On the afternoon of August 18, at Hoa Lac Hi-Tech Park (Hanoi), Politburo member and Prime Minister Pham Minh Chinh attended the opening ceremony of National Data Center No. 1 and officially put into operation the National Database system at the Center.
The event was organized by the Ministry of Public Security . Also attending were Politburo member and Minister of Public Security, Senior General Luong Tam Quang; Party Central Committee member and Deputy Prime Minister Nguyen Chi Dung; representatives of the Central Party Committee, Government Party Committee; leaders of central departments, ministries, branches and agencies.
Resolution No. 175/NQ-CP, dated October 30, 2023 of the Government affirmed that the National Data Center is an important pillar serving the national digital transformation process; a place to gather information and aggregated data from national databases and become a center for integrating, synchronizing, storing, sharing and coordinating information, analyzing data on people and national aggregated data.
The center has high availability and stability, operates continuously 24/7; has the ability to ensure data security, information security, and network security at the highest level; is deployed in an open direction, develops utility services, and adds value, increasingly meeting the needs of data integration, collection, storage, sharing, and analysis.
After nearly 2 years of implementation, the Ministry of Public Security has completed the construction of the National Data Center No. 1 at Hoa Lac High-Tech Park, with a system of synchronous and modern equipment, meeting the requirements, including the Data Exploitation and Analysis Center; Innovation Center; Data Storage Center...
Together with the National Database system here, the Center is considered the "heart" of digital transformation, the "brain" of the era of growth and prosperity; in line with the spirit of Resolution 57-NQ/TW recently issued by the Politburo, which is being strongly implemented.
At the ceremony, the Prime Minister and delegates were introduced to 21 platforms, digital products, and core utilities developed to build a "national digital ecosystem" from centralized data such as the national data sharing and coordination platform; National Public Service Portal; Information System serving the direction and administration of the Government and the Prime Minister; Data Platform...
The National Data Center under the Ministry of Public Security was officially put into operation immediately to serve Party, State, Government agencies, people and businesses in handling administrative procedures, directing and operating, developing the digital economy and digital society, bringing core values.
In the coming time, the Ministry of Public Security will focus on both operating National Data Center No. 1 and building National Data Centers No. 2 and No. 3 according to the set roadmap.
Speaking at the event in the atmosphere of the whole country preparing to celebrate the 80th anniversary of the successful August Revolution and National Day September 2, the 80th anniversary of the People's Public Security Forces' Traditional Day, Prime Minister Pham Minh Chinh happily shared the process of drastic direction, from the end of 2023, the Prime Minister assigned the Ministry of Public Security to build the National Data Center and after a short time, the construction of the Center has been completed and the National Data Center's Database System has been officially put into operation, demonstrating trust in the right place, heart in the right person.
The Prime Minister said that science, technology, innovation and national digital transformation are inevitable trends, strategic choices, objective requirements, and the cause of the entire Party, army and people, contributing to realizing the aspiration of building a strong and prosperous country with a prosperous and happy people, as General Secretary To Lam has directed.
Appreciating the Ministry of Public Security and relevant agencies for their creativity and innovation in organizing the Opening Ceremony with the way of presenting reports, experiencing the utilities and investment efficiency of the Project in a visual and vivid way; demonstrating the position and importance of the National Data Center and the Database System in the national digital transformation, the Prime Minister said that building the National Data Center is an important task of the strategy for developing digital infrastructure and digital Government.
The National Data Center covers an area of over 20 hectares, is one of the largest data centers in Southeast Asia; is the first national center to be granted the highest level of international certification; meets disaster resilience and high levels of security and safety.
With the direct and drastic direction of the Government and the Ministry of Public Security, the effective participation of ministries, branches and contractors with high determination, great efforts, drastic actions, close adherence to the scene, working with the spirit of "overcoming the sun, overcoming the rain, not losing to the wind and storms," "only discussing work, not discussing retreat," "not enough work during the day, working at night," "eating and sleeping urgently," "working continuously 24/7," "3 shifts, 4 teams," "taking advantage of every hour, every minute," standing side by side, overcoming all difficulties and challenges, "turning nothing into something, turning difficult into easy, turning impossible into possible"; speeding up the construction to complete phase 1 of the project in more than 9 months, meeting all requirements; at the same time saving the state budget nearly 1.2 trillion VND.
