On November 23, Prime Minister Pham Minh Chinh attended the third session of the G20 Summit themed "A fair and just future for all", chaired by South African President Cyril Ramaphosa, G20 Chair 2025.
At the conference, the Prime Minister and other leaders discussed emerging issues of strategic significance to the development of countries, especially strategic minerals, sustainable employment, and artificial intelligence.

The general assessment is that along with the trend of green transformation and digital transformation, the demand for strategic minerals is also increasing; however, most developing countries have not received the benefits they deserve from their resources due to a lack of investment resources and technology. Accordingly, the leaders agreed to implement the G20 Strategic Minerals Framework to strengthen international cooperation, ensuring a sustainable, transparent, safe and stable strategic mineral supply chain.
Speaking at the Discussion Session, Prime Minister Pham Minh Chinh welcomed South Africa's choice of the theme "Strategic Minerals, Sustainable Jobs and Artificial Intelligence", which reflects the three major movements of the world today: Green transformation, digital transformation and demographic-labor transformation.
The Prime Minister pointed out that the explosion of science and technology, especially artificial intelligence, is reshaping production methods and the international division of labor, creating huge demand for energy and strategic minerals. This is an opportunity for countries to make a breakthrough, but also carries many potential risks of supply chain disruption and governance lag, requiring a joint global effort, especially the pioneering role of the G20.

To contribute to creating a fair, equal and just future for nations and all people globally, the Prime Minister shared three strategic priorities:
Firstly, building a fair, equal, stable, transparent strategic mineral partnership with "harmonious benefits and shared risks", striving to promote cooperation, form and diversify sustainable mineral supply chains, develop deep processing, high-tech, recycling industries and quality, sustainable jobs that meet environmental, social and governance standards.
Second, create a breakthrough in training high-quality human resources associated with developing a modern, effective and sustainable job market. The Prime Minister called on the G20 to prioritize support and create favorable conditions for developing countries to participate in and benefit from educational cooperation initiatives; minimize barriers, promote cooperation; connect regional and global labor markets; build strategies, policies, programs and projects to train high-quality human resources, create jobs for young people, and train skilled workers to meet the requirements of rapid and sustainable development.
Third, build and develop an artificial intelligence ecosystem for humans, not to replace humans. The Prime Minister proposed that the G20 take the lead in building a set of fair, transparent, inclusive, safe, and humane AI governance standards, with humans at the center; support developing countries in building digital infrastructure, databases, technology ecosystems, governance, and exploitation of artificial intelligence for safe, inclusive, and sustainable development.
With the motto of "listening and understanding together; believing and acting together; developing and enjoying together", Prime Minister Pham Minh Chinh affirmed that Vietnam is ready to cooperate closely with G20 and the international community to implement the above strategic priorities through specific and practical cooperation programs and projects, contributing to bringing prosperity to countries and all people.
The Prime Minister's comments were welcomed and highly appreciated by the conference.

The conference also affirmed that sustainable, high-quality employment is a key objective of economic growth and should play a central role in industrial policy. Leaders committed to promoting policies to create sustainable jobs, expand learning and vocational training opportunities for young people, especially those groups with limited access to development opportunities; and set a target of reducing by 5% the proportion of young people aged 15-29 who are not in education, employment or training by 2030.
Regarding artificial intelligence governance, the leaders agreed to focus on protecting human rights, transparency, fairness, accountability, ethics, privacy protection, data and data governance; and highly appreciated the role of the United Nations and other relevant forums in promoting international cooperation on artificial intelligence.
The summit also welcomed the AI for Africa Initiative, which aims to strengthen cooperation between the G20 and the African Union on artificial intelligence. The summit adopted a joint leaders' statement and transferred the G20 presidency from South Africa to the United States.
The participation of the high-ranking Vietnamese delegation led by Prime Minister Pham Minh Chinh actively contributed to the overall success of the conference, while highlighting the image of a dynamic Vietnam, rising strongly, proactively and actively contributing to peace, cooperation and development in the region and the world.
