NDO - Prime Minister Pham Minh Chinh has just signed and issued Directive No. 05/CT-TTg on key tasks and solutions to promote economic growth and accelerate disbursement of public investment capital, ensuring the national growth target of 8% or more in 2025.

The Directive clearly stated that in recent years, in the context of the complicated, unpredictable world situation, with more difficulties and challenges than opportunities and advantages, our country's socio- economy has been affirming a rapid and clear recovery, being a bright spot in terms of growth and macroeconomic stability in the region and the world. Closely following the guidelines, policies and guidelines of the Party, the National Assembly, the Government and the Prime Minister have directed and operated resolutely, flexibly, creatively, promptly, synchronously, effectively, with a focus on key solutions and policies to proactively adapt to the situation, promote economic growth, control inflation, stabilize the macro-economy and ensure major balances of the economy. In 2024, our country has completed all 15/15 main targets, of which 12 targets exceeded the set targets.

2025 is a particularly important year, of pivotal significance, creating the foundation for the country to enter a new era - an era of striving to develop into a rich, civilized, and prosperous nation. Therefore, it is necessary to have a breakthrough growth to reach the target of the 5-year Plan 2021-2025, creating momentum for double-digit growth in the period 2026-2030. The Government has submitted to the Central Government and the National Assembly to issue Conclusions and Resolutions to adjust the national growth target in 2025 to reach 8% or more; on that basis, the growth target in 2025 has been determined for each locality, ministry, and branch.

To successfully implement Conclusion No. 123-KL/TW dated January 24, 2025 of the Central Committee, Resolutions of the National Assembly, Resolution No. 25/NQ-CP of the Government on ensuring the national growth target of 8% or more in 2025, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, other central agencies, Chairmen of People's Committees of provinces and centrally run cities (hereinafter referred to as Ministries, agencies, and localities) to continue to resolutely, synchronously, and effectively implement the tasks and solutions set forth in accordance with the resolutions and conclusions of the Party, the National Assembly, the Government, key leaders of the Party, the State, and directive documents of the Government leaders; According to the assigned functions, tasks, authorities, scope and fields of state management, focus on thoroughly grasping and implementing resolutely, synchronously, promptly and effectively the following key viewpoints, tasks and breakthrough solutions:

I. MANAGEMENT AND ADMINISTRATION VIEWPOINTS

1. The growth target of 8% or more in 2025 is a difficult and challenging task, but we must be determined to complete it to create momentum, create strength, and create a position for double-digit growth in the following years, with the spirit: "The Party has directed, the Government has agreed, the National Assembly has agreed, the People have supported, the Fatherland has expected, then we only discuss doing, not retreating".

2. Economic growth must be rapid but sustainable, ensuring macroeconomic stability, major economic balances, controlling inflation; improving people's material and spiritual lives, ensuring social security, social progress and equity, and environmental protection; balancing and harmonizing short-term growth targets with medium- and long-term development; not sacrificing progress, social equity and the environment in exchange for pure economic growth. Economic growth must be based on science and technology, innovation and digital transformation, high-quality human resources, and increased labor productivity. The goal is to move towards sustainable, inclusive, and comprehensive growth, bringing benefits to all people.

3. Closely follow the Party's policies and guidelines, the Resolutions and Conclusions of the Central Committee, the National Assembly and the directions of the Government and the Prime Minister to concretize them in ministries, branches and localities; closely follow reality, take reality as a measure to lead, direct and organize effective implementation.

4. Maximize resources, proactiveness, creativity, flexibility, innovation, breakthrough spirit, responsibility of ministries, branches, and localities; take people and businesses as the center, consider the difficulties of people and businesses as our own difficulties to proactively support and accompany to remove difficulties and obstacles in the spirit of "not saying no, not saying difficult, not saying yes but not doing". Mobilize all economic sectors, all businesses, and people to participate in socio-economic development.

