Vietnam's positive message spreads at the 11th Nevsky International Ecological Congress in Russia

Attending the 11th Nevsky International Ecological Congress in Russia, Vice Chairman of the National Assembly Le Minh Hoan delivered an important speech, conveying the messages, policies and initiatives of the Vietnamese National Assembly, expressing the desire to join hands and actively contribute to global initiatives on environmental and ecosystem protection.

Plenary session "Ecology in the new reality: Challenges and opportunities".

From May 21 to 23, Member of the Party Central Committee, Vice Chairman of the National Assembly Le Minh Hoan, led a high-ranking delegation of the Vietnamese National Assembly to attend the 11th Nevsky International Ecological Congress with the theme "Journey to the Earth: Harmony between humans and nature" held in Saint Petersburg city and had many active activities at the Congress, as well as on the sidelines of the event.

The focus of the Congress is the Plenary Session with the theme “Ecology of the new reality: Challenges and opportunities” taking place on the afternoon of May 23.

Russian President Vladimir Putin sent a message welcoming the Congress, affirming that environmental protection, living in harmony with nature, effectively using natural resources and building a circular economy are among Russia's important priorities, hoping that the Congress will have specific proposals and initiatives to promote international cooperation and practical implementation for the green and sustainable development of the world.

Speaking at the Plenary Session, Chairwoman of the Federation Council of the Russian Parliament Valentina Matviyenko affirmed that the large participation of more than 1,000 delegates at this Congress demonstrates the international community's respect and responsibility for global ecological and environmental challenges. Climate change, efficient use of water resources, natural resources, reduction of emissions causing air and water pollution... are borderless issues, regardless of age and political model. To solve environmental and ecological challenges, efforts from each country and international cooperation, coordinated actions between countries and international organizations for harmonious development and respect for nature are needed.

The Vice Chairman of the National Assembly affirmed the significance and importance of the multilateral initiative, hosted by Russia, emphasizing that the Congress is a gathering place for the wisdom, responsibility and political determination of the international community to seek urgent and long-term solutions to global environmental challenges; informing delegates attending the Plenary Session about the specific steps that the Vietnamese National Assembly has taken, especially in perfecting institutions and legal bases to meet the needs of sustainable development, ensuring compliance with international commitments that Vietnam is participating in.

On behalf of the Vietnamese National Assembly, Vice Chairman Le Minh Hoan made three proposals to promote solutions to respond to climate change, resource depletion and ecological instability, including: Inter-parliamentary cooperation initiative for global ecology; promoting research cooperation, application of science and technology, digital transformation in the field of biodiversity conservation; promoting green financial mechanisms, technical support and mobilizing the participation of the private economic sector in environmental protection and ecological transformation initiatives.

Active contributions of the high-ranking delegation of the Vietnamese National Assembly

Previously, on the afternoon of May 22, Vice Chairman of the National Assembly Le Minh Hoan had talks with First Vice Chairman of the Federation Council of the Russian Federation Parliament, Chairman of the Friendship Parliamentarians' Group for Cooperation with Vietnam of the Federation Council Andrey Yatskin.

First Vice President Andrey Yatskin expressed his deep gratitude for the active participation and contribution of Vice President Le Minh Hoan and the high-ranking delegation of the Vietnamese National Assembly to the common activities of the Congress, demonstrating high political trust, close and close relations between the two National Assemblies and between the two countries, deepening and enriching the traditional friendship and comprehensive strategic partnership between Vietnam and Russia.

Talks with First Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation, Chairman of the Friendship Parliamentary Group for Cooperation with Vietnam of the Federation Council Andrey Yatskin.

Vice Chairman of the National Assembly Le Minh Hoan expressed his gratitude to the Federal Council for the invitation to attend the Congress; continuing to affirm the consistent policy of the Party and State of Vietnam in promoting the comprehensive strategic partnership with Russia, considering Russia as one of the top priorities in foreign policy. The Vice Chairman of the National Assembly highly appreciated the significance and theme of the Congress, reflecting the urgent global issues today and requiring the joint efforts of many countries to effectively handle global environmental issues.

The two sides highly appreciated the dynamic and positive development of Vietnam-Russia cooperation in recent times, especially the great historical significance of General Secretary To Lam's official visit and attendance at the 80th anniversary of the Victory in the Great Patriotic War in Russia, creating a new milestone and opening up a large space and creating a strong impetus for Vietnam-Russia relations to develop substantially, effectively and comprehensively at a new height; agreed to strongly support the National Assembly, Government, agencies, ministries, sectors and localities of the two countries to resolutely and effectively implement the agreements of the two countries' high-ranking leaders, including the implementation of the Cooperation Agreement and Action Plan signed between the National Assembly of Vietnam and the Federation Council of the Russian Parliament in September 2024.

The two sides also discussed and agreed to carefully prepare and successfully organize delegation exchanges between the leaders and committees and agencies of the National Assembly in the coming time, especially the 4th Session of the Inter-Parliamentary Cooperation Committee between the two countries, improving the effectiveness of parliamentary cooperation on both bilateral and multilateral levels, while contributing to promoting cooperation between the two countries in the fields of economics - trade, investment, science - technology, education - training, culture, people-to-people exchange, etc., especially creating favorable conditions for investors and businesses of the two countries to seek opportunities for cooperation and investment in each other's markets and economies, contributing to supplementing the content of the Joint Statement on major orientations of the Vietnam-Russia Comprehensive Strategic Partnership in the new cooperation period, which was recently approved by the two countries' senior leaders in early May 2025.

