Prime Minister: Absolutely no power shortage in any case

Báo Dân tríBáo Dân trí28/10/2023

This afternoon, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with relevant ministries, branches and agencies on solutions to ensure electricity supply for production, business and consumption in the last months of 2023 and in 2024.

According to the Ministry of Industry and Trade , electricity supply in the first 10 months of this year was basically guaranteed. However, in some periods in late May and early June, the Northern region faced power shortages due to unusual drought and extreme heat.

Demand for electricity has increased dramatically and for a long time. The total electricity output produced and imported by the entire power system in 2023 is estimated to reach 280.6 billion kWh, an increase of 4.6% over the same period in 2022, reaching 98.6% of the plan.

To meet the socio -economic development plan for 2024, the balance of electricity supply and demand in 2024 can increase electricity load from 6% to 8.96%. The power system is sufficient to meet the socio-economic development needs in most scenarios.

However, in an extreme scenario, when electricity demand is high and extreme hydrological conditions are low, the northern region may experience power shortages.

After listening to the opinions of leaders of ministries, sectors and enterprises, speaking at the meeting, Prime Minister Pham Minh Chinh especially emphasized the requirement that the Ministry of Industry and Trade, Vietnam Electricity Group (EVN), Vietnam Oil and Gas Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV), and related units and enterprises must ensure sufficient electricity supply for production, business and people's daily life, and must not let power shortages occur.

Concluding the meeting, Prime Minister Pham Minh Chinh directed many short-term and long-term solutions related to five important aspects of electricity, including power sources, power transmission, power distribution, economical and efficient use of electricity, and research on appropriate electricity prices.

The Head of Government has assigned many specific tasks to each relevant ministry, branch and agency, requiring agencies, units and heads to proactively and effectively implement their functions, tasks and powers based on the principle of absolutely not allowing power shortages in any case.

In particular, the Prime Minister assigned the Ministry of Industry and Trade and the State Capital Management Committee to direct and approve the Vietnam Electricity Group to develop detailed scenarios on electricity supply for each quarter and each period, especially during the dry months, ensuring feasibility, efficiency and high predictability.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to direct ministries, branches and units to review and urgently handle current difficulties and problems in electricity-related issues. If they are beyond their authority, they must report to competent authorities for consideration and decision.