5. Closely monitor and grasp the situation, do a good job of analysis and forecasting, proactively develop synchronous, comprehensive, and focused solutions to have timely, flexible, and effective policy responses, especially for newly arising, difficult, and sensitive issues.

6. In directing and operating, it is necessary to promote the spirit of self-control, self-confidence, self-reliance, self-strengthening, and national pride to the fullest extent; to exploit all opportunities, motivations, and internal and external resources for development; to be flexible, creative, dare to think, dare to do, dare to take responsibility for the common good; to have high determination, great effort, and decisive action with focus and key points; to clearly assign people, tasks, time, responsibilities, and results.

7. Localities need to focus on exploiting and maximizing their unique potentials, outstanding opportunities, and competitive advantages to promote economic growth and development; further promote the role of dynamic regions, growth poles, leading localities, and localities authorized by competent authorities to apply pilot and specific mechanisms and policies to lead the growth of the whole country.

II. TASKS, KEY SOLUTIONS, BREAKTHROUGH

1. Focus on resolutely, synchronously and effectively implementing the Resolutions and Conclusions of the Central Committee, Politburo, National Assembly and Government, effectively promoting new and breakthrough mechanisms, policies and regulations that have been issued, removing and immediately releasing resources of the economy.

a) Ministry of Finance:

- Continue to research and propose policies on tax, fee, charge and land rent exemption, reduction and extension... to support people and businesses, promote production, business, tourism and domestic consumption activities in 2025, and report to competent authorities before March 15, 2025.

- Researching options for using the surplus of state budget, public debt, government debt, and foreign debt to supplement investment resources, and finding solutions to speed up the progress of key infrastructure projects.

- Urgently research, develop and submit to competent authorities for promulgation a Resolution on mechanisms and policies for breakthrough development of the private economic sector; develop a roadmap for reporting to all levels (Government in March, Central in April and National Assembly in May 2025); assign Deputy Prime Minister Nguyen Chi Dung to direct this task. Determine the viewpoint that the private economy must be one of the most important driving forces for growth, increased labor productivity and competitiveness of the economy.

- Strengthen revenue management, especially revenue from e-commerce and catering services, must complete digitalization no later than the second quarter of 2025; strive to collect the highest state budget in 2025 according to the Government's direction; thoroughly save regular expenditures to focus on development investment, immediately save 10% of regular expenditures to increase the 2025 budget estimate compared to the 2024 budget estimate to supplement investment for the Lao Cai - Hanoi - Hai Phong railway line.

b) State Bank of Vietnam:

- Continue to closely monitor developments in the international and regional situation, changes and adjustments to financial and monetary policies of major economies to analyze and have timely and effective policy responses; proactively, flexibly, promptly and effectively manage monetary policy, closely and harmoniously coordinate with a reasonable, focused expansionary fiscal policy and other macroeconomic policies; in which, focus on more effectively implementing tasks and solutions on managing interest rates, exchange rates, credit growth, managing the open market, interbank market, refinancing, money supply, issuing treasury bills, etc.; To release and withdraw money in a rhythmic, synchronous and reasonable manner to support cheap capital prices and low bank interest rates for people and businesses to develop production and business, promote economic growth associated with macroeconomic stability, control inflation, ensure major balances of the economy, and ensure the safety of banking operations and the system of credit institutions.

- Regularly monitor and closely supervise the developments in interest rates of mobilization and lending of commercial banks, implement more drastic and effective solutions within authority to reduce the lending interest rate level, create conditions for people and businesses to access loans at reasonable costs, cheap capital prices to restore and develop production and business, and promote economic growth.

- Manage credit growth in line with economic growth targets, monitor and control inflation (4.5-5%); study and assign additional credit growth targets to banks under authority; direct credit institutions to direct credit to production and business sectors, priority sectors, economic growth drivers, credit for key projects and works, and agricultural exports; strictly control credit for sectors with potential risks.

