On the morning of November 11, Prime Minister Pham Minh Chinh - Head of the Central Steering Committee on housing policy and real estate market chaired the 3rd online meeting of the Steering Committee to localities.
Speaking at the meeting, the Prime Minister said that to date, the country has 696 social housing projects underway with a scale of more than 637,000 units, of which more than 128,600 have been completed.
From the beginning of 2025 to now, over 123,000 apartments are being invested in construction; nearly 62,000 apartments have been completed.

However, the real estate market still faces many difficulties and shortcomings. Housing prices, especially in large cities such as Hanoi , Ho Chi Minh City, Da Nang, etc., are still much higher than people's income.
The progress of some social housing projects is still slow although the National Assembly has issued Resolution 201 and the Government has issued Decree 192. The allocation of 20% of land fund for social housing in commercial housing projects has not been seriously implemented.
The Prime Minister also pointed out that some localities have not really paid attention to reviewing the subjects of buying, renting, or leasing-purchasing social housing, and there are still negative situations, causing public outrage.
Emphasizing the need for all to be open and transparent, the Prime Minister requested relevant ministries, branches, and especially localities to strictly control this issue, especially the Ministry of Public Security to direct forces to grasp the situation, immediately handle law violators, prevent negativity, and not distort a very humane policy of the Party and State.
The Prime Minister requested the Ministry of Construction to report, ministries, branches and localities to review and re-examine the implementation of assigned tasks, clearly state what has been done; what is still slow to be implemented; clarify responsibilities, especially with the leaders, for what is still slow and unfinished; what is still stuck, and key solutions to remove them.
Regarding the progress of social housing projects, the Prime Minister requested the Ministry of Construction to clearly report on the slow investment procedures for social housing projects and clarify the causes and difficulties.
"Is it possible to develop a unified investment and construction process and procedures nationwide (from planning, site clearance, investment and construction procedures and processes) to shorten the preparation time for investment and construction of social housing by 3-6 months?", the Prime Minister said.
Regarding the arrangement of clean land funds, in fact, localities have been very proactive in this matter; however, not many large enterprises have proactively proposed using their clean land funds to invest in social housing projects.
The Prime Minister raised the issue of what policies are needed to mobilize and encourage businesses to participate, while businesses must also promote national sentiment, compatriotism, responsibility to the country, to the people, responsibility to the poor and the disadvantaged.
Regarding enhancing transparency, preventing negativity, hoarding, price inflation, speculation, and profiteering in the approval, purchase, sale, and rental of social housing, the Ministry of Construction has drafted a Prime Minister's Directive on this issue. The Prime Minister requested delegates to provide specific comments on the draft directive.
Regarding credit policy towards social housing development, the Prime Minister requested the State Bank to report on the disbursement results of the 145,000 billion VND credit package for social housing (good and bad aspects, causes, solutions).
The Prime Minister asked delegates to promote a sense of responsibility, be proactive, creative, and act decisively; speak concisely, clearly, and to the point in the spirit of "6 clear": clear people, clear work, clear responsibility, clear progress, clear authority, and clear results; speak frankly, honestly, and hit the nail on the head, to find real solutions, do real work, and be effective so that people can truly enjoy.
“The State must be creative, enterprises must take the lead, and the public and private sectors must work together to develop a healthy and sustainable real estate market, contributing to stabilizing the macro-economy, ensuring social security, a prosperous country, and happy people,” the Prime Minister emphasized.
