor, 2 masters, 19 people have graduated from university, the rest are studying in high school and university. Mr. Can said: Since 2008, my family has established a separate education promotion committee, built a scientific operating regulation, and used April 30 and May 1 as an occasion to commend and reward children with high academic achievements. Each year, the family's education promotion fund spends about 10 - 12 million VND to award prizes and has so far accumulated more than 100 million VND.

Not only taking care of the education of his children and grandchildren, Mr. Nguyen Cong Can also inspires and instills a sense of responsibility towards the community for the next generations. In addition to their success in their careers, his children have actively contributed to local science and technology work, supporting education promotion activities. Such contributions not only continue the family tradition but also spread good values in the community.

In Hung Ha, the movement of science and technology and building a learning society in recent years has developed strongly in both breadth and depth. The association organization system covers all residential areas andeducational institutions with 33 commune and town learning promotion associations; hundreds of branches and learning promotion boards in clans, pagodas, churches, villages and public service units. Associations at all levels have effectively mobilized social resources, organized hundreds of specialized classes and training courses to improve capacity and life skills for people, contributing to building a dynamic and practical learning community. According to Mr. Nguyen Trong Hai, Vice Chairman of the District Learning Promotion Association, in the period of 2020 - 2025, the whole district had 62% of families achieving the title of "Learning Family", 61% of clans achieving the title of "Learning Clan", the rate of "Learning Community" reached 86%, "Learning Unit" reached 95%. More than 33,700 excellent students were recognized, nearly 2,200 scholarships were awarded to poor students who overcame difficulties. The two peak periods of "Spring Promotion of Learning" and "Month of Promotion of Learning" each year attracted 70% of families, clans, and units to participate, creating a vibrant and widespread competitive atmosphere.

Along with the education promotion associations at all levels, based on their functions and tasks, each agency, unit and organization also has appropriate scientific and technological movements and activities, thereby creating a ripple effect and attracting many resources for this work. Ms. Ngo Thi Hong Hue, Vice President in charge of the Provincial Women's Union, informed: The "Godmother" model has spread strongly among all levels of associations in the province, and has received enthusiastic response from each cadre, member and the community. Many children in difficult circumstances and orphans who are at risk of failing to fulfill their dream of going to school have been given more motivation, opening up a brighter future. Depending on the conditions in each locality, each organization and individual supports from 200,000 - 500,000 VND/child/month.

In addition, monthly rice, school supplies, and necessities are also provided to the children's families. 896 children have been supported by this program.

Organize systematically, compete practically, and achieve clear results.

Mr. Vu Van Thanh, Vice Chairman of the Provincial Association for Promotion of Education, said: The province's emulation and promotion of education work has always been respected, organized systematically, systematically and in-depth, bringing practical results. This is truly a strong driving force to promote the science and technology movement, building a learning society at the grassroots level, in agencies, units and enterprises. The conferences to sign emulation agreements between commune-level learning promotion clusters in districts and cities have been maintained in order, creating a vibrant atmosphere, connecting the movement between localities. Thanks to that, the science and technology movement, building a learning society in the period of 2020 - 2025 has had many positive results. The whole province has mobilized over 889 billion VND for science and technology work from many social resources. Of which, nearly 600 billion VND has been spent on organizing activities such as rewarding learners, supporting disadvantaged students, promoting lifelong learning, contributing to spreading the learning movement widely throughout society.

As of May 2025, the province had 242 grassroots learning promotion associations, 2,560 branches and 6,386 learning promotion committees, with 676,442 members (accounting for 36.6% of the population). Compared to the end of 2020, the number of learning promotion organizations increased by 132 units, the number of members increased by 45,382 people, and the rate of party members participating as members increased by 7.8%. The rate of achieving the titles of "Learning Family", "Learning Clan", "Learning Community", "Learning Unit" increased from 10 - 20.7% compared to 2020, exceeding the national average. This shows the spirit of initiative, creativity and efficiency in science and technology work, building a learning society in the province.