- Strengthen the effectiveness of inspection, examination, control and close supervision of the activities of credit institutions, especially the public announcement of mobilization interest rates, lending interest rates, and credit granting activities of credit institutions; promptly and strictly handle violations according to the provisions of law, especially credit institutions that compete unfairly and improperly on interest rates (both mobilization and lending interest rates); strictly prohibit commercial banks from freely increasing interest rates without direction, competing unfairly and unequally.

- Direct credit institutions to: Continue to reduce costs, increase the application of information technology, simplify administrative procedures, restructure and reorganize the apparatus, be willing to share part of the profits to strive to reduce lending interest rates; review and classify subjects to reduce procedures and lending conditions to push credit capital faster, more promptly, and more effectively for projects, programs, and sectors that create momentum for growth, especially green growth; at the same time, ensure the safety and rationality of banking operations. Research to increase the scale of the lending program for the forestry and fishery sectors to about 100 trillion VND and expand the scope of the program for the agriculture, forestry, and fishery sectors. Continue to research and implement preferential credit packages to promote economic growth drivers and for young people under 35 years old to buy houses.

c) Ministries, agencies and localities:

- Assign specific 2025 goals and targets to units under their management to implement the goals and targets assigned by the Government to ministries, agencies and localities.

- Continue to support enterprises in implementing pilot and specific mechanisms and policies, new and breakthrough regulations, and "green channel" mechanisms for investment projects in industrial parks and economic zones in the high-tech sector. Assign the Ministry of Agriculture and Environment to immediately develop a classification of green projects and green criteria to serve as a basis for mobilizing capital for green development.

- Urgently research and develop mechanisms and policies to encourage investment, expand raw material production capacity and participate in North-South high-speed railway projects, urban railways, international railways, renewable energy projects, offshore wind power... and guide, support and create maximum convenience for people and businesses in implementation.

2. Continue to prioritize time and resources to focus on perfecting institutions, mechanisms, policies and legal regulations.

a) Ministries, agencies and localities:

- Ministers, Heads of agencies, and Chairman of the Provincial People's Committee must be directly in charge and responsible for the work of building and perfecting institutions, mechanisms, and policies.

- Focus on reviewing, amending and perfecting regulations that are no longer suitable, overlapping or incomplete in the direction of resolving any problems, and at whichever level, that level must proactively handle and implement immediately according to its authority or propose to the competent authority to amend and perfect; promote decentralization and delegation of authority in conjunction with strengthening inspection, supervision and improving the implementation capacity of cadres, civil servants and public employees; institutions, mechanisms and policies must aim to mobilize all economic sectors, businesses and people to participate in socio-economic development, contributing to the growth and development of the country. Monthly report to the Prime Minister on bottlenecks, difficulties, obstacles and barriers for people and businesses, including foreign investors.

- Urgently study and amend and ensure the progress of amending and promulgating the Laws on: Enterprises; Investment; Investment under the form of public-private partnership; Bidding; Management and use of state capital invested in production and business (implemented by the Ministry of Finance); Science, Technology and Innovation; Atomic energy (implemented by the Ministry of Science and Technology)...

- Focus on reviewing and cutting down administrative procedures to reduce hassles and save costs for people and businesses; improve the investment and business environment, create all conditions for quick settlement of investment procedures, and encourage investment from all economic sectors. Strive to reduce at least 30% of administrative procedure processing time by 2025; reduce at least 30% of business costs; abolish at least 30% of unnecessary business conditions; all procedures related to businesses must be carried out online, smoothly, seamlessly and effectively, ensuring transparency and minimizing paperwork; 100% of administrative procedures are carried out regardless of administrative boundaries within the province.

- Further promote the role and effectiveness of the Steering Committee in reviewing and removing difficulties and obstacles related to projects; promptly and effectively implement the National Assembly's Resolution on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.

- Review and remove difficulties and obstacles to hand over, promptly put into operation and commercially exploit projects that have been and are being implemented, and projects that are behind schedule to free up resources, contribute to economic growth, and avoid loss and waste.

