Prime Minister: The Autumn Economic Forum is a place for intellectual convergence and benefit sharing.

Prime Minister Pham Minh Chinh emphasized the role of the Autumn Economic Forum 2025 in promoting green and digital transformation and international cooperation for sustainable development.

On the afternoon of November 26, continuing the program of the Autumn Economic Forum 2025, Prime Minister Pham Minh Chinh attended the program "60 minutes with the Prime Minister" with a dialogue with Managing Director of the World Economic Forum (WEF) Stephan Mergenthaler on the topic "Dual transformation from strategy to action - Shaping Vietnam in the era of rising up;" and delivered a speech summarizing the forum.

Increase resistance to external impacts

When asked to share about the journey from the past and the biggest motivation for Vietnam to achieve the goal of becoming a developed industrial country by 2045, Prime Minister Pham Minh Chinh said that Vietnam has gained independence and freedom for 80 years, but has gone through a long period of wars, sieges, embargoes, with much pain and loss.

Vietnam does not forget the past, but does not live for the past, but puts the past behind, respects differences, exploits commonalities, and looks to the future. From there, Vietnam is ready to be a friend and reliable partner with all countries, and in fact has been a partner with all major countries in the world .

Building the country from the ruins, with an agricultural economy, poor and backward, but it is agriculture that helps Vietnam eliminate hunger and reduce poverty; industry helps Vietnam become a developing country with an upper middle income; Vietnam determines that in the coming time, science and technology will help Vietnam become a developed industrial country with a high income by 2045. Although this goal is extremely difficult, with "far-sighted vision, broad-mindedness, deep thinking, and big action," Vietnam is determined to achieve it.

In response to the coordinator's request to clarify the Prime Minister's sharing at the recent G20 South Africa 2025 Summit, which is Vietnam's resilience to external impacts, the Prime Minister said that the world is currently facing many challenges including polarization, fragmentation, strategic competition, conflict, non-traditional security, climate change, epidemics, population aging, resource depletion, cyber security, the development of artificial intelligence...

Besides, the trend of peace and cooperation is still dominant; the world also operates itself to adapt and unite to respond; in particular, science, technology and innovation help the world respond better and achieve many achievements and developments.

Vietnam has overcome challenges and developed as it is today because Vietnam has the leadership of the Communist Party of Vietnam; has strength from the people and businesses; has great national unity; combines national strength and the strength of the times; and firmly follows the path of independence, self-reliance, and moving towards socialism.

Regarding the proposal to share the dual strategy of “digital transformation - green transformation” for Vietnam to develop sustainably, Prime Minister Pham Minh Chinh said that digital transformation - green transformation is an objective requirement, a strategic choice, and a top priority for Vietnam to develop rapidly and sustainably; these are two parallel sides of a process.

To achieve digital transformation and green transformation, we must first raise awareness, transform it into action and with specific, feasible and effective solutions; perfect institutions, turn institutions into national competitive advantages; have green infrastructure, digital infrastructure; have human resources and smart governance.

In particular, there must be resources for green transformation and digital transformation. Accordingly, Vietnam identifies that State resources have a leading, guiding, and activating role, and there must be a mechanism to mobilize all social resources, especially public-private partnerships, to serve development, both internal and external resources.

Responding to a question from WEF Executive Director Stephan Mergenthaler about the role of small and medium-sized enterprises and startups in Vietnam's development process, Prime Minister Pham Minh Chinh said that in the development process, Vietnam mobilizes the total strength of the entire society, including small and medium-sized enterprises along with large enterprises and foreign-invested enterprises, because in Vietnam, small and medium-sized enterprises account for 95-97% of enterprises, contributing greatly to the budget, especially in creating jobs for a large number of workers.

The Politburo of the Communist Party of Vietnam has issued Resolution 68 on private economic development, including small and medium-sized enterprises. Accordingly, Vietnam has preferential and supportive policies and mechanisms for this business sector to develop and contribute to the country's development.

In addition, Vietnam also pays great attention to start-up businesses, organizes annual start-up festivals, and has programs to support legal, resource, thinking, methodology, and ways of doing things for young people to participate in starting a business. Currently, start-ups and innovation are becoming a movement and trend among Vietnamese youth.

With the coordinator's request to share the Prime Minister's long-term vision for a developed ASEAN in the global economy, the Prime Minister said that Vietnam's development is inseparable from the development of ASEAN and the world.

