(Chinhphu.vn) - Deputy Prime Minister Ho Duc Phoc has just signed Directive No. 15/CT-TTg dated May 30, 2025 of the Prime Minister on strengthening compliance with legal regulations on prices.

Ministries, branches and localities strengthen compliance with legal regulations on prices.

The Directive states: 2025 is the final year of implementing the 5-year Socio -Economic Development Plan 2021-2025, a year of special significance in successfully implementing the Resolution of the 13th National Party Congress. In order to carry out the tasks set by the National Assembly and the Government, price management and operation in 2025 must ensure good control of inflation in the context of concentrated resources, strongly promoting to achieve the highest economic growth, while continuing to support the removal of difficulties for production, business and people's lives, continuing to implement the roadmap for market prices of public services and goods managed by the State at appropriate levels and doses according to developments in the consumer price index. In addition, it is necessary to continue to raise the responsibility and awareness of state management agencies, businesses and people about the enforcement of price laws in the purchase and sale of goods and services, ensuring a public, transparent market with full information on prices, and implementing culture and civilization in consumer trade transactions.

On June 19, 2023, the 5th session of the 15th National Assembly passed the Law on Prices No. 16/2023/QH15, which will take effect from July 1, 2024. The Law on Prices 2023 and its detailed regulations and guidelines for its implementation have strengthened the creation of a unified and synchronous legal framework to ensure the development of a socialist-oriented market economy in accordance with the policies of the Party and the State and always aim to encourage price competition, respect the right to self-determination of prices of production and business organizations and individuals, but at the same time enhance the responsibility to protect the rights and legitimate interests of consumers, related organizations and individuals.

On that basis, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to continue promoting successful experiences in price management, operation, and inflation control in the past and according to the functions and tasks of price management assigned according to the provisions of law.

Review and abolish administrative procedures in the field of prices that are no longer appropriate.

At the same time, the Prime Minister requested ministries, branches and localities to continue to disseminate and propagate to officials, civil servants of agencies, units, organizations and individuals trading in goods and services the provisions of the Law on Prices and documents guiding the Law on Prices, including regulations on price declaration and price posting so that state price management agencies can proactively implement price management work according to their authority and organizations and individuals trading in goods comply with the provisions of law. Continue to strengthen training and education on legal provisions on prices.

Review and handle legal documents on prices that are no longer in accordance with the provisions of the Law on Promulgation of Legal Documents and the Law on Prices; issue documents on prices within the authority in accordance with the provisions of the Law on Prices and the Law on Promulgation of Legal Documents; review and abolish administrative procedures in the field of prices that are no longer in accordance with current legal provisions, creating favorable conditions for organizations and individuals trading in goods and services.

Urgently issue legal documents within the authority to stipulate the economic and technical characteristics of goods and services in the List of goods and services subject to price stabilization, state pricing, and price declaration to ensure that information on goods and services is specified and clear as a basis for implementing price stabilization, state pricing, and price declaration activities in a transparent and effective manner, serving well the State management of prices at the central and local levels.

Ensure that the price of goods regulated by the state is consistent with the market price level.

Regarding state pricing, the Prime Minister requested ministries, branches and localities to direct, assign and provide clear guidance on the authority and responsibility of units and organizations responsible for establishing, appraising and submitting price plans and strictly complying with regulations on procedures for pricing, price adjustment, principles and methods of pricing to ensure that the prices of goods and services regulated by the State are consistent with market prices and fluctuations in price forming factors. For public services implementing the market price roadmap, State-priced goods (electricity, medical examination and treatment services, domestic air passenger transport services, textbooks, etc.) need to proactively review price formation factors, carefully assess the impact on the socio-economy, target inflation to have a plan to adjust prices in line with market price developments in accordance with regulations with appropriate levels and timing of adjustment, avoiding causing cost-push inflation resonance, creating expected inflation for the economy.

Promote digital transformation in implementing state management of prices; develop and perfect methods for receiving price declarations online in appropriate forms (online public services, price database software, etc.) to ensure feasibility and convenience for business organizations to make price declarations; urgently develop and perfect data on declared prices of goods under management authority to connect and update to the National Price Database according to regulations.

Strengthening the inspection of law enforcement on prices

The Prime Minister requested ministries, branches and localities to continue directing relevant agencies and units under their management and organizations and individuals trading in goods and services to strictly implement the provisions of the Law on Prices on the disclosure of price information; regularly direct and organize the implementation of guidance and inspection of the disclosure of price information, contributing to creating consensus among people and society in state management of prices, enhancing the transparency of market price information and creating favorable conditions for organizations and individuals in law enforcement.

Strengthening the inspection of compliance with the law on prices to ensure that relevant agencies, organizations and individuals comply with legal regulations, ensuring objectivity, transparency and timely detection and prevention of violations of the law on prices, unreasonable price increases, strictly handling cases of price manipulation of goods and services, price inflation... to contribute to controlling inflation, stabilizing the macro economy, supporting economic growth and development.