- Continue to replicate the model of Working Groups working with each large global technology enterprise and strategic investor, proactively and promptly reporting to competent authorities on preferential, superior, internationally competitive mechanisms and policies to attract large-scale, high-tech FDI projects that are capable of leading domestic enterprises to participate in regional and global value chains. Develop a "National Investment One-Stop Portal" to increase the attraction of foreign investors to Vietnam.

- Research and apply a specialized legal framework to help the Vietnamese legal system catch up with the development speed of the digital economy, innovation and international integration, especially financial technology, artificial intelligence, platform economy, e-commerce, and special economic zones; propose a controlled testing legal framework for new technology industries.

b) Ministry of Finance:

- Preside over and coordinate with localities to urgently summarize, evaluate, and submit to competent authorities for consideration to expand the scope, subjects, and areas of application of a number of pilot and specific mechanisms and policies that have been approved by the National Assembly to be applied in localities and have proven effective.

- Overall review of business investment conditions, practice conditions, administrative procedures and compliance costs of enterprises; review, supplement and resolutely implement Resolution 02/NQ-CP of the Government on improving the business environment, ensuring clear goals, clear people, clear work, clear time and clear results.

- Preside over and coordinate with relevant agencies to continue to vigorously implement solutions to synchronously develop the financial market and capital market, especially solutions on safe, effective, sustainable, public, transparent issuance of corporate bonds, effectively supporting enterprises in mobilizing medium and long-term capital for production and business development. By 2025, strive to complete the goal of upgrading the stock market.

c) The Ministry of Finance shall preside over and the State Bank of Vietnam, according to its assigned functions and tasks, shall propose and submit to the Government in March 2025 a legal framework for managing and promoting the healthy and effective development of digital assets and digital currencies.

d) Ministry of Justice:

- Preside over and coordinate with relevant ministries and agencies to effectively organize the activities of the Steering Committee to review and organize the handling of problems in the legal system.

- Effectively implement the Project "Application of digital technology in receiving and handling feedback and recommendations on legal documents" according to Decision No. 244/QD-TTg dated February 5, 2025 of the Prime Minister; in which, focus on building and coordinating with ministries, branches and localities to operate the "Information system for receiving and handling feedback and recommendations on legal documents" to promptly detect, research, propose amendments and improvements to policies and legal regulations, remove barriers and institutional obstacles to ensure the goal of creating and promoting development.

3. Promote disbursement of public investment capital, take public investment as the lead, activate and attract all social resources.

a) Ministries, agencies and localities:

- Urgently complete the allocation of the entire state budget capital investment plan for 2025 in the first quarter of 2025, ensuring focus, key points, not spreading out, in accordance with the implementation capacity, disbursement and compliance with legal regulations on public investment; ensure the budget for disbursement for projects; in case by the end of the first quarter of 2025, ministries, agencies and localities do not complete the allocation, the Government will recover the unallocated central budget capital to allocate to other projects in need of capital to speed up the completion progress, and at the same time direct the inspection to clarify the responsibilities of individuals and collectives for handling according to the Party's regulations and state laws.

- Promote disbursement of public investment capital, strive for the disbursement rate of public investment capital in 2025 to reach at least 95% of the plan assigned by the Prime Minister, in the spirit of taking public investment as the leader, activating and attracting all social resources; determined to complete the goal of having at least 3,000 km of expressway and over 1,000 km of coastal road by the end of 2025, basically completing Long Thanh International Airport, ports in Lach Huyen area, putting into operation Tan Son Nhat T3 terminal, Noi Bai T2 terminal, starting construction of Lien Chieu port, completing investment procedures for Can Gio international seaport, Ho Chi Minh City.

