On the morning of May 11, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the Elimination of Temporary and Dilapidated Houses Nationwide (Steering Committee), chaired the 4th meeting of the Steering Committee to assess the situation and results of the implementation of the program to eliminate temporary and dilapidated houses and tasks for the coming time, with the determination to eliminate temporary and dilapidated houses nationwide before October 31, 2025.
The meeting was held directly at the Government headquarters, online with 63 provinces and centrally-run cities.
Attending the meeting were Politburo members, Deputy Heads of the Steering Committee: Permanent Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; leaders of ministries, branches, and central agencies who are members of the Steering Committee; leaders of provinces and centrally run cities.
Opening the meeting, Prime Minister Pham Minh Chinh said that after the launching ceremony of the program to eliminate temporary and dilapidated houses nationwide, ministries, branches, localities, enterprises and organizations have enthusiastically joined in, with a high sense of responsibility and humanity; people voluntarily participated in the spirit of "whoever has something helps, whoever has a lot helps a lot, whoever has a little helps a little, whoever has merit helps merit, whoever has property helps property".
At the third meeting, the Steering Committee continued to agree on the direction, implementation methods and assigned specific tasks to members, ministries, agencies and localities with the spirit of "Only discuss, not discuss backward; determined to basically complete the goal of eliminating temporary and dilapidated houses nationwide by October 31, 2025," shortening the original target by 2 months.
Since its launch, the country has eliminated nearly 209,000 houses, of which 111,000 houses were inaugurated and handed over, and 98,000 houses were started. Since the 3rd meeting alone, nearly 87,000 houses have been started and inaugurated nationwide, an average increase of 26 houses/locality/day.
The Prime Minister affirmed that the results are very encouraging. However, the task from now until October 31, 2025 is still very heavy, with about 61,000 temporary and dilapidated houses to be demolished to build new ones, an average of about 364 houses must be completed each day nationwide; on average, each locality must complete 8 houses/day.
With the hope that all levels, sectors and localities will make great efforts, have great determination, take drastic and effective actions, focus on key points, and complete each task to successfully implement the program's goals, Prime Minister Pham Minh Chinh requested that at the meeting, delegates exchange and discuss with a frank and responsible spirit to assess the current situation and results of program implementation in ministries, agencies and localities.
Praising the Ministry of Public Security, Ministry of National Defense, Ministry of Ethnic Minorities and Religions, Ministry of Construction and some localities for actively implementing and completing the elimination of temporary and dilapidated houses early, the Prime Minister also pointed out that the elimination of temporary and dilapidated houses for people with revolutionary contributions is still not as expected in some places...
The Prime Minister requested the delegates to continue clarifying the difficulties, obstacles and challenges in implementing the program, proposing and recommending solutions to resolve the difficulties and obstacles, especially regarding land, housing support funding for people with revolutionary contributions and martyrs' relatives and the two national target programs; emphasizing the need to clearly state lessons learned in directing, operating, allocating and mobilizing resources in the spirit of "clear people, clear work, clear results, clear progress, clear responsibilities"; key tasks and solutions, breakthroughs to maintain momentum, keep rhythm, maintain spirit and progress in implementing the movement.
The Prime Minister directed the Steering Committee to "think honestly, speak honestly, act honestly, and be effective so that people can enjoy real results" to basically complete the goal of eliminating temporary and dilapidated houses nationwide before October 31, 2025.
According to the Steering Committee, currently 100% of localities have reviewed and determined the progress of eliminating temporary and dilapidated houses in the province to be completed before October 31, 2025, ensuring compliance with the target required by the Prime Minister. Of which, by May 7, 15 localities had completed the elimination of temporary and dilapidated houses.
From now until October 31, the whole country needs to start construction of over 61,800 houses. Of these, about 24,800 houses are for people with revolutionary contributions; about 27,000 houses under the two national target programs; and about 10,000 houses under the program to eliminate temporary and dilapidated houses.
Regarding the results of mobilizing and transferring support funds from the launching program, according to the Steering Committee, up to now, ministries, agencies, units, banks, corporations, general companies and enterprises have transferred 3,142.8/3,464 billion VND according to the resource mobilization plan at the launching program on October 5, 2024; the remaining units are coordinating with localities to complete documents to transfer support funds.
It is expected that by May 2025, the units will complete 100% of the transfer of funds to localities to organize the implementation of the work of eliminating temporary and dilapidated houses as planned.
According to the report of the Central Committee of the Vietnam Fatherland Front, the Central "For the Poor" Fund has received over 84.44 billion VND to support the elimination of temporary and dilapidated houses; the Central "For the Poor" Fund Mobilization Committee has allocated 13.74 billion VND to support the construction and repair of 240 new houses for poor and near-poor households in some localities; currently, the Central "For the Poor" Fund has a surplus of nearly 92 billion VND, which will continue to be allocated and supported to localities in the coming time.
Some ministries and sectors actively participated in the program to eliminate temporary and dilapidated houses such as: The Ministry of Public Security supported 645 billion VND, equivalent to about 12,500 houses. The Ministry of National Defense supported 595 billion VND, equivalent to about 11,550 houses, and mobilized 21,167 officers and soldiers with 76,543 working days to support the elimination of temporary and dilapidated houses to help reduce construction costs. The banking sector supported nearly 1,349.85 billion VND. KN Group completed the transfer of 180 billion VND to 8 localities according to the plan announced by the Central Steering Committee...
