The Government issued Resolution No. 368/NQ-CP dated November 14, 2025 on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (HCMC).
The Government resolved to approve:
(i) Contents of the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City;
(ii) Contents of the draft Government's Submission to the National Assembly Standing Committee and the National Assembly on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (after completion, ensuring consistency with the content of the draft Resolution).
The Government assigned the Minister of Finance, authorized by the Prime Minister, to sign on behalf of the Government the Government's submission on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, to submit to the National Assembly Standing Committee and the National Assembly for consideration and decision on the application of simplified procedures in the drafting and promulgation of documents, to add to the agenda of the Session and to consider and approve at the 10th Session.
The Minister of Finance is responsible for reporting and explaining to the National Assembly Standing Committee, the National Assembly, and National Assembly agencies as prescribed.
It is known that after 2 years of implementation, Resolution No. 98/2023/QH15 has made an important contribution to the economic recovery of Ho Chi Minh City and its gradual and stable development on the basis of innovation in growth model, restructuring, associated with the application of science, technology and innovation, contributing to the completion of the general legal system.
On June 12, 2025, the National Assembly issued Resolution No. 202/2025/QH15, arranging the entire natural area and population size of Ho Chi Minh City, Ba Ria - Vung Tau province and Binh Duong province to create an economic entity with large scale and potential.
In that context, many experts believe that the old mechanism is no longer strong enough to "bear" the requirements of the first megacity in Vietnam, so it is necessary to promptly supplement superior policies.
