Also attending the launching ceremony were Ms. Do Thi Ngoc - Deputy General Director of the General Statistics Office ( Ministry of Planning and Investment ), representatives of leaders and experts from the Department of Planning and Finance, Department of Local Ethnic Affairs, Office of the Committee under the Committee for Ethnic Minorities; representatives of Departments and units of the General Statistics Office.

On the local leadership side, there were: Ms. Ho Thi Cam Dao - Permanent Deputy Secretary, Chairwoman of the People's Council of Soc Trang province; Mr. Lam Hoang Nghiep, Vice Chairman of the Provincial People's Committee; Mr. Ly Rotha, Head of the Provincial Ethnic Minorities Committee; Mr. Duong Hoang Sals, Director of the Provincial Statistics Office; Mr. Ngo Hung, Secretary of Vinh Chau Town, Soc Trang province; and representatives of leaders of relevant departments, branches and sectors in Soc Trang province.

Speaking at the opening ceremony, Deputy Minister, Vice Chairman of the Committee for Ethnic Minorities Nong Quoc Tuan said: On January 5, 2015, the Prime Minister issued Decision No. 02/QD-TTg approving the Project to Investigate and collect information on the socio -economic situation of 53 ethnic minorities (referred to as the Investigation). The first Investigation was conducted from August 1 to August 31, 2015.

“The survey results have produced a complete, comprehensive, and highly reliable data set to serve as a basis for evaluating results and formulating and planning socio-economic development policies for ethnic minority areas in particular and for the country's development policies in general after 70 years of formation and development of the system of agencies working on ethnic affairs from the central to local levels,” affirmed Deputy Minister and Vice Chairman Nong Quoc Tuan.

From October 1, 2019 to October 31, 2019, the Committee for Ethnic Minorities continued to coordinate with the General Statistics Office to organize the second Survey. Thereby, it collected reliable and scientific data sources for the Committee for Ethnic Minorities to develop and submit to the National Assembly and the Government for approval the Master Plan for Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2030 period, the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2030 period and the Ethnic Work Strategy for the 2021-2030 period, with a vision to 2045. At the same time, it provided information and data for the agencies of the Party, the National Assembly, ministries, branches and the Committee for Ethnic Minorities to advise on the development of a series of policies contributing to the development of the country in general and the development of ethnic minority areas in particular in recent years.

“This third Survey, which will be implemented from today until August 15, 2024, is of great significance. Through the Survey, reliable data and evidence will be provided to help central agencies as well as localities in ethnic minority areas have accurate assessments of the results of implementing ethnic policies until 2025, evaluating the 5-year implementation of the Master Plan for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, the Ethnic Work Strategy until 2030; the results of implementing the National Target Program as well as the results of implementing ethnic work for the 2021-2025 period, preparing to build the National Target Program, the development plan for the next period 2026-2030; as a basis for Party committees and organizations at all levels to prepare reports and documents to serve the Party Congresses at all levels for the term. 2025 - 2030 and the 14th National Congress of the Party", Deputy Minister and Vice Chairman Nong Quoc Tuan emphasized.

With that importance, Deputy Minister, Vice Chairman of the Committee for Ethnic Minorities Nong Quoc Tuan suggested that the People's Committees of provinces and cities pay attention to directing the provincial ethnic affairs agencies to closely coordinate with the Provincial Statistics Office and agencies, departments, branches and localities to well organize the Survey in the area. At the same time, direct and urge the reception of survey results and organize the exploitation and use of survey data effectively.

“The Provincial Ethnic Committee shall preside over and coordinate with relevant departments, agencies and sectors to implement the Survey on schedule. In particular, it shall closely coordinate with the Provincial Statistics Office and provincial agencies, departments and sectors to advise the Provincial Party Committee and Provincial People's Committee to direct the successful organization of the Survey, collecting information on the socio-economic situation of 53 ethnic minorities in 2024 in their localities,” Deputy Minister and Vice Chairman Nong Quoc Tuan suggested.

Deputy Minister and Vice Chairman Nong Quoc Tuan suggested that after completing the investigation, the Provincial Ethnic Committee should proactively develop a plan to receive, manage, exploit and use the results of the 2024 investigation of 53 ethnic minorities in the province; deploy a report analyzing the investigation results and in-depth analysis reports by topic to serve the development of the 5-year plan (2026 - 2030) and report to the Party Congresses at all levels for the 2025 - 2030 term in the locality; print publications and publicly announce the investigation results to serve the management and direction of the province.

At the launching ceremony, Ms. Do Thi Ngoc - Deputy Director General of the General Statistics Office, affirmed that the successful organization of the launching ceremony of the 53 Ethnic Minority Census in 2024 in Soc Trang is very important in promoting the purpose and significance of the Census for ethnic minority households in the province, thereby actively coordinating with statistical investigators to provide complete and accurate information. At the same time, the launching ceremony also helps leaders at all levels and the entire political system of Soc Trang province understand the importance of the Census, direct the good implementation of the Census, contributing significantly to the success of the Census in the locality", Ms. Ngoc affirmed.

Ms. Ngoc suggested that the Soc Trang Provincial Statistics Office take the lead and closely coordinate with the Provincial Ethnic Committee to implement the Survey according to the plan and schedule. The District, Town and Municipal Statistics Offices shall proactively and closely coordinate with the District, Town and Municipal Ethnic Committees and relevant local units to organize propaganda on the district's radio, television and loudspeakers about the Survey; about the purpose, significance, content and plan of the Survey; and the obligations of organizations and people in the Survey.

After the launching ceremony, the Central Working Group and local leaders organized into two groups to conduct sample surveys at households.

The survey and information collection on the socio-economic situation of 53 ethnic minorities in 2024 aims to collect data and statistical information on population, housing, living conditions of ethnic minority households, culture and cultural preservation of ethnic minorities, other socio-economic conditions to compile statistical indicators of the National Statistical Indicator System and the Indicator System on Ethnic Affairs to serve the Central Party Committee, the National Assembly, the Government, ministries, branches and localities in developing and planning policies, strategies and socio-economic development plans for ethnic minority areas in the period of 2026 - 2030; meeting the requirements for compiling a number of indicators of the Sustainable Development Goals of Vietnam; at the same time, serving as a basis for updating the information system and statistical data on ethnic minorities of Vietnam at the Central level as well as the Ethnic Minorities Committees of provinces and cities.
