Prime Minister 'urges' Ministry of Transport to speed up expansion of 2-lane highway

Prime Minister Pham Minh Chinh has just sent a telegram to the ministers of Public Security, Transport, Planning and Investment, Finance, Science and Technology, Natural Resources and Environment, Agriculture and Rural Development; and chairmen of local People's Committees... urging to speed up investment measures to expand the highway to 2 lanes.

Accordingly, up to now, the whole country has put into operation nearly 1,900 km of expressways, and is striving to have over 3,000 km of expressways by 2025.

The capital demand for investment in the expressway system is huge, while resources are limited. Therefore, the Ministry of Transport and localities have proposed investing in a number of expressways in stages.

The early operation of expressways has contributed to promoting socio -economic development. However, the operation of expressways with a divergent scale still has some limitations such as potential risks of traffic insecurity, traffic congestion, and traffic accidents. A typical example is the accident that occurred on February 18 on the Cam Lo - La Son expressway.

Prime Minister Pham Minh Chinh requested to review two-lane highways.

To overcome this situation, the Prime Minister requested the Minister of Transport to direct relevant agencies to immediately study solutions to organize traffic reasonably, scientifically, effectively and best control traffic activities.

In particular, preside over and coordinate with relevant localities to urgently study investment plans and upgrade expressways that have been invested in phases to reach the scale of complete expressways.

In particular, focus on investing as soon as possible in 2-lane expressways. At the same time, review and supplement infrastructure works on the route (such as intelligent traffic systems, rest stops, etc.); report to the Prime Minister in March.

Urgently coordinate with the Ministry of Science and Technology to develop and promulgate National Technical Regulations on expressways in the first quarter of 2024, as a basis for organizing planning, design, investment management, construction and safe and effective operation of expressways.

Chairmen of People's Committees of localities urgently study and propose investment plans to upgrade expressways that have been and are being invested in according to a phased scale, and send them to the Ministry of Transport before March 15.

The Chairman of the State Capital Management Committee at Enterprises directed the Vietnam Expressway Corporation (VEC) to urgently research and propose investment plans to upgrade the expressways under its management and exploitation in phases.

The Prime Minister also assigned the Minister of Planning and Investment to proactively coordinate and propose capital allocation to soon invest in upgrading the expressways in operation according to a phased scale.

The Ministry of Public Security directed to strengthen propaganda, inspection, control, and strict punishment of acts causing traffic insecurity and violations of traffic laws; coordinate with the Ministry of Transport to continue reviewing "black spots" and potential traffic accident spots to have timely solutions to overcome and minimize unfortunate traffic accidents.

Currently, there are still many incompletely invested expressway sections with 2 lanes without a hard median, or 4 standard lanes without an emergency lane, such as Cam Lo - La Son, Noi Bai - Lao Cai, Cao Bo - Mai Son, Mai Son - National Highway 45...
