Prime Minister: Must respond and resolve requests, difficulties and problems of businesses within 2 weeks

On the morning of May 31, Prime Minister Pham Minh Chinh chaired a discussion between Government leaders and businesses to effectively implement Resolution 68-NQ/TW of the Politburo on private economic development, contributing to the country's rapid and sustainable economic development.

The seminar was held directly at the Government Headquarters, online with 63 provinces and centrally run cities. Attending were Deputy Prime Ministers Tran Hong Ha and Ho Duc Phoc; leaders of central departments, ministries and branches; leaders of centrally run provinces and cities; experts and scientists ; especially with the participation of more than 1,000 delegates representing enterprises, business associations and cooperatives.

Opening the discussion, Minister and Head of the Government Office Tran Van Son announced the Prime Minister's Decision to establish the National Steering Committee to implement Resolution 68-NQ/TW of the Politburo.

The development of the private economy has been reflected in documents, resolutions, conclusions, and laws of the Central Committee, the Politburo, the National Assembly, and the Government over the past nearly 40 years. Thanks to that, the private economy has continuously developed, affirming itself as an important driving force of the economy. The private economy accounts for about 50% of GDP; contributes 56% of total social investment capital; contributes more than 30% of total state budget revenue and about 30% of total import-export turnover.

Despite many important contributions, the private economic sector still has shortcomings and limitations, has not fully exploited its potential and internal strength, and has not contributed adequately to the national economy in terms of quantity, scale, and contribution to GDP. Access to resources is still difficult, and connections between private enterprises and other types of enterprises are limited...

According to the Ministry of Finance, on May 4, 2025, the Politburo issued Resolution No. 68-NQ/TW on private economic development. The National Assembly issued Resolution No. 198/2025/QH15 on a number of special mechanisms and policies for private economic development. The Government issued Resolution 138 and Resolution 139/NQ-CP to implement the Resolution of the Politburo and the National Assembly on private economic development.

The Ministry of Finance believes that the Resolutions have set out clear goals, solutions, and assigned tasks with specific deadlines to the implementing entities to ensure the 6 clear principles: "Clear people, clear work, clear responsibility, clear authority, clear time, clear results" for private economic development; requesting relevant entities to organize and implement assigned tasks to ensure progress, efficiency, and quality.

At the seminar, Government leaders and representatives of ministries, branches and localities shared, discussed and proposed many specific tasks and solutions to successfully implement the Resolutions on private economic development. In particular, businesses and experts assessed that the three resolutions of the Politburo, the National Assembly and the Government on private economic development have fully stated the necessary contents, placed trust, assigned responsibilities, "untied", created unprecedented opportunities for private enterprises to develop; believed and hoped that with the joint efforts, unanimity, and drastic participation of all subjects, and the correct and complete implementation of the contents of the resolutions, the goals of private economic development will be reached sooner.

Enterprises expect state agencies to continue to improve legal institutions, remove obstacles for enterprises; review and further reduce unnecessary administrative procedures; coordinate inspection and examination mechanisms, reduce inconvenience and time costs for enterprises; create equal conditions in accessing resources on land, capital, human resources, mineral resources; boldly assign tasks to private enterprises, in which, not only assign tasks that domestic enterprises have the capacity and experience but also boldly assign and allow domestic enterprises to invest, build and develop new industries and fields...

Along with that, there are preferential policies on taxes, fees, and charges; protecting the legitimate rights and interests of enterprises; regularly listening to and having a focal point to resolve proposals and recommendations of enterprises; quickly handling problems arising during the implementation process...

After the leaders of ministries and branches discussed, answered and clarified the proposals and recommendations of the business community, concluding the discussion, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the frank and enthusiastic opinions, demonstrating the confidence, experience, patriotism, readiness to take on tasks, the aspiration to dare to think, dare to do, dare to break through, innovate and create of businesses and entrepreneurs to effectively implement Resolution 68 on private economic development, contributing to the rapid and sustainable development of the country's economy, in the spirit of "what is said is done, what is committed must be implemented with specific results".

Expressing his joy at seeing businesses and entrepreneurs overcome their legal concerns and being recognized by the Party and State for their role, position and importance in national development, Prime Minister Pham Minh Chinh thanked businesses and entrepreneurs for showing optimism, trust and determination to work with the Government to create development, actively contributing to realizing the two 100-year tasks of the Party, State and people; firstly, achieving the economic growth target of 8% in 2025 and double digits in the following years.

The Prime Minister also acknowledged the proposals and wishes of businesses and entrepreneurs that “businesses and entrepreneurs who have been trusted will be trusted even more; have been assigned tasks, and will be assigned more difficult and noble tasks so that businesses and entrepreneurs can become more mature and pioneer in contributing to the rapid and sustainable development of the country”; cut down on cumbersome administrative procedures; handle obstacles to ensure time; have specific and clear mechanisms to prioritize business development, especially in equal access to the country's resources...

Prime Minister Pham Minh Chinh requested that the Government, ministries, branches, and state management agencies properly perform their functions, play the role of creating and building strategies, planning, and plans; build institutions, policy mechanisms; design tools for inspection and supervision, focusing on post-inspection; summarize, evaluate, and build theories on private economic development; carry out emulation, reward, and honor businesses and entrepreneurs; handle violations, without affecting genuine businessmen and enterprises.

According to the Prime Minister, the Government and ministries, sectors and localities continue to resolutely implement three strategic breakthroughs in institutions, infrastructure and human resources; firmly protect territorial sovereignty, political stability, social order and safety; create conditions for businesses to access resources in terms of land, resources, capital, human resources and technology; ensure freedom of business and property rights of entrepreneurs and businesses.

Informing that the Government will maintain a regular meeting mechanism with businesses to listen, record, handle and remove difficulties and obstacles for businesses, Prime Minister Pham Minh Chinh directed ministries, branches and localities to also establish a similar mechanism to listen to and resolve requests, difficulties and obstacles of businesses within the scope of their functions and tasks; emphasizing that ministries, branches and localities must resolve and have responses to businesses and entrepreneurs within 2 weeks.

Proposing ministries, branches, localities and enterprises to strengthen connections, exchanges, and resolve difficulties, proposals and initiatives of enterprises through direct and indirect forms, the Prime Minister requested ministries and branches to regularly review policies, make timely, appropriate, flexible and effective adjustments to share with enterprises.

Believing that “the business world is a battlefield; businesses and entrepreneurs are soldiers”, Prime Minister Pham Minh Chinh requested businesses and entrepreneurs to uphold civic responsibility, ethics, and business; conduct business in accordance with the law; constantly innovate, promote technology application and transfer, and smart management. Private enterprises cooperate more closely and effectively with each other and with FDI enterprises and state-owned enterprises to connect and create production chains, supply chains, and service chains nationwide and globally.

Wishing that business households become enterprises, small enterprises become large enterprises, large enterprises become multinational enterprises, global enterprises, Prime Minister Pham Minh Chinh thanked and requested enterprises to actively participate and contribute to ensuring fairness, social progress, social security, including developing social housing and eliminating temporary and dilapidated houses; join the Government in creating national development, including participating in building institutions, strategic infrastructure, training high-quality human resources... so that the country can develop quickly and sustainably, and people can increasingly enjoy happiness and prosperity.
