(MPI) - On the afternoon of February 17, 2025, at the headquarters of the Ministry of Planning and Investment , Deputy Minister Nguyen Thi Bich Ngoc chaired a meeting on the construction of a financial center and free trade zone in Da Nang city. Representing Da Nang city were Party Secretary Nguyen Van Quang, Deputy Party Secretary and Chairman of the People's Committee Le Trung Chinh, and Standing Vice Chairman of the People's Committee Ho Ky Minh.

In Resolution No. 136/2024/QH15 dated June 26, 2024, of the National Assembly on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang city, the National Assembly resolved to establish the Da Nang Free Trade Zone associated with Lien Chieu Seaport. A free trade zone is a functional area with defined geographical boundaries, established to pilot mechanisms and policies aimed at attracting investment, finance, trade, tourism , and high-quality services.
Furthermore, to implement the plan to establish a financial center in Da Nang city, the Politburo issued Conclusion Notice No. 47-TB/TW on November 15, 2024, agreeing in principle to the establishment of a regional and international financial center in Vietnam, including Da Nang city; and simultaneously assigning competent agencies to research and develop a National Assembly Resolution on the financial center that is in line with the specific characteristics and development roadmap of the locality.
At the meeting, after hearing a summary presentation on the construction and establishment of a free trade zone and financial center in the city, representatives from relevant units of the Ministry of Planning and Investment and other attendees focused on discussing and giving opinions on specific contents. They also emphasized that building a free trade zone and financial center is a major policy with significant importance, a "boost" and a major driving force for the economic development of Da Nang city in particular and the region in general. The recommendations and suggestions at the meeting will serve as a basis for the city to further refine policies in approaching and building free trade zones and financial centers in accordance with the local development characteristics.

Speaking at the meeting, City Party Secretary Nguyen Van Quang thanked the Ministry of Planning and Investment for its close cooperation and emphasized that the requirements for building the Multi-Century Economic Zone and Financial Center must ensure the decisive, effective, comprehensive, and consistent implementation of the Politburo's directive on the policy of building a regional and international financial center in Vietnam as stated in Notice No. 47-TB/TW, as well as compliance with the regulations on establishing the Multi-Century Economic Zone as outlined in Resolution No. 136/2024/QH15, in the spirit of strong innovation for breakthroughs. He also affirmed that Da Nang City will incorporate, supplement, and review the opinions of the Ministry of Planning and Investment to focus on researching relevant policies and mechanisms.
Speaking at the meeting, Deputy Minister Nguyen Thi Bich Ngoc emphasized that Da Nang city needs superior mechanisms and policies to create space for development; and at the same time, clearly define key tasks and solutions to build an action plan such as allocating human resources, preparing foundational conditions (in terms of hard infrastructure, soft infrastructure, digital infrastructure), institutions, and the investment and business environment… to focus on attracting strategic investors to invest in the Economic and Financial Center in the city.
Deputy Minister Nguyen Thi Bich Ngoc affirmed that the Ministry of Planning and Investment will continue to closely coordinate with the agencies of Da Nang city to soon finalize the legal framework as well as the plan for establishing the Economic and Trade Development Zone and building a Financial Center in the city.
