Senior Lieutenant General Phung Si Tan, born in 1966, from Phu Tho town, Phu Tho province, grew up from the grassroots and was assigned to take on many key positions, such as: Division Commander of Division 316 (Military Region 2); Commander of Vinh Phuc Provincial Military Command; Deputy Commander, Chief of Staff of Military Region 2; Commander of Military Region 2.

He was the Chief of Operations, Deputy Chief of Staff of the Navy, and Commander of Naval Region 1 Command.
In Decision No. 652, the Prime Minister extended the term of office of Political Commissar of Military Region 5 for Lieutenant General Trinh Dinh Thach until the end of his military service age.
In Decision No. 651, the Prime Minister agreed to extend the term of office of Deputy Commander of the Border Guard for Major General Le Van Phuc until the end of his military service age.