Praising the spirit and determination of the Ministry of Public Security, especially the leaders of the Ministry and the leaders of Department 12 who have always closely followed, directed and directly operated at the construction site; the construction contractors, machinery and equipment suppliers have made outstanding efforts to complete the Project on schedule and ensure quality, the Prime Minister emphasized that the National Data Center Project and the National Data Center Database System being put into operation have special significance in many aspects of economy, politics, society, security and defense.
In particular, the Project has strategic significance in contributing to promoting national digital transformation, developing digital economy, digital society, digital human resources and digital citizens; demonstrating will, belief and strength with the spirit of "Nothing is impossible, only determination to do", "Dare to think, dare to do, dare to take responsibility and know how to do well, enthusiastically and creatively to succeed."
The project has enhanced the role, prestige and position of the Public Security sector, the shock force, the pioneer in the national digital transformation process. Demonstrating confidence, courage, intelligence, creativity, improving while doing, innovating while doing, learning from experience while doing, not being perfectionist, not being hasty.
The project demonstrates the aspiration, confidence, bravery, and values of the Vietnamese people in general and the police force in particular, with the spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible", the spirit of innovation, creativity, self-reliance, and strong determination to overcome, demonstrating "Vietnamese Will - Vietnamese Intelligence - Vietnamese Aspiration."
Pointing out that the important thing is that when the Project is put into operation, people and businesses will benefit, saving time in carrying out administrative procedures and related work, promoting production and business development, bringing happiness and prosperity to the people, Prime Minister Pham Minh Chinh said that through the implementation of the Project to build the National Data Center, many valuable lessons have been learned in the management and organization of large projects that can be applied in the future.
These include lessons on leadership, management, and command; promoting the combined strength and mobilizing the participation of the entire political system, the police force, and businesses; the tireless efforts, proactiveness, and bravery of the police force and the close and effective coordination of ministries, branches, localities, and businesses; arousing national pride, timely encouragement, rewards, and creating an enthusiastic working atmosphere, all for the benefit of the nation and the people.
Note that the completion of the construction of National Data Center No. 1 and the official operation of the National Database System at the new Center are initial results; to continue building National Data Centers No. 2 and No. 3 and promoting the value of the National Data Center in the coming time, the Prime Minister requested that with its role as a creator and pioneer, the National Data Center must be the "heart" of national digital transformation, must be a pioneer in connecting, sharing, and opening data, creating a safe and reliable data ecosystem so that all components of society can exploit and use it effectively.
The Center must identify data as a strategic resource; a new national resource, playing a key role in policy making, rapid and sustainable socio-economic development, ensuring national defense, security and enhancing national competitiveness with the spirit of "A unified system, a single data, a seamless service".
The National Data Center must be built to meet advanced, synchronous, and modern international standards; apply security and safety standards at the highest level; and develop artificial intelligence, especially Vietnamese artificial intelligence.
With the viewpoint that people are the decisive factor, the Prime Minister pointed out that the officers and soldiers of the National Data Center need to have a warm, enthusiastic heart and an intelligent, creative mind and always innovative thinking; taking people and businesses as the center so that all activities of the National Data Center are aimed at serving the interests of people and businesses and serving socio-economic development and protecting the Fatherland.
He said that in the coming time, our country will enter a new era, an era of rising to wealth and prosperity, realizing the two 100-year goals, and it is impossible not to develop science, technology, innovation, and digital transformation, of which the National Data Center is the heart. "The Party has directed, the Government has agreed, the National Assembly supports, the people agree, and the Fatherland expects, so we only need to discuss and do, not back down," the Prime Minister emphasized.
Assigning specific tasks to ministries, branches and agencies in developing the National Data Center; ensuring human resources; ensuring operating costs; technical standards and regulations and promoting international cooperation to develop and promote the effectiveness of the National Data Center..., Prime Minister Pham Minh Chinh believes that with high political determination, a spirit of solidarity, creativity and a strong desire for development; the initiative, determination and efforts of the Ministry of Public Security and officers and soldiers of the National Data Center will continue to promote the achieved results, overcome difficulties and challenges to become a vanguard soldier on the digital transformation front; continue to uphold and enhance the noble qualities of the People's Public Security soldier "Forgetting oneself for the country, serving the people", worthy of the trust and love of the Party, State and people./.