- Resolutely carry out site clearance work, promote the construction progress of key projects and works, accelerate the implementation of national target programs. Pay attention to promoting progress, completely removing difficulties in supplying construction materials, speeding up the progress of investment preparation, investment decisions, and selection of contractors for key national projects and works, and construction investment projects in the area. Localities with expressways passing through need to coordinate with investors and contractors to encourage and support contractors to "overcome the sun and rain, not lose to storms", work through holidays, work in 3 shifts and 4 shifts.

- Develop a disbursement plan for each project; require investors to report the disbursement progress of each project on a monthly and quarterly basis, comply with the disbursement plan on a monthly and quarterly basis; assign leaders to be responsible for each project, strictly control the scale, progress and efficiency of investment; make disbursement results a criterion for assessing the level of task completion for review, reward and strict and timely disciplinary action; review and promptly transfer capital plans of slow-disbursement projects to supplement other projects with good disbursement capacity and in need of speeding up progress according to regulations, especially important and urgent projects, strategic infrastructure projects and regional and national connectivity projects.

- Strengthen discipline and order in disbursing public investment capital; have sanctions and strictly handle according to the law organizations and individuals who intentionally cause difficulties, obstruct, and delay the progress of capital allocation, implementation, and disbursement of public investment capital; resolutely handle negative and corrupt behaviors in public investment management; promptly replace individuals who are weak in capacity, afraid of mistakes, afraid of responsibility, shirking responsibility, and evading when performing public duties.

- Strengthen on-site inspection and supervision, urge contractors and consultants to speed up progress. Accelerating the disbursement of public investment capital must be associated with ensuring the quality of works and projects, avoiding negativity, loss, waste, and group interests. Direct, inspect, urge construction, and speed up the progress of component projects of the North-South Expressway in the East for the period 2021-2025; important and driving projects such as Hanoi Ring Road 4, Ho Chi Minh City Ring Road 3, My Thuan - Can Tho, Bien Hoa - Vung Tau, Ben Luc - Long Thanh expressways, regional ports... Research and immediately build a metro or railway line from Long Thanh airport to Tan Son Nhat, an elevated railway line from Van Cao to Lang Hoa Lac.

- Further promote the effectiveness of the Prime Minister's Working Groups, Government Members' working delegations working with localities and special working groups of localities to promptly direct, urge, remove difficulties and obstacles, and promote disbursement of public investment capital.

- Improve the quality of investment preparation for projects for the 2026-2030 period, especially strategic infrastructure projects, the North-South high-speed railway, international connecting railways, urban railways, international transit seaports... Ensure the total number of central budget projects for the 2026-2030 period does not exceed 3,000 projects nationwide.

b) The Ministry of Finance shall preside over and urgently complete the plan to allocate increased central budget revenue in 2024, report to competent authorities in February 2025; complete the plan to issue government bonds to supplement resources for key projects in the first quarter of 2025.

4. On promoting private investment and attracting FDI

a) Ministry of Finance

- Promote investment promotion activities; continue to replicate the Working Group mechanism working with each strategic investor to attract large-scale, high-tech FDI projects.

- Effectively implement Decree No. 182/2024/ND-CP dated December 31, 2024 on regulations on the establishment, management and use of the Investment Support Fund, contributing to stabilizing the investment environment, encouraging and attracting strategic investors, multinational corporations and supporting domestic enterprises in a number of high-tech and emerging fields such as artificial intelligence, digital transformation, green transformation, circulation, etc.

b) The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries and agencies to accelerate the progress of amending, adjusting and effectively implementing the Plan and the plan to implement the 8th Power Plan; promptly remove difficulties and obstacles, ensuring the progress of putting into operation large power source projects and important power grids.

c) State Bank of Vietnam

- Resolutely implement credit programs and policies under the direction of the Government and the Prime Minister and coordinate with ministries, branches and localities to promptly remove obstacles in the implementation process.

