Prime Minister: 'Sitting at a desk, you cannot create policies'

Emphasizing that the development of policy mechanisms must come from practice, Prime Minister Pham Minh Chinh requested Hanoi to pioneer in digital transformation, building a digital society and digital citizens.
On the morning of June 28, Prime Minister Pham Minh Chinh attended the preliminary review of the first 6 months of 2024 of the Hanoi People's Committee's Project 06 and evaluated the results of the pilot project of creating electronic health records and issuing criminal records on VNeID, and announced the operation of platforms and applications of Project 06.
In recent times, Hanoi has achieved many outstanding results in implementing Project 06. Up to now, more than 6.5 million citizens of the capital have citizen identification cards (CCCD), updated in the National Population Database... Hanoi has also piloted the construction of an Electronic Health Record system; connecting and sharing people's health data with the application "Digital Capital Citizen" - convenient for looking up personal health data on indicators, risk factors, previous medical examination and treatment results (about 1.77 million data ready and continuing to be updated...). Especially changing the habit of communication between people - businesses with administrative agencies. People and businesses have completely changed their perception from coming to administrative agencies as "mainly administrative" to "providing services" and changing from "having to come directly" to "using technology" to resolve requests. Having just returned from WEF Dalian (China), in his speech at the conference, Prime Minister Pham Minh Chinh emphasized that digital transformation is an inevitable trend in the current era. Over 1,700 delegates attended the opening session of WEF Dalian, in which Vietnam and Poland were invited to co-chair with Chinese Prime Minister Li Qiang. Recalling the co-chaired discussions with leaders at WEF Dalian, the Prime Minister shared important factors of digital transformation, innovation, green economy , and circular economy. "I call on the whole country, ministries, and local sectors to continue promoting rapid and sustainable growth, based on digital, scientific, innovation, and entrepreneurship," the Prime Minister said. One of the new points of digital transformation nationwide in the past two years is Project 06. The Government identifies this as the key to national digital transformation, changing the way of life, thinking, and approach, serving the production and business of enterprises and people's lives. The Government has also requested Hanoi to urgently submit for approval the Hanoi Capital Planning to 2030. Note that one of the key tasks is digitalization, aiming to build the capital as a green, livable city; creating a spillover effect for the capital to other regions, inspiring and motivating other localities.
The Prime Minister and leaders of Hanoi, ministries and branches pressed the button to operate some applications of Project 06 in the city.

Regarding the results of implementing Project 06, the Prime Minister highly appreciated Hanoi's determination and efforts. In addition, the head of the Government also requested to continue promoting decentralization, delegation of power, and improving implementation capacity. The most important goal is to facilitate people. "Sitting at a desk cannot create policy mechanisms, we have to work hard to create policy mechanisms. We have to summarize, think, and practice. Many times, when building policy mechanisms, they are unstable and have to be corrected as soon as they are done," the Prime Minister advised. The head of the Government also emphasized that Hanoi must be a pioneer in digital transformation 4.0, building a digital society and digital citizens; focusing on 5 goals, creating the most favorable conditions for people and businesses to access services. Speaking at the conference, Minister of Public Security Luong Tam Quang also suggested that Hanoi study experiences, good practices, and creativity in performing 19 tasks such as collecting "0 VND" fees, hiring information technology services, etc. According to him, the law currently allows the use of electronic documents integrated into electronic identification accounts with many types of data. However, in some ministries, branches, and localities, many types of data have not been fully digitized, the process has not been improved, and citizens still have to present paper documents and notarized copies. Therefore, it is necessary to focus on directing this issue so that people can enjoy the benefits of Project 06. Strive to achieve the targets of developing digital government by 2025, with 100% of public services being fully implemented, 100% of people when performing administrative procedures at one-stop shops at all levels being electronically authenticated without presenting paper household registration books or temporary residence books; 50% of people's administrative procedures related to population data are reduced. At the conference, the Hanoi People's Committee announced the operation of a number of platforms and applications of Project 06, including: Digital Capital Citizen (iHanoi) - Touch to connect to create an important connection channel between the government and the people and businesses of the capital, contributing to creating a favorable investment and business environment, improving administrative reform indicators and people's satisfaction. Electronic health records on VneID: creating a platform for remote medical examination and treatment, using the only health examination book in life. In particular, the Smart, Paperless Meeting Room system (i-Cabinet) uses modern technology, AI virtual assistant to facilitate and be timely in directing and operating, building a modern and effective governance.