Vice Chairman of the National Assembly held bilateral meetings with Heads of Delegations of Laos, Malaysia and Indonesia

On the same day, Vice President Le Minh Hoan had a bilateral meeting with the Heads of Delegations from Laos, Malaysia and Indonesia.

At the meeting with Vice President of the Lao National Assembly Sommad Pholsena, the two sides agreed to increase delegation exchanges and regular contacts between leaders and agencies and committees of the two countries' National Assemblies at international conferences and forums to demonstrate the close ties and special relations between the two countries and the two National Assemblies; affirmed their agreement to closely coordinate to implement agreements and commitments of the high-ranking leaders and the two National Assembly Chairmen in the past time, standing side by side for the development and prosperity of the two peoples.

At a meeting with Deputy President of the Malaysian Senate Datuk Nur Jazlan bin Tan Sri Mohamed, Vice President of the National Assembly Le Minh Hoan expressed Vietnam's friendship and commitment to support Malaysia in its role as Chair of the Association of Southeast Asian Nations (ASEAN) and the ASEAN Inter-Parliamentary Assembly (AIPA) in 2025 in the spirit of the Comprehensive Strategic Partnership that the two countries announced to upgrade during the official visit of General Secretary To Lam to Malaysia in November 2024.

The two sides shared views on the importance of parliamentary diplomacy, effectively supporting the government diplomacy channel. Appreciating Vietnam's development potential, with a young workforce with access to science and technology, the Deputy President of the Malaysian Senate hoped that the two countries would cooperate more closely for the development of each country and the common prosperity of ASEAN.

In an exchange with Vice President of the Indonesian People's Consultative Assembly Eddy Soeparno, Vice President of the National Assembly Le Minh Hoan expressed his delight at the new and substantive developments in the Comprehensive Strategic Partnership between the two countries.

The Vice President of the Indonesian People's Consultative Council expressed his agreement and appreciation for a number of Vietnamese investment projects that are being effectively implemented in Indonesia, and hoped that the two sides would continue to strengthen coordination in action, including promoting parliamentary foreign relations to facilitate cooperation between the two countries in all fields, both bilaterally and within the ASEAN framework.

During the days of attending the Congress, Vice Chairman of the National Assembly Le Minh Hoan and the Vietnamese National Assembly delegation had many other activities, such as meeting with Chairman of the Legislative Council of Saint Petersburg Aleksandr Belsky and Vice Chairman of the Legislative Council of Saint Petersburg Nikolai Bondarenko, visiting Ho Chi Minh Space and delivering the opening speech at the Vietnamese Language and Culture Festival solemnly held at High School 488, offering flowers at the President Ho Chi Minh Monument, and visiting the Ho Chi Minh Institute on the campus of Saint Petersburg State University.

It is expected that after the Congress, Vice Chairman of the National Assembly Le Minh Hoan and the delegation will conduct a number of other activities in Moscow.

Discussion session "Ecological environment in large cities"

Also on the plenary working day of May 23 of the XI Nevsky International Ecological Congress, a discussion session on "Ecological environment in large cities" took place. This is an international discussion forum in the form of a "Working Breakfast" with the participation of governors and mayors of cities with a population of over 1 million, as well as experts and representatives of Russian and foreign businesses, on the most important ecological issues of modern large cities.

Member of the Party Central Committee, Secretary of Dien Bien Provincial Party Committee Tran Quoc Cuong gave a speech sharing the province's experience in reducing carbon emissions and developing environmentally friendly transport.

Vietnam is one of the countries heavily affected by climate change. The plains, coastal and mountainous areas are facing floods, droughts, landslides and rising temperatures, which have a great impact on economic and social development, people's lives and production.

At the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26) in 2021, the Vietnamese Government committed to achieving net zero emissions by 2050. This is a landmark commitment, demonstrating international responsibility as well as national determination in climate protection.

Located in the Northwest region of Vietnam, Dien Bien province has great potential for forest resources, land and natural ecosystems, but also faces many challenges in infrastructure, terrain and climate change. The province's current emissions account for about 0.5% of the total national emissions, mainly from cultivation, livestock, industrial production and low-speed transport. On the other hand, Dien Bien has a large forest area (429,820 ha), the forest cover rate in 2024 is 44.69%, the province's forest carbon reserves are about 2.18 million tons of CO2e, accounting for 0.8% of the country's carbon reserves, an important resource to participate in the REDD+ program (Reducing Emissions from Deforestation and Forest Degradation) and the global carbon credit market.

Currently, Dien Bien province is researching and applying a smart rice farming model, applying AWD (alternating dry-wet irrigation) and IPM (integrated pest management) techniques. This model is estimated to reduce 3.5-4 tons of CO2e/ha/crop, opening up opportunities for people to sell carbon credits at a price of about 20 USD/ton of CO2e.

According to Secretary of Dien Bien Provincial Party Committee Tran Quoc Cuong, the important effective measure to ensure the good implementation of environmental goals is still to strengthen education, disseminate information, mobilize the community to raise awareness, promote the use of energy economically and efficiently, and protect the environment.

At the event, participants also discussed modern technologies to respond to new challenges of urbanization, carbon reduction and development of environmentally friendly transport, as well as the relationship between ecology and health - from environmental protection to health protection.