- Create conditions for the Bank for Social Policies to implement preferential credit programs and policies; continue to promote the implementation of assigned tasks of the banking sector in the National Target Programs.

d) Ministry of Construction:

- Assume the prime responsibility for, and coordinate with the State Bank of Vietnam and localities continue to promote the implementation of the project "Investment in building at least 1 million social housing apartments for low-income people, industrial park workers, period 2021-2030"; local housing development programs and plans; promote disbursement of preferential credit programs and policies on social housing development; Striving to the end of 2025, completing over 100,000 social houses and eliminating all temporary houses and dilapidated houses nationwide.

- Assume the prime responsibility for, and coordinate with relevant ministries and agencies, researching the "National Housing Fund" to develop cheap houses in big cities, social housing, housing for young people under 35 years old.

5. Effective exploitation of the domestic market, develop e -commerce and attract tourists

a) The ministries, agencies and localities research and advise the development of mechanisms and policies on taxes and credit to support the increase of purchasing power, stimulate consumer demand, domestic tourism; Implement synchronous solutions to exploit consumption trends and domestic tourism on holidays and New Year.

b) Ministry of Industry and Trade

- Promote supply and demand connection, promotion of domestic market trade; promote the distribution of goods through a digital platform associated with strengthening supervision and handling of violations on e -commerce platforms; Developing consumer models combined with experience such as digital commercial centers, combined trade - culture - tourism ...

- Promote connection between domestic manufacturers and modern distribution channels to expand domestic product consumption across the country; support businesses to develop smart logistics systems, combine modern warehouses, artificial intelligence, large data technology to optimize transportation, reduce distribution costs; Researching and implementing the "tax -free port" model to make Vietnam a large logistics center.

- Ensure energy security, not to lack, breaking the supply of petrol for the domestic market in all situations.

c) The Ministry of Culture, Sports and Tourism promotes tourism promotion and promotion; improve the quality of tourism products; Organizing cultural and artistic programs, sports, creating accents to attract tourists. 6. Promoting sustainable export

a) Ministry of Industry and Trade

- Assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs, the concerned ministries and agencies support businesses to effectively take advantage of the commitments in the 17 signed FTAs; promote negotiations and advice to sign FTAs ​​with Middle East, Switzerland, Norway, Finland, and Indian Brazil ...; Strengthen exploitation of new markets, potentials, Middle East market, Halal, USA Latin, Africa.

- Provide information and support businesses to meet the new standards of export markets; Update and evaluate Vietnam's export situation to warn businesses about businesses that are likely to be investigated by foreign countries to apply anti -evasion measures; Support businesses in anti -dumping lawsuits.

- Checking and controlling the origin of goods and proactive, actively exchanging with partners on the policy of managing the origin of Vietnam's goods.

b) The ministries, agencies and localities strengthen the management of cross -border e -commerce activities; promote export services, especially financial - banking, logistics development, expand aviation and sea transport; Enhancing international integration in service and signing digital economic agreements.

c) The Ministry of Agriculture and Environment, the Ministry of Science and Technology and the State Bank of Vietnam coordinate to create conditions for enterprises to operate in the field of agricultural access to capital sources, apply high technology in production and processing of agricultural products to improve productivity, improve product quality and value, create favorable conditions to expand markets and promote exports.

7. Strongly promote new growth motivation, breakthrough in science and technology development, innovation, digital conversion, high quality human resources

- Research and propose mechanisms and policies to promote the formation of digital technology enterprises.

c) Ministry of Finance:

- Assume the prime responsibility for, and coordinate with relevant ministries, agencies and localities, urgently implement projects on international financial centers in Ho Chi Minh City and regional financial centers in Da Nang; Completing the draft resolution of the National Assembly on the International and Regional Financial Center in Vietnam to submit to the National Assembly at the May 2025 session.

- Research and develop specific policies to develop great potential economic zones such as Van Don, Van Phong, free trade areas, border economic zones and regions according to the resolutions of the Politburo; Completing legal resolutions and procedures in 2025.