ASEAN is considered a dynamic region and the center of growth in the world. ASEAN is a region of solidarity and unity in diversity, maximizing the core values ​​and culture of ASEAN countries. ASEAN's vision is also the vision of the times, which is to develop rapidly but sustainably, becoming a developed region by 2045.

To achieve the above goals, ASEAN must maintain solidarity and unity within the bloc; share, cooperate and connect to exploit outstanding opportunities, competitive advantages and different potentials of each country and the whole region; ASEAN must combine and progress with the times, taking science, technology and innovation as the main driving force; maximize ASEAN's cultural diversity, increase cultural enjoyment for the people; promote cooperation between ASEAN and other regions and the world, seek support and assistance from the international community, and at the same time, ASEAN also contributes to world peace, cooperation and development.

When the WEF Executive Director said that the upcoming WEF Davos will have the theme of dialogue and asked the Prime Minister to share Vietnam's views and role in promoting the spirit of dialogue in the world, Prime Minister Pham Minh Chinh welcomed and highly appreciated the theme of the upcoming WEF Davos; saying that in today's world, dialogue plays an increasingly important role in effectively resolving all issues without causing conflicts of interest or harm to all subjects. For dialogue to be successful, it is necessary to activate the common values ​​of all peoples in the world; dialogue must be based on fairness, respect, and mutual understanding.

Vietnam pursues an independent, self-reliant, diversified, and multilateral foreign policy, is a friend of all countries, a good friend and reliable partner of all nations, and is a responsible member for the goals of peace, cooperation, and development in the world.

Vietnam is ready to act as a bridge for countries and entities to dialogue with each other. For example, Vietnam was once the venue for the US-North Korea Summit, and every time it met with the Russian President or the Ukrainian President, Vietnam always raised the issue of negotiation and dialogue.

Vietnam is ready to build programs and act as a bridge for dialogue on world issues. In particular, with the spirit of dialogue, Vietnam does not forget the past, but puts it aside and looks to the future; ready to join WEF in promoting dialogue for peace, cooperation and development.

Sharing about the provisions for young people in the technology era, the Prime Minister affirmed that the movement of the country is also the movement of every citizen in the country.

Recently, the Politburo of the Communist Party of Vietnam has issued many strategic resolutions as the foundation for guidelines and policies to, together with the Resolution of the 14th National Congress, bring the country into a new era. In particular, Vietnam identifies people as the center, subject, driving force, and resource of development, including young people. Vietnam raises awareness of the role of young people; has institutions for young people to freely create and contribute; creates a knowledge foundation for young people; supports young people to start businesses and innovate; supports young people when they have difficulties in human resources; protects and helps young people when they have difficulties or risks; creates space for young people in Vietnam to connect with young people around the world to share and develop together...

The dialogue between the Prime Minister and the WEF Executive Director was highly appreciated and enthusiastically responded to by the Forum.

According to the Prime Minister, after 2 days of intensive work and a series of events, the Autumn Economic Forum 2025 with the theme "Green transformation in the digital age" was a great success with many special marks. In particular, the Forum has a historical significance: For the first time, Vietnam coordinated with the World Economic Forum to organize, creating the premise for it to become an annual Autumn Economic Forum in Ho Chi Minh City. The participation of the World Economic Forum's leaders and a large number of invited delegates affirmed Vietnam's support for this initiative.

The Forum has an impressive scale and stature, with more than 1,500 delegates, nearly 100 international delegations; 10 Industrial Revolution 4.0 centers and more than 75 science, technology and innovation centers worldwide. The participants are comprehensive, from young people, start-ups, small and medium enterprises, global corporations, from central governments to local governments at home and abroad.

The forum focused on two transformations that are strategically important to the development of all countries, two transformations that are shaping the future of humanity: digital transformation and green transformation; which were highly appreciated by all delegates and they were very enthusiastic about this topic.

The participation and speeches were very intellectual and enthusiastic, the atmosphere of exchange was very practical, effective and responsible; and importantly, the spirit of determination, excitement, consensus, and looking towards the future created great inspiration and motivation.

Appreciating the proactiveness, dynamism and creativity of the Party Committee and the Government of Ho Chi Minh City; the close coordination of ministries and branches; and the effective accompaniment of the World Economic Forum (WEF) to have a very successful Autumn Economic Forum 2025, the Prime Minister said that there are 5 very important points of convergence of awareness.

