According to 2009 data, the average study time of students aged 7-15 (equivalent to grades 1-9) in countries belonging to the Organization for Economic Cooperation and Development (OECD) group is about 7,390 hours (60 minutes/hour). Meanwhile, according to the 2006 program, Vietnamese students from grades 1-9 only studied about 5,600 hours; according to the new 2018 program, the time only increased slightly to nearly 6,200 hours, which is still quite low compared to the study time of students in OECD countries.

The 2018 generaleducation program at the primary level has been designed in the direction of compulsory teaching 2 sessions/day; thanks to that, subjects and educational activities that were previously optional have now become compulsory such as foreign languages, information technology, experiential activities...

According to Associate Professor Bui Manh Hung, the recommendations of international experts are very suitable for the requirements of educational innovation in Vietnam. Therefore, the 2018 General Education Program Development Board and the Ministry of Education and Training have tried to increase the study time of students within the permitted conditions, first of all at the primary level. Increasing the study time at school is to ensure the rights of children, so that they have more time to participate in experiential activities, physical training, develop artistic talents; have fun, entertain, etc. in a safe space and environment.

Therefore, the 2018 General Education Program at the primary level has been designed in the direction of compulsory teaching 2 sessions/day; thanks to that, subjects and educational activities that were previously optional have now become compulsory such as foreign languages, information technology, experiential activities, etc. Many contents on life skills education have been given attention and integrated into the subject programs to comprehensively develop students' qualities and abilities.

"The program is a law. When it is stipulated that primary school (free education) must have 2 sessions/day, the state needs to invest enough resources in terms of teachers, facilities, teaching equipment, etc. to meet the requirements of organizing teaching according to the duration prescribed by the program," Associate Professor Hung affirmed.

However, Mr. Hung also pointed out that: "Perhaps due to the influence of traditional education and limited conditions for program implementation, many schools still believe that if they are allowed to increase the educational time for children at school, they should spend that time teaching "basic" subjects such as math, Vietnamese - literature, foreign languages, etc. Therefore, the meaning of increasing educational time at school to help students develop comprehensively has not been implemented in accordance with the spirit of fundamental innovation in education."

According to Mr. Hung, the goal of designing 2 sessions/day at the primary level in the 2018 General Education Program is certainly not to create conditions for schools to contract with affiliated units to include subjects and educational activities outside the program, forcing students and parents to register for extra classes during regular school hours.