- Urgently advise and report to the Prime Minister on specific mechanisms and policies to immediately implement the semiconductor's human resource development program in 2030, orientation to 2050 and ensure resources to implement the program.

d) The Ministry of Science and Technology, the Ministry of Agriculture and Environment urgently review and advise and report to the Prime Minister the new promulgation and organize the effective implementation of strategies that have been issued on research, application and exploitation of marine spaces, underground space, space space.

d) The Ministry of Foreign Affairs, ministries and agencies continues to strengthen economic and technological diplomacy, especially in the fields of semiconductors, digital transformation, innovation, start -up ... attracting investment, promoting trade, developing science and technology and emerging branches.

e) The Ministry of Education and Training focuses on synchronously and effectively implementing solutions and policies to encourage and promote high quality human resource training for industries for priority and emerging sectors and fields; Researching and developing policies to support investment in resources, ordering and assigning training tasks for high -quality human resource training institutions.

g) The Ministry of Home Affairs continues to study and propose policies to attract talents to work in agencies, units and special policies for officials and public employees who achieve excellent achievements at work; At the same time, there is a mechanism to remove from the apparatus of those who are incompetent and qualified; More concretizing the policy to encourage and protect officials dare to think and dare to do.

h) The Ministry of Education and Training shall assume the prime responsibility for the Ministry of Finance, ministries, agencies and localities urgently develop plans and organize the implementation of the Politburo's conclusions on the implementation of all tuition for students from preschool to the end of public high school across the country from the beginning of the new school year 2025-2026; At the same time, researching the project of building boarding schools for high school students in remote areas, borders and islands.

8. The ministries, agencies and localities according to the functions, tasks and competence are assigned to be proactive and flexible to implement synchronous solutions for cultural development, well implementing social security policies, sustainable poverty reduction; Environmental protection, proactive disaster prevention and control, climate change response, drastically implementing commitments at COP26, political stability, consolidation, strengthening national defense and security; Doing well the policy communication, continuing to promote external activities, international and effective international integration.

III. IMPLEMENTATION ORGANIZATION

1. Ministers, heads of ministerial -level agencies, government -attached agencies, and presidents of People's Committees of provinces and centrally -run cities must actively focus on thoroughly, develop specific programs and plans to urgently organize timely and effective implementation and direct agencies, organizations and units under their management to strictly implement the tasks stated in this Directive; Comprehensive responsibility to the Government and the Prime Minister for the implementation results of the ministries, branches and localities.

The Ministry of Finance shall assume the prime responsibility for, and coordinate with ministries, agencies and localities to monitor, urge and summarize the situation of performing the tasks and solutions stated in this Directive, reporting to the Government at the regular regular meeting.

2. The ministries, agencies and localities regularly proactively, closely coordinate, closely monitor the developments and situation of the world and domestic, analyze, forecast, develop scenarios and plans to respond to their competence, in case of exceeding the authority to propose solutions to the Government and the Prime Minister for timely handling.

3. The ministries, agencies and localities promote the strength of solidarity, the spirit of innovation, constantly striving to create, dare to think dare to do, the will to self-reliant, self-reliance and aspiration to rise up, join forces, agree, turn all difficulties, challenges into an opportunity to break out, high determination, great efforts, drastic actions to successfully complete the goals set out according to the resolutions of the Party Central Committee, the conclusion 25/NQ-CP of the Government, direction of the Government and the Prime Minister on economic growth in 2025.

4. The Ministry of Home Affairs proposed to the Central Emulation and Reward Council to launch the emulation movement, promote the spirit of solidarity, effort, creativity, and strive to successfully complete the goals and tasks of socio -economic development growth of 8% or more in 2025 and grow 2 numbers in the following years.

5. Assigning the Deputy Prime Ministers of the Prime Minister to be assigned directly to direct ministries, agencies and localities to focus on effectively implementing the tasks and solutions in this Directive; promptly handle problems arising according to its competence.

6. The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with the Central Propaganda Department and the Central Mobilization Department, the news agencies, the press, the ministry, the central and local agencies to organize the dissemination and widely propagate this Directive.