The forum shares a common understanding of the world. In a volatile, "flat" but also very "thorny" world, with global, all-people, comprehensive issues and challenges, we all agree on further strengthening solidarity, cooperation, dialogue; promoting multilateralism, international law, consolidating and promoting the spirit of international solidarity to jointly solve common challenges of the times.

Participants of the Forum agreed that green transformation and digital transformation are two fundamental elements that constitute an inevitable and irreversible trend; dual transformation (green and digital) has become an objective requirement, a strategic choice and a top priority for countries to develop rapidly and sustainably.

Delegates attending the Forum all shared the "3 key levers" to promote digital transformation, green transformation, and sustainable development in the coming time: Institutions, resources, and innovation.

According to the Prime Minister, the Forum agreed on the approach of putting people at the center; people are the subject, the goal, the driving force, and the resource for development; development must bring a prosperous and happy life to the people. Green transformation and digital transformation must be for people; technology and artificial intelligence must serve people and not replace people.

The delegates all expressed their appreciation, support and willingness to accompany and cooperate with Vietnam in the new development path. Vietnam will continue to be a reliable and responsible partner of the international community, contributing to peace, stability and common development of humanity, and continue to be a safe and potential destination for foreign investors, in the spirit of 'harmonious benefits and shared risks.'

The Prime Minister summarized the results of the Forum: "Converging intelligence, strengthening trust, increasing solidarity, greening the digital world in harmony, looking towards the future, sharing benefits."

To turn vision and common perceptions into practical actions, with the spirit of "if said, do; if committed, must implement," "don't say no, don't say difficult, don't say yes but don't do," the Prime Minister requested ministries and central agencies to seriously study and absorb the opinions and proposals of delegates at the Forum; on that basis, urgently review and synchronously complete the institutional and legal system; promptly issue outstanding incentive mechanisms and policies to encourage investment in green technology and digital technology. In particular, promote administrative reform, reduce administrative procedures and business conditions, and create all favorable conditions for businesses and investors.

The Prime Minister directed Ho Chi Minh City to promptly issue a detailed Action Plan to implement the Forum's commitments. It is necessary to promote the spirit of self-reliance, self-reliance, proactiveness, creativity, "dare to think, dare to do." Be ready to pioneer in becoming a "laboratory" (sandbox) for green economic models, green finance, and smart cities.

Other localities need to build a green transformation roadmap suitable to their comparative advantages, distinct potentials, outstanding opportunities, competitive advantages, creating green links and green economic corridors.

Prime Minister Pham Minh Chinh requested the business community - the pioneering force for development - to continue promoting the spirit of innovation, changing business thinking, boldly investing in research and development (R&D), technological innovation, applying new economic models; improving governance capacity and preparing for green standards of international markets. At the same time, actively participate in the policy-making process with the Government.

The Prime Minister also asked scientists, experts, and all the people to continue promoting the spirit of solidarity, unity, cooperation, intelligence and innovation. Research institutes and universities must be the cradle of innovation, promoting applied research and training high-quality human resources.

Every citizen needs to constantly raise awareness and actively participate in the green transformation and digital transformation process. Every small action such as saving energy and green consumption will also contribute to creating a big change in awareness and behavior throughout society.

For partners, international organizations and WEF, the Prime Minister proposed to continue to accompany and support Vietnam in the spirit of "substantive, sincere and effective" cooperation to have more effective forums for exchange on common development issues; accompany Vietnam to become the "green-digital laboratory" of the region; continue to share knowledge and advanced management experience; provide specific support in preferential finance, high technology transfer and technical assistance to Vietnam.

According to the Prime Minister, the greatest success we have achieved in organizing the Autumn Economic Forum 2025 is making the Forum a starting point for a long-term, sustainable and strategic cooperation journey, bringing benefits to all countries and international partners.

This is also Vietnam's policy in the New Development Era, as directed by General Secretary To Lam: "Vietnam is in a new mindset, eager and ready to participate and contribute more actively and responsibly to global politics, the world economy and human civilization."

Emphasizing that Vietnam is facing a historic opportunity for breakthrough development, in which the dual transformation revolution (green and digital) is a long journey with many challenges, but there is no other way, Prime Minister Pham Minh Chinh hopes and believes that Ho Chi Minh City in particular will overcome all challenges, rise up and make a strong breakthrough in the new era, become an "international megacity", contribute significantly to the prosperous development of Vietnam and continuously make positive contributions to peace, cooperation and sustainable development of the region and the world./.
