In his concluding remarks, the Prime Minister assigned the Ministry of Ethnic Minorities and Religions to preside over and coordinate with the Government Office to fully synthesize valid opinions, promptly complete and submit to the Prime Minister to issue the Notice of Conclusion of the Meeting for implementation.
Regarding the significance of the Program , the Prime Minister stated that our Party has no other goal than to firmly protect national independence and sovereignty and bring happiness and prosperity to the people. We have celebrated the 95th anniversary of the founding of the Party, the 50th anniversary of the liberation of the South and the reunification of the country, and are preparing to celebrate the 80th anniversary of National Day. We cannot let people have no place to live or live in temporary or dilapidated houses.
Identifying this as a very meaningful and humane task, the entire political system has taken part under the leadership of the Party. In recent times, the inauguration and commencement of projects to eliminate temporary and dilapidated houses have created motivation, inspiration, movements, trends, and a vibrant competitive atmosphere in all levels, sectors, localities, business communities and people, bringing important significance in many aspects, especially in 2025 - the year of many major holidays, events, and important celebrations of the country:
Each house is "a gift", "a love", "a meaningful home", demonstrating the responsibility, love, comradeship, compatriotism, sense of responsibility, sharing of the whole community; demonstrating the trust and excitement of the people, especially the poor, the disadvantaged, people in remote areas, ethnic minorities.
This realizes the Party's policies and guidelines; demonstrates the goals, the good and superior nature of our regime and our Party with the ideology of "People are the root"; "no one is left behind"; socio-economic development must be associated with ensuring fairness, progress and social security; not sacrificing progress and social justice to pursue mere economic growth.
Along with that, affirming the cultural values and good moral traditions of the nation: Showing gratitude, repaying kindness, mutual love, loving others as you love yourself, helping each other, helping each other... Arousing and strengthening people's trust in the leadership of the Party, the management of the State, the cooperation of the Fatherland Front and socio-political organizations; promoting the strength of the great national unity bloc, a fulcrum for us in the development process; calling for the participation, joint efforts and unanimity of the entire political system with the spirit of "each person contributes a hand, each family shares a part", "whoever has something helps, whoever has a lot helps a lot, whoever has a little helps a little, whoever has merit helps merit, whoever has property helps property".
At the same time, it demonstrates the proactive, positive, creative, and flexible implementation of the Party Committees, authorities at all levels, ministries, branches, and localities to help people "settle down and make a living", gradually rising out of poverty sustainably with the viewpoint: "If you say you must do it, if you commit, you must do it, if you do it, you must have specific results"; "The Party has directed, the Government has agreed, the National Assembly has agreed, the Fatherland has expected, the people have supported, the poor and the disadvantaged are looking forward to and hoping, then we only discuss doing it, not backtracking".
Regarding the situation and results of implementation, The Prime Minister assessed that right after the third session, ministries, central and local agencies focused on mobilizing resources, effectively organizing implementation, and achieving many practical results.
The whole country has supported the elimination of nearly 209,000 temporary and dilapidated houses, completed and handed over more than 111,000 houses so that households can live in new houses; built more than 98,000 houses. Since the third session until now (exactly 2 months), there has been an increase of nearly 87,000 houses.
The Ministry of Public Security continues to provide additional support to build 4,444 houses with a cost of over VND283 billion; the Ministry of National Defense provides additional support to build 3,550 houses with a cost of about VND195 billion; with the main source coming from contributions from officers and soldiers. The banking sector continues to mobilize credit institutions to provide additional support of about VND130 billion.
The Prime Minister has decided to strengthen the Central Steering Committee on eliminating temporary and dilapidated houses, and assigned the Ministry of Ethnic Minorities and Religions as the standing agency of the Steering Committee.
The Prime Minister commended the Ministry of Ethnic Minorities and Religions for quickly stabilizing the organization, actively implementing work, and leaving no gaps or interruptions in direction and management.
