Prime Minister Pham Minh Chinh expressed his delight that the cooperative relationship between Vietnam and the GCC since the previous meeting at the WEF DAVOS Conference (January 2025) has continued to develop positively in all areas, notably the two sides are discussing the early launch of negotiations on a Free Trade Agreement (FTA) with the GCC in the coming time. The Prime Minister asked the GCC Secretary General to support and speed up the completion of procedures so that an announcement can be made to launch negotiations on an FTA between the GCC and Vietnam as soon as possible, and to study and negotiate investment promotion and protection agreements, thereby creating favorable conditions to expand economic , trade and investment cooperation.

GCC Secretary General Jasem Mohamed AlBudaiwi congratulated Vietnam on its impressive achievements in economic growth and investment attraction, becoming a potential economy and a major industrial production center of the world. Affirming that all GCC countries attach importance to and wish to promote cooperation with Vietnam, the Secretary General agreed with the proposals of Prime Minister Pham Minh Chinh, pledging to make efforts to promote the early launch of Vietnam - GCC FTA negotiations as soon as possible, creating a favorable legal framework for enhancing economic cooperation.
The two sides agreed to coordinate to effectively and substantially implement the commitments reached at this Conference, coordinate to organize trade and investment promotion events in Vietnam, and develop a specific plan to effectively implement the Memorandum of Understanding on cooperation between the Vietnamese Ministry of Foreign Affairs and the GCC Secretariat to enhance the effectiveness of cooperation between the two sides in the coming time.
On this occasion, Prime Minister Pham Minh Chinh conveyed the greetings of General Secretary To Lam and senior leaders of Vietnam and expressed his wish to welcome the GCC Secretary General to visit Vietnam in 2025 to promote cooperation between the two sides. The GCC Secretary General happily accepted the invitation.
