Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 78/CD-TTg dated May 29, 2025 on focusing on reducing and simplifying administrative procedures in the construction sector.

The telegram sent to the Minister of Construction ; Chairmen of the People's Committees of provinces and centrally-run cities stated: In the past, the Government and the Prime Minister have issued many Resolutions and directives on administrative procedure reform, promptly and effectively; the Ministry of Construction has coordinated with ministries, branches and localities to step up the review, reduction and simplification of administrative procedures (AP) in the construction sector and achieved some outstanding results such as: (i) Promoting decentralization from the central government to localities in project appraisal, design and issuance of construction permits; (ii) Reducing the number of subjects required to carry out procedures for appraisal of investment feasibility study reports, investment project preparation and construction design; (iii) Reducing the number of capacity certificates, simplifying construction practice certificates; (iv) Reducing and simplifying related APs in construction investment activities.

However, according to feedback from people and businesses, the implementation time of some construction investment projects is still long, with many administrative procedures, and the cost of complying with administrative procedures is still high.

In order to reform administrative procedures in the construction sector more strongly, substantially and drastically, to meet the requirements and directions of the Politburo , the Secretariat and the Government, the Prime Minister requests the Minister of Construction and Chairmen of People's Committees of provinces and centrally run cities to continue to carry out the tasks and solutions assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government, Official Dispatch No. 69/CD-TTg dated May 22, 2025 of the Prime Minister and focus on implementing a number of specific tasks.

The Prime Minister requested the Minister of Construction to focus on implementing: Urgently review, cut, and simplify 361 administrative procedures related to production and business activities, 447 business conditions under the management of the Ministry of Construction, ensuring a reduction of at least 30% of the time to handle administrative procedures, 30% of the cost of complying with administrative procedures, and 30% of business conditions in 2025, with attention paid to researching, reviewing, cutting, and strongly simplifying administrative procedures in the construction sector.

Reduce the number of subjects required to carry out project and design appraisal procedures at specialized construction agencies.

Review and supplement all necessary technical standards and regulations in the construction sector, especially those on construction planning, to ensure convenience for construction investment activities; abolish and amend technical standards and regulations that are no longer suitable, causing waste in investment in construction works.

Reduce administrative procedures on construction capacity of enterprises in the direction of shifting the management of business conditions from granting certificates of construction capacity to enterprises self-declaring their eligibility to operate and competent state agencies conducting post-inspection; reduce investment and business conditions in the field of construction activities.

The Minister of Construction continues to study the thorough decentralization of authority to handle administrative procedures on project appraisal, design, construction permit issuance, and inspection of acceptance work, in accordance with the arrangement of administrative units and the implementation of the 2-level local government organization model.

At the same time, promote digitalization, automation (BIM, GIS, IoT, ...), reuse data (planning, land, construction activities, residents, businesses, ...) in implementing administrative procedures in the construction sector to reduce records, documents, implementation procedures, and time to handle administrative procedures.

The Prime Minister assigns the Minister of Construction to be responsible to the Government and the Prime Minister for the results of cutting administrative procedures, business conditions, costs of administrative procedure compliance, and time to handle administrative procedures under the management of the Ministry of Construction according to the objectives, requirements, and directions in the Resolutions of the Politburo, the Government, and the tasks in this Official Dispatch; report to the Prime Minister on the implementation results (in the administrative procedure reform report) before the 25th of each month.

Connecting administrative procedures on construction investment

The Prime Minister requested the People's Committees of provinces and centrally run cities to organize the implementation of administrative procedures under their authority, ensuring stability, continuity, smoothness, efficiency, and no interruption when implementing decentralization, rearranging administrative units, and implementing the 2-level local government organization model.

At the same time, proactively research and organize the implementation of interconnected administrative procedures related to construction investment activities according to authority, ensuring efficiency, reducing procedures, time, and costs of implementing administrative procedures for people and businesses.

In addition, the People's Committees of provinces and centrally run cities shall proactively monitor and inspect, within their authority, the compliance with the law on construction investment by entities participating in construction investment activities, ensuring state management and social order and safety when implementing the transition from pre-inspection to post-inspection and decentralizing the authority to handle administrative procedures.

The Government Office monitors and urges the implementation of the above tasks according to assigned functions and tasks; promptly synthesizes and reports to the Prime Minister on issues beyond its authority.
