On the afternoon of July 23rd, at the regular press briefing, Mr. Uong Minh Long, Deputy Director of the Department of Education and Training of Hai Phong City, provided official information regarding the incident during the admission process for 10th grade at Tran Phu Specialized High School, which resulted in one student being disqualified despite having sufficient scores to pass.

The case in question involves PHH (born in 2010, a student at Dang Lam Secondary School, Hai An District), the son of Ms. NTTH.
On July 18th, Ms. H. submitted a petition to the authorities, stating that her son had been notified of his acceptance into the specialized Russian class, had enrolled and been assigned to the class, but after 10 days, the school requested him to withdraw his application because he "did not meet the requirements".
According to the Department of Education and Training, initially, student H. was not admitted because she did not meet the cutoff score. After the school announced a reduction in the cutoff score, she achieved 34.95 points and was included in the list of admitted students, being accepted into the specialized Russian class. Her family completed the enrollment procedures as required.
However, upon reviewing the data, the admissions committee discovered that another candidate with 35.05 points had been overlooked due to a software error. This candidate had been admitted to another public school but did not enroll, so when the score was lowered a second time, the system did not update the data for re-consideration.
Therefore, the council was forced to adjust the cutoff score for the specialized Russian class from 34.95 to 35.05 points. At that point, PHH no longer met the admission requirements.
"The incident stemmed from a software error, not from the student. This is our responsibility. We apologize to student H., her family, and the school," said Mr. Uong Minh Long.
To resolve the issue, the Department reported to the City People's Committee and proposed to the Ministry of Education and Training to allow an increase in the class size for the specialized Russian class from 35 to 36 students to reserve a place for H. The Ministry agreed to this proposal.
Currently, PHH continues to study in the specialized Russian class at Tran Phu High School for Gifted Students.
