Attending the discussion at the Government headquarters were Deputy Prime Ministers : Tran Hong Ha, Ho Duc Phoc and leaders of central ministries and branches.
The seminar took place in person and connected online to the headquarters of the People's Committees of provinces and centrally run cities.

Attending the discussion at Lao Cai province were Mr. Nguyen Thanh Sinh, Vice Chairman of the Provincial People's Committee; leaders of a number of departments, branches, units, the Provincial Business Association and more than 30 enterprises, business households and cooperatives in the province.
Right before the discussion, the Prime Minister performed the button-pressing ceremony to launch the National Legal Portal, accompanying people and businesses into a new era.

Speaking at the opening of the seminar, Prime Minister Pham Minh Chinh said that right after the conference on May 18 to implement Resolutions 66 and 68 of the Politburo, the Prime Minister discussed and answered some questions from some delegates, but many delegates still wanted to have more opinions. Therefore, the Prime Minister directed to organize a seminar with businesses and associations on the implementation of Resolution 68 with the greatest wish to organize a good implementation, truly effective in the spirit of "thinking deeply, doing big", having the most effective way of doing things, best promoting the capacity of nearly 1 million businesses, 5 million business households, bringing the country to develop quickly and sustainably.
The Prime Minister suggested clearly defining what the State must do, what local authorities must do, what businesses must do, what people must do to implement the resolutions of the Politburo, the National Assembly, and the Government on private economic development; promoting solidarity and unity to work together, with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not discuss backing down".

Presenting a report on the development of the private economy, Deputy Minister of Finance Le Tan Can said: Resolution 68/NQ-TW sets out 8 groups of tasks and solutions demonstrating the spirit of innovation, breakthrough, and strong reform, ensuring adherence to 3 strategic breakthroughs (in institutions, human resources, infrastructure) and in the overall 4 important resolutions of the Politburo that the General Secretary concluded are the "four pillars".
To quickly implement Resolution 68-NQ/TW of the Politburo and Resolution 198/2025/QH15 of the National Assembly, Deputy Minister Le Tan Can requested ministries, branches and localities to focus resources on implementing assigned tasks to ensure progress, efficiency and quality. Business associations and enterprises need to proactively propose to participate in business support programs. Enterprises and business households must operate in accordance with the law, build ethics, business culture, honesty, integrity and social responsibility.
The seminar devoted a lot of time for businesses, business associations, delegates, and leaders of central sectors to discuss and give opinions to effectively implement Resolution 68-NQ/TW of the Politburo on private economic development.
Concluding the discussion with the business community, Prime Minister Pham Minh Chinh highly appreciated the delegates' sense of responsibility, democracy, openness and frankness, demonstrating their determination to turn Party and State resolutions into concrete and practical results.
The Prime Minister summarized the opinions of the delegates in 6 major contents: Patriotism, strong desire to contribute of the business community and entrepreneurs; enterprises affirming their important role and position, trust, optimism, and accompanying the Government in implementing the country's development resolutions; committing to realizing the 100-year strategic goals, determined to achieve high growth with the spirit of daring to think, daring to do, and good organization; wishing to be assigned more responsibilities, affirming the pioneering spirit, thereby helping enterprises mature and develop more strongly; recommending to cut down on administrative procedures, handling proposals promptly and transparently, avoiding prolonging and causing confusion; proposing clear and specific policies, creating favorable conditions for enterprises to have equal access to resources and feel secure in contributing.

Regarding wishes for businesses and entrepreneurs, the Prime Minister outlined 6 key contents, emphasizing compliance with the law, promoting business ethics and civic responsibility. Pioneering innovation, applying technology, and digital transformation. Strengthening links and effective cooperation between private enterprises, FDI and state-owned enterprises to form domestic and global value chains. Developing business scale, from household businesses to enterprises, from small to large, from large enterprises to reach out to the world. Actively participating in programs such as social housing, eliminating temporary and dilapidated houses. Joining hands to create development, contributing to building institutions, infrastructure, training high-quality human resources, towards sustainable development and people's happiness.
Regarding the proposals at the seminar, leaders of a number of ministries and branches responded. The Prime Minister assigned the Government Office to synthesize and assigned ministries and branches to continue responding and answering businesses.
Currently, there are nearly 4,000 enterprises operating in Lao Cai province, playing an important role in economic growth and contributing more than 70% of local budget revenue. Faced with the difficulties of the world and domestic economic context, the Lao Cai business community has high expectations for Resolution 68 of the Government, a resolution that is considered strong and substantial in removing difficulties and promoting production and business development.
