
At the meeting with President Lee Jae Myung of the Republic of Korea, Prime Minister Pham Minh Chinh congratulated the Government and people of the Republic of Korea on the occasion of the 80th anniversary of National Day; congratulated the Republic of Korea on successfully hosting the 32nd Asia- Pacific Economic Cooperation (APEC) Summit and successfully assuming the role of host country of APEC Year 2025. The Prime Minister conveyed the cordial greetings of General Secretary To Lam, President Luong Cuong and senior leaders of Vietnam to President Lee Jae Myung.
The Prime Minister also expressed his gratitude to the President, the Government and the people of the Republic of Korea for their careful arrangements and successful organization of the State visit of General Secretary To Lam to the Republic of Korea (August 2025) and President Luong Cuong to attend the 32nd APEC Summit Week in the Republic of Korea; highly appreciated the results of the visit of Speaker of the National Assembly of the Republic of Korea Woo Won Shik to Vietnam from November 20 to 22.
President Lee Jae Myung thanked and sent his regards to senior Vietnamese leaders; affirmed that Korea always considers Vietnam an important partner in implementing foreign policy in the region and is ready to accompany Vietnam in the next stage of development.
The two leaders expressed their delight that the Vietnam-Korea relationship continues to achieve many important achievements in all fields, especially after the two countries upgraded their relationship to Comprehensive Strategic Partnership; the implementation of recent high-level agreements has been carried out actively and effectively.

Appreciating the results of General Secretary To Lam's historic visit to the Republic of Korea last August and President Luong Cuong's visit to attend the APEC Summit Week in October 2025, the two sides agreed to continue enhancing political trust through promoting high-level delegation exchanges; expanding substantive cooperation in defense and security; enhancing economic, trade and investment cooperation; realizing the vision of making science and technology cooperation, innovation, and digital transformation a new pillar in bilateral relations; and continuing to strengthen cooperation in the fields of labor, culture, tourism and local exchanges.
In particular, the President of the Republic of Korea emphasized that Korea is actively promoting labor cooperation programs to further strengthen cooperation between the two countries in this field.
The two sides also agreed to continue to coordinate more closely on regional and international issues of mutual concern, in which Korea supports and is willing to share experience with Vietnam in successfully organizing APEC Year 2027.
Prime Minister Pham Minh Chinh conveyed the invitation from General Secretary To Lam and key Vietnamese leaders to President Lee Jae Myung to visit Vietnam at an appropriate time. President Lee Jae Myung thanked him and happily accepted the invitation.
* At the meeting between Prime Minister Pham Minh Chinh and Indian Prime Minister Narendra Modi, the two leaders expressed their delight at the strong development of the Vietnam-India Comprehensive Strategic Partnership; emphasized that the two sides still have much room for cooperation to bring the relationship further into depth, practicality and effectiveness; agreed to create breakthroughs in economic, trade and investment cooperation; expand defense and security cooperation; further expand science and technology cooperation into key areas of cooperation between the two countries.
Prime Minister Pham Minh Chinh suggested that the two sides increase the exchange of high-level delegations, promote the opening of markets for each other's goods, and consider signing bilateral trade agreements; and suggested that the Government encourage large Indian corporations to make high-quality investments in major projects in Vietnam, especially in the fields of infrastructure, green energy, and logistics; and establish joint research groups in areas of science and technology in which India has strengths.
Sharing the cooperation proposals of Prime Minister Pham Minh Chinh, Indian Prime Minister Narendra Modi supported the two countries to promote high-level visits, open markets for each other's goods in the context of complicated global trade developments, and conveyed his regards to senior leaders of Vietnam.
The two sides agreed to increase exchanges, consultations, close coordination and mutual support at multilateral cooperation mechanisms and international organizations, especially the United Nations and the Non-Aligned Movement, contributing to peace, stability and development in each region and the world.
* Meeting with Spanish Prime Minister Pedro Sánchez, Prime Minister Pham Minh Chinh highly appreciated the progress in bilateral relations between the two countries in recent times and hoped that the two sides would increase contacts and exchanges of delegations at all levels, especially high-level ones, and actively implement the Joint Statement towards upgrading relations to a Comprehensive Strategic Partnership (April 2025).

The Prime Minister suggested that the two countries effectively implement the Free Trade Agreement between Vietnam and the European Union (EU), abbreviated as EVFTA, in order to soon increase the two-way trade turnover to over 8 billion USD, and soon establish new cooperation mechanisms in areas such as infrastructure, high-speed railway, science and technology, innovation, agriculture and human resource training. The Prime Minister also suggested that the two sides consider signing an Agreement on visa exemption for ordinary passport holders and official passport holders for citizens of the two countries, and asked Spain to continue supporting and lobbying EU countries to soon ratify the Vietnam - EU Investment Protection Agreement (EVIPA), as well as urge the European Commission (EC) to soon remove the "yellow card" on combating illegal, unreported and unregulated (IUU) fishing for Vietnamese seafood.
Sharing the opinions of Prime Minister Pham Minh Chinh, Spanish Prime Minister Pedro Sánchez recalled his good impressions of his visit to Vietnam in April 2025, saying that the two sides need to strengthen trade and investment relations in areas with great potential to strengthen the bond of interests in the context of the current volatile international environment.

The Spanish Prime Minister suggested that the two countries promote tourism, cultural, artistic and sports exchanges, contributing to strengthening friendship and understanding between the two peoples, and affirmed that Spain always attaches importance to and wishes to strengthen comprehensive cooperation with Vietnam and between the EU and the Association of Southeast Asian Nations (ASEAN).
On this occasion, the two leaders also agreed to strengthen cooperation at multilateral forums and discussed a number of international and regional issues of mutual concern.
