On the afternoon of July 23, at a regular press conference, Mr. Uong Minh Long, Deputy Director of the Department of Education and Training of Hai Phong City, officially informed about the incident in the admission to grade 10 of Tran Phu High School for the Gifted that resulted in a student being eliminated despite having enough points to pass the exam.

The reported case is PHH (born in 2010, student at Dang Lam Secondary School, Hai An District), son of Ms. NTTH.

On July 18, Ms. H. sent a petition to the authorities, stating that her son was notified of being admitted to the Russian specialized class, had enrolled and received the class, but after 10 days the school asked him to withdraw his application because he "did not meet the requirements."

According to the Department of Education and Training, H. was initially not admitted because he did not meet the admission standards. After the school announced the lowering of the admission standards, he scored 34.95 points and was on the admission list, admitted to the Russian specialized class. The family completed the admission procedures according to regulations.

However, when reviewing the data, the admissions board discovered that another candidate who scored 35.05 points was missed due to a software error. This candidate had passed another public school but did not enroll, so when the score was lowered the second time, the system did not update the data for re-admission.

Therefore, the council was forced to adjust the standard score for the Russian specialized class from 34.95 to 35.05 points. At that time, PHH was no longer eligible for admission.

“The incident originated from a software error, not the candidate. This is our responsibility. We apologize to H., her family and the school,” said Mr. Uong Minh Long.

To remedy the situation, the Department reported to the City People's Committee and proposed to the Ministry of Education and Training to increase the number of students in the Russian specialized class from 35 to 36 students to reserve a place for H. The Ministry agreed to this proposal.

Currently, PHH continues to study in the Russian specialized class of Tran Phu High School for the Gifted.
