Prime Minister: The expressway from Cao Bang to Ca Mau must be open to traffic in 2025

On September 15, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to review progress, remove obstacles and promote the completion of the Eastern North-South Expressway in 2025, according to the set target. The meeting also considered investment plans to expand some sections of the route in the coming time.

According to the plan, the North-South Expressway in the East is about 2,055km long, with a scale of 6 to 12 lanes. To date, 1,652km has been put into operation, while 388km is under construction. Some sections are preparing to be invested in and expanded. However, by the end of 2025, there will still be some sections with a limited scale of 4 lanes, only allowing a maximum speed of 90km/h.

The Ministry of Construction said that this expressway has many favorable conditions for expansion, because most of the land has been cleared to a scale of 6 lanes. The upgrade will allow the operating speed to increase to 120km/h, contributing to improving socio-economic efficiency, while overcoming the shortcomings in the current operation such as the risk of accidents and congestion.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized: the key task from now until the end of 2025 is to continue reviewing, focusing resources, and removing all difficulties and obstacles to complete and open the entire expressway from Cao Bang to Ca Mau, including building rest stops.

The Prime Minister requested the Ministry of Construction, the Ministry of Finance and relevant ministries and localities to summarize the first phase, draw practical experience to prepare for the next investment phase. On that basis, it is necessary to carefully evaluate and propose a comprehensive investment plan, upgrade existing sections to complete expressway standards, ensure correct orientation, planning and compliance with technical regulations.

The Prime Minister noted that the investment expansion process needs to ensure publicity, transparency, and prevent corruption, negativity, and waste.

Also at the meeting, the Government Standing Committee gave its opinion on the policy of building a number of international-scale sports centers and complexes in localities with suitable conditions. The Government Standing Committee agreed in principle, assigning the People's Committees of provinces and cities to organize implementation based on the policy, planning and proposals of investors according to their authority. Cases exceeding authority must be reported to competent authorities for consideration and decision.

The goal is to build sports institutions with a scale qualified to host the Asian Games (ASIAD) and the Olympics in the future, with high requirements on progress, quality and efficiency, avoiding formality, negativity and waste.
