On the morning of August 5, at the Government Headquarters, under the chairmanship of Prime Minister Pham Minh Chinh, the Government held a regular meeting in July 2023 to assess the socio-economic situation in July and the first 7 months of 2023; socio-economic recovery and development program; allocation and disbursement of public investment capital; and implementation of 3 national target programs.
The Government listened to reports and discussed the review and synthesis of the need to adjust the 2023 central budget investment plan among ministries, central agencies and localities; the results of handling local recommendations and proposals sent to the Working Group of Government members working in the locality.
Attending the meeting were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Tran Luu Quang; Ministers, Heads of ministerial-level agencies, Government agencies; representatives of leaders of Central Party Committees and agencies, and the National Assembly.
In his opening remarks, Prime Minister Pham Minh Chinh emphasized that we have passed the first month of the third quarter. In the context of the international and regional situation continuing to develop complicatedly, difficulties and challenges continue to outweigh opportunities and advantages.
In the world, growth remains low while consumer demand remains weak, protectionist barriers are increasing… Many countries continue to maintain tight monetary policies; public debt pressure, bad corporate debt, risks in financial, monetary, and real estate markets remain high in some countries; some new risks and challenges to global food security have emerged.
Extreme weather conditions occur in many places, with widespread droughts, storms, floods, and natural disasters in many countries.
Domestically, there are more difficulties and challenges than opportunities and advantages, when under double impact, having to withstand pressure from both inside and outside, handle current problems, and overcome difficulties that have existed for many years.
In that context, all levels, sectors and localities have made outstanding efforts, resolutely, synchronously and focusedly implementing the proposed tasks and solutions.
Thereby, in July and 7 months of the year, we basically achieved the general goals of 2023 with the results of each month better than the previous month, each quarter better than the previous quarter. However, there are still shortcomings, limitations, difficulties and problems.

According to the Prime Minister, entering August, although the world and domestic situation is forecast to still have many difficulties and challenges, our country's economy has shown very positive signs and prospects on a good macro foundation.
In August, there are many events, including the 78th anniversary of the August Revolution, but it is also a time when storms and natural disasters often occur; there are many tasks and work, both regular and unexpected, and backlogs to handle.
The Prime Minister requested delegates to focus on discussing, evaluating comprehensively, analyzing carefully and objectively; clearly stating what has been done well to continue promoting and doing better, what has not met requirements, stating objective and subjective reasons, and lessons learned.
Along with that, the delegates identified and forecasted the context and situation in the coming time; from there, they proposed key solutions, key points, and breakthroughs in August, the remaining months of 2023 and the coming time. In particular, the delegates needed to contribute their opinions to the draft Resolution of the Session for completion and implementation.