The Prime Minister commended the Ministry of Agriculture and Environment for promptly issuing documents guiding the allocation of land for housing construction for households with difficulties in housing land (the issue most localities have proposed).
The Prime Minister commended the Ministry of Construction for actively issuing documents guiding localities in researching, designing, and publicizing typical housing models. To date, 100% of localities have issued from 3 to 8 typical housing designs that are suitable to the culture, customs, and characteristics of each locality and have been made public in the province.
The Prime Minister commended the press and media agencies for doing a good job of communicating about the movement, especially the response of people, businesses and the whole society.
The Prime Minister commended 100% of localities for completing the establishment of Steering Committees at provincial, district and communal levels; issuing operating regulations and implementation plans for the Movement. Many localities have reached the finish line and set goals to reach the finish line earlier than previously planned in the context of many difficulties.
As of May 7, 2025, there are 15 localities that no longer have temporary or dilapidated houses, including: Hanoi, Hai Phong, Quang Ninh, Vinh Phuc, Ho Chi Minh City, Ba Ria - Vung Tau, Bac Ninh, Thai Nguyen, Can Tho, Khanh Hoa, Tay Ninh, Tra Vinh, Binh Phuoc, Vinh Long, Kien Giang.
In May 2025, to practically celebrate the 135th birthday of President Ho Chi Minh, it is expected that 6 more localities will complete the Program, including Son La, Ha Tinh, Binh Dinh, Ninh Thuan, Long An and Hoa Binh.
In June 2025, it is expected that 16 more localities will complete the Program, including Lao Cai, Yen Bai, Bac Giang, Hai Duong, Thai Binh, Binh Thuan, Kon Tum, Binh Duong, Tien Giang, Ben Tre, Soc Trang, An Giang, Ca Mau, Ha Giang, Ha Nam, Lai Chau.
The remaining 26 localities strive to complete the Program from July to October 2025 (July: 4 localities; August: 4 localities; September: 9 localities and October: 9 localities).
On behalf of the Steering Committee, the Prime Minister acknowledged, highly appreciated and commended the Ministry of Ethnic Minorities and Religions, the Ministry of National Defense, the Ministry of Public Security, the banking sector, media agencies, ministries, agencies, localities and sponsoring units for proactively and actively implementing the proposed tasks and solutions effectively. At the same time, he sincerely thanked the Fatherland Front, socio-political organizations, unions, agencies in the political system at all levels, the business community and people nationwide for their active response and important contributions to the overall results of the Program.
In addition, some localities have a large number of temporary and dilapidated houses that have not yet started construction; reporting, statistics, and data updates are still slow; there is still a situation where the guidance and direction documents of the Central Government have not been carefully studied, so recommendations are still made for the contents that have been concluded and instructed by the Prime Minister... There are still procedural problems, so funding for housing support for people with revolutionary contributions and relatives of martyrs has not been allocated.
Implementation in some areas is difficult due to scattered population and difficult transportation, especially in mountainous and remote areas; households in some places still depend on customs and practices such as choosing age, choosing the date of construction commencement, etc.
Analyzing the causes of the achievements and shortcomings, the Prime Minister emphasized that the localities that have done well have received the attention and active and decisive participation of the Secretaries and Chairmen. Meanwhile, in some localities, the steering committees and leaders have not been very determined and resolute.
Regarding lessons learned, the Prime Minister stated that it is necessary to promote the responsibility of Party committees, local leaders and steering committees; promote initiative, creativity, the spirit of daring to think, daring to do, daring to take responsibility for the common good in carrying out the task of eliminating temporary and dilapidated houses. Assignment of implementation must ensure 6 clarity: "clear people, clear work, clear responsibility, clear authority, clear time, clear results". Promote decentralization and delegation of power along with resource allocation, improve local implementation capacity combined with strengthening inspection and supervision; focus on removing barriers and bottlenecks; resolutely cut cumbersome administrative procedures. Promote the sense of responsibility towards meritorious people, the poor, and care for the people; promote the spirit of self-reliance, self-reliance, self-control, and not waiting or relying on others of localities in implementing the Program.
