Developing enterprises and creating jobs for workers is identified by Tho Xuan district as an important task in the socio-economic development of the locality. In addition to issuing documents assigning targets for establishing enterprises to communes and towns in the area, the district also promotes propaganda and raises awareness for individual business households and the business community about the rights and benefits when switching to operating under the enterprise model. At the same time, it is interested in removing difficulties and obstacles, supporting enterprises in investment, production, business activities, reforming administrative procedures... In particular, the implementation of policies, supporting enterprises in terms of production and business premises, application of science and technology, expanding the market for goods consumption... has brought about clear results. Currently, the business community in the district is creating jobs for more than 25,000 workers, with income ranging from 6 - 8 million VND/person/month. In addition to implementing policies and programs on job creation at enterprises located in the area, the district also identifies labor export as a solution to create jobs and increase income for people. Therefore, the district's functional departments have coordinated with enterprises and units with labor export functions to recruit workers in communes and towns participating in labor export, creating favorable conditions for procedures for workers to access capital if needed.

In the coming time, Tho Xuan district will continue to focus on implementing many solutions to support and improve the investment and business environment, creating favorable conditions for start-up and development enterprises. At the same time, it will focus on investing, building and planning industrial clusters of craft villages and promoting the calling and attraction of investors to create a spillover effect. In addition, in the district, there are currently more than 1,350 individual production and business households operating effectively. This is the group that the district has promoted propaganda, mobilization and support for households to convert to operating under the enterprise model.
