On the afternoon of November 14, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting with ministries, branches and An Giang province on implementing infrastructure projects in preparation for the APEC Summit in 2027.
Also attending were Deputy Prime Minister Tran Hong Ha; leaders of several central ministries, branches and An Giang province; and leaders of relevant corporations.
To serve the APEC 2027 Conference, An Giang province proposed and was approved to implement 21 infrastructure projects in Phu Quoc special economic zone, with a total estimated capital of 137,000 billion VND, including 10 projects with a capital of more than 20,000 billion VND of public investment and 11 projects with a capital of more than 116,000 invested under the public-private partnership (PPP) method.
Projects include: traffic routes and connecting traffic; maritime passenger ports, airports; undergrounding and digitizing electricity and telecommunications infrastructure systems; lakes and freshwater supply systems; wastewater and waste drainage and treatment projects; urban beautification; construction of conference centers; resettlement areas, mixed-use urban areas, etc.
It is reported that up to now, the province has selected investors for 7 non-budget projects, approved and selected contractors for construction and installation of 8 public investment projects. The leaders of An Giang province committed to completing works and projects within the functions and tasks of serving the APEC 2027 Conference.
However, there are still some problems related to mechanisms and policies as well as delays in handing over some construction and project items to investors, affecting the overall progress of investment and infrastructure development to serve the APEC 2027 Conference.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized that the implementation of projects and works serving APEC is of important and urgent significance, and has received great attention from the leaders of the Party, State, Government, and Prime Minister in directing the removal of difficulties and obstacles, creating favorable conditions to speed up the progress of project implementation.
The Prime Minister has established a specialized working group and assigned a Deputy Prime Minister to be in charge of its implementation.
Up to now, the work is basically being actively implemented; achieving initial results, creating a premise to promote the progress of project implementation in the coming time. There is still a lot of work ahead, while time is short, so Prime Minister Pham Minh Chinh requested relevant ministries, branches and An Giang province to join hands and resolutely participate according to their functions, tasks and powers to implement works and projects to ensure progress, if there are issues beyond their authority, they must report to competent authorities for consideration and decision.
For 10 projects and works that still have difficulties and problems, the Prime Minister assigned An Giang province to be the investor of the projects: construction of a wastewater treatment plant in the form of investment and business, in case of problems, it will be implemented in the form of public investment, completing procedures in November 2025; urban railway project in the form of public-private partnership (PPP), ensuring "harmony of benefits and risk sharing".
Requesting An Giang province to implement investment projects in the form of build, transfer (BT) and build, operate, transfer (BOT) according to its authority, and report to the Government beyond its authority, completing all procedures by November 2025. The Prime Minister also assigned An Giang province to be the investor of investment projects in the form of public investment such as: main road projects; freshwater lakes; digitalization and undergrounding of optical cables; urban beautification projects, ensuring that Phu Quoc special economic zone must be bright, green, clean and beautiful.
The Prime Minister directed the Vietnam Electricity Group to urgently supplement the power source for Phu Quoc, ensuring stable and quality power supply. An Giang province urgently completed the International Maritime Passenger Port project to welcome international visitors by sea.
Regarding the handling of aviation infrastructure assets of the Airports Corporation of Vietnam (ACV) at Phu Quoc International Airport, the Prime Minister requested to apply appropriate current laws, transfer land and assets on land, on the principle of not losing State assets and not allowing corruption and negativity to occur; promptly upgrade the airport to welcome the APEC Summit 2027.
Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Nguyen Chi Dung to be directly responsible for directing ministries, branches, agencies, enterprises and An Giang province to carry out tasks, in the spirit of "all for the national interest, for the people's interest"./.
