Coast Guard Major with many initiatives to ensure safety on ships

According to Major Nguyen Dinh Luu, what makes him love and deeply attached to the engineering industry is the practical, genuine and emotional experiences in the middle of the ocean.

As Chief of the Planning Staff, Logistics and Engineering Department, Coast Guard Region 4 Command (located in Phu Quoc city, Kien Giang ), Major Nguyen Dinh Luu has had many technical innovations to ensure safety during each mission at sea.

Innovation, technical improvement from practice

Major Nguyen Dinh Luu said that in November 2019, he was assigned to the position of Chief of the Electrical and Mechanical Department of the CSB 9003 ship - a modern 3,500 CV rescue and relief tugboat of the Coast Guard.

His first impression when he came to work was the crisp sound of the Paxman main engine in the middle of the ocean, during combat readiness missions lasting more than 70 days at the shoals in the Southwest Sea. At that time, keeping the equipment stable while ensuring technical safety in harsh weather conditions and fierce winds was a tough test of willpower.

During those journeys of more than 8,000 nautical miles, he and his teammates proactively organized the repair of 51 technical items. Major Luu realized that technical work is not just about machinery but the lifeblood of the ship, the pride and belief of each officer and soldier on each voyage for the sovereignty , security and safety of the sacred sea and islands of the Fatherland.

According to Major Nguyen Dinh Luu, what makes him love and deeply attached to the engineering industry is the practical, genuine and emotional experiences at sea - where each technical incident is not only a professional challenge but also touches the spiritual values ​​of the soldier.

He still clearly remembers the time he was tasked with ensuring the KNS satellite television system - a television equipment that provides information and entertainment for officers and soldiers during long journeys. When the ship was on a mission far from shore, there was absolutely no phone signal, and the KNS equipment suddenly malfunctioned.

In the vast space of the ocean, the inability to access information from the mainland and the lack of television programs to watch made the atmosphere on board the ship gloomy, clearly affecting the spiritual life of the officers and soldiers.

Worried about that situation, with the urge of responsibility, he started to study the device, look up the operating principle, structure and installation method. For two days, he almost did not leave the device, persistently studying each parameter and small connection. Finally, the system was restored to stable operation. At that time, the joy could not be expressed in words because of the eyes and bright smiles of his teammates watching the news and hearing news from their hometown in the middle of the ocean.

Not stopping there, after successfully handling the incident on ship CSB 9003, Major Nguyen Dinh Luu continued to support troubleshooting for 4 other ships with 11 interventions, including 2 times at sea in unfavorable conditions.

Along with repairs, he also directly guides officers and technical staff of the ships to identify common errors and master the installation and operation process of KNS equipment. Sharing knowledge and experience not only helps improve on-site troubleshooting capacity but also adds confidence and initiative to officers and soldiers in technical work.

Major Nguyen Dinh Luu said that one of the most memorable turning points for him was in 2021 when he started researching the topic "Design of EPU power supply in TK-3500CV ship control system (MAREX OS II)."

From actual ship operations, he realized that the current control system was no longer stable while replacement sources were expensive, difficult to import, and the ordering time was up to 4 months.

With old technical documents, he and his teammates determined to design a compatible power supply, using domestic components, that could fully meet the functions but optimize cost and time. The project took more than 2 months of research, testing, and repairing each small circuit and each voltage parameter.

The result was beyond expectation, the new EPU power supply operated stably, with performance equivalent to imported equipment, costing only 60 million VND (less than half the new purchase price), and manufacturing time was one week.

The project was accepted at the Coast Guard Command level, deployed on ship CSB 9003 and highly appreciated. This is the first project that Major Nguyen Dinh Luu chaired and is the clearest proof of the spirit "Engineering is mastering technology from the things closest to you."

Continue new initiatives

From the initial results of the 2021 topic, he continued his journey of technical innovation to contribute to improving the quality of technical assurance work on ships, while spreading the spirit of initiative and innovation among officers and soldiers of the coast guard engineering sector.

In addition to completing assigned professional tasks well, Major Nguyen Dinh Luu is always concerned about technical training; especially the reality that many young officers and employees, despite their abilities, lack practical access, leading to hesitation and lack of confidence when handling technical situations on board.

From 2022-2023, he researched and built a Paxman 18VP185 main engine monitoring control system training model, simulating it at a 1:1 scale, integrating realistic simulation situations. The model not only helps students operate as on a real ship but also increases the instructor's communication ability, shortening the time to get familiar with the actual equipment.

The model also helps reduce wear and tear on original equipment, save training costs and improve the quality of technical training. The product was then put into teaching at the Coast Guard Training Center and received high praise.

In 2024, due to the increasing requirements in technical vehicle inspection, he and his teammates realized that the evaluation of car braking efficiency at the unit was still mainly based on senses, lacking accurate quantitative tools.

To overcome this limitation, he participated in the research and successfully manufactured a device to test the vehicle's braking efficiency using the deceleration index. The device has a compact, low-cost design, using an acceleration sensor to determine the actual braking force; thereby evaluating the braking efficiency in a more objective, accurate and safe way. This initiative is not only valuable for application at the unit but also has the potential to be replicated at technical facilities throughout the force.

To support capable officers and soldiers who lack practical experience, Major Nguyen Dinh Luu continues to pursue the development of initiatives associated with digital transformation and equipment simulation to bring new technology into teaching, helping them practice their skills in handling technical situations in a safer, more effective and intuitive environment...

In recognition of his efforts throughout his work and the effective coordination of the unit, over the past 5 years, Major Nguyen Dinh Luu has been honored to receive many noble titles and awards from leaders at all levels.

From 2020-2024, he was continuously recognized as a grassroots emulation fighter; in 2023, he was awarded the title of Army Emulation Fighter. This is not only a spiritual encouragement but also a testament to his dedication, will to progress, and spirit of innovation in each assigned task./.