About viewpoints and orientations for the future, The Prime Minister made it clear that the goal will not change, absolutely no one will have to live in temporary or dilapidated houses, only work, no retreat; basically complete the goal of eliminating temporary and dilapidated houses nationwide before October 31, 2025, 2 months earlier than the original goal. Prioritize the allocation of resources to support housing for relatives of martyrs (completed before July 27) and people with revolutionary contributions (completed before September 2).
The Prime Minister emphasized the motto "people make history, strength comes from the people", "each person contributes a hand, each family shares a part", "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has a little helps a little". Diversify resources to implement the Program in a comprehensive, widespread, and inclusive direction. Mobilize the participation of all forces in the area (army, police, socio-political organizations, people's organizations, relatives, villages...).
Heads of agencies and localities must have high determination, make great efforts, say they must do, commit to do, do, do must have results; speak the truth, do the truth, be effective, the people will benefit. Strengthen information and propaganda work, create motivation and inspiration for everyone to support, share, join hands to support and accompany in implementing the Program with the spirit of "leaving no one behind".
Regarding key tasks and solutions in the coming time, Prime Minister assigned Ministry of Ethnic Minorities and Religions Closely monitor, regularly urge and request localities to review and complete plans by day, week, month, quarter and from now until October 31, 2025 to complete the goal of eliminating temporary and dilapidated houses in the area; update daily the situation and results of program implementation nationwide.
Continue to update and clearly identify difficulties and obstacles of localities to proactively resolve them within their authority; promptly advise and propose to the Prime Minister and the Central Steering Committee to handle issues beyond their authority. Chair online meetings with localities facing many difficulties in implementation to promptly resolve difficulties and obstacles.
Coordinate with the Ministry of Finance to submit to the Prime Minister for decision to adjust the support budget from the mobilized budget in the Launch Program and the budget from the 5% savings in regular expenditure in 2024 in accordance with the actual needs through local review; to be completed before May 20, 2025.
Coordinate with the Ministry of Finance and the Central Committee of the Vietnam Fatherland Front to submit to the Prime Minister for allocation of funding from the National Fund for Eliminating Temporary and Dilapidated Houses and the Central "For the Poor" Fund to localities to support the elimination of temporary and dilapidated houses; to be completed before May 20, 2025.
Preside over and coordinate with relevant ministries and agencies to organize a preliminary review of the Program by the end of June 2025 to promptly assess the situation, propose solutions, and reward and commend organizations and individuals with many achievements in organizing and implementing the Program.
With the Ministry of Finance, While the National Assembly Standing Committee has not yet decided on housing support funds for people with revolutionary contributions, the Prime Minister proposes to allow localities to advance funds from local funds to support housing for people with revolutionary contributions, ensuring that they are within the total approved number of houses and reported funds. The Prime Minister shall preside over the submission to the Government and the Government to allocate housing support funds for people with revolutionary contributions and relatives of martyrs for localities to implement.
Ministry of Construction Take the lead and coordinate with relevant ministries and agencies to propose amendments and supplements to the guiding documents on housing support levels under the two national target programs to ensure consistency with the general support level of the Program; to be completed in May 2025. Localities that have completed the target of eliminating temporary and dilapidated houses will continue to review, while localities that still have temporary and dilapidated houses will speed up the progress to complete before October 31, 2025.
The Prime Minister stated that completing the elimination of temporary and dilapidated houses by 2025 is a very meaningful but also very heavy but extremely glorious task, a mission, a sentiment of the heart, conscience, responsibility to the community, requiring the participation with high determination of the entire political system, business community and people of the whole country.
The Prime Minister suggested continuing to promote the spirit of "special times, special spirit, special efforts to create special results", "more speed and boldness", "determination to fight, determination to win", and upholding responsibility before the Party, State and people to implement the Program and complete the set goals./.
