Prime Minister Pham Minh Chinh's working trip once again demonstrated the image of Vietnam as a peace- loving, active and responsible country through effective and substantive contributions in all aspects at multilateral forums, especially at the United Nations, which the international community has high expectations for.
With the United States, the Prime Minister 's working trip took place right after President Joe Biden's state visit to Vietnam, upgrading relations to a comprehensive strategic partnership for peace, security and sustainable development.
Therefore, the visit is of great significance in concretizing and implementing the agreements and commitments reached between the two countries' senior leaders. For Brazil, the official visit of Prime Minister Pham Minh Chinh is also of great significance in promoting bilateral cooperation in the future, marking the opening of a new period of cooperation with Brazil.

“Perpetual Motion”
The new momentum of the “Comprehensive Strategic Partnership for Peace, Security and Sustainable Development” relationship can be clearly seen at every stage in the United States and the visit and work of Prime Minister Pham Minh Chinh’s delegation. Certainly, the United States clearly feels a “action-oriented” government, a great determination of Vietnam in strongly and substantially developing the new height in the relationship that the two sides have just established.
“The Vietnam-US relationship is very unique and special”; “making technology, innovation and investment truly become important new pillars of the Comprehensive Strategic Partnership”; “let’s take Vietnam as a stronghold in the Southeast Asian region”; “let’s cooperate together, win together, benefit together in the spirit of harmonious interests and shared risks”, “come to Vietnam to witness Vietnam’s innovation”, “your success is also our success and vice versa”…
Each meeting of Prime Minister Pham Minh Chinh with leaders, officials, politicians, businesses, scholars, students... from San Francisco to Washington DC or New York are such strong and impressive messages, to clearly feel a new atmosphere, a new spirit rising in the Vietnam - US Comprehensive Strategic Partnership.
Prime Minister Pham Minh Chinh highlighted very specific proposals and measures to promote bilateral cooperation “worthy of” the new framework of the relationship. Accordingly, Vietnam identified economic-trade-investment cooperation as the foundation and “eternal engine” of the Comprehensive Strategic Partnership with the US.
To effectively implement the framework of the Comprehensive Strategic Partnership, Prime Minister Pham Minh Chinh proposed that the United States soon recognize Vietnam’s market economy status and encourage US high-tech enterprises to do business in Vietnam. In addition, the two sides need to create breakthroughs in cooperation in science and technology, innovation, education and training; at the same time, further promote cooperation in combating climate change, green growth, and renewable energy development, etc.
“The Vietnamese government is ready to open its doors to all businesses to invest in legal, stable and effective business for the strength and prosperity of each country, and the well-being and happiness of its people… This is the best way to heal wounds, put the past behind, and move towards the future,” Prime Minister Pham Minh Chinh emphasized at the Vietnam-US Business Forum.
On the US side, in discussions with Prime Minister Pham Minh Chinh, US leaders, politicians and businesses all expressed their support for the further development of the Vietnam-US relationship, and at the same time believed that Vietnam is becoming a country with an increasingly important role and voice in the region.
According to US Secretary of Commerce Gina Raimondo, American businesses will invest heavily in Vietnam in the coming time. A specific example, during Prime Minister Pham Minh Chinh's visit to Silicon Valley, Vice President of Meta Group (one of the world's most valuable technology companies) Joel Kaplann emphasized that the Vietnamese market is very large, has potential and wants to expand investment in the S-shaped land.
Symbol of healing
In New York, Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation attended a multilateral event of great significance - the High-level General Debate of the 78th Session of the United Nations General Assembly with the theme "Rebuilding Trust and Promoting Global Solidarity: Scaling Up Action on the 2030 Agenda and the Sustainable Development Goals towards Peace, Prosperity, Progress and Sustainability for All".

Within the framework of the UN General Assembly High-level Debate, Prime Minister Pham Minh Chinh participated in High-level Meetings with many important activities such as attending and speaking at the General Debate High-level of the General Assembly; attending and speaking at Summits and High-level Conferences of the UN on global issues such as climate change, pandemic response... and many bilateral meetings to convey the consistent policy of the Party, State and Government of Vietnam to international friends about a peaceful, cooperative and integrated Vietnam, bringing Vietnam's relations with the UN and other countries to a new height.
In a world on the brink of fracture – Secretary-General Antonio Guterres commented at the Opening Session of the UN General Assembly, the Vietnam-US relationship was evoked by US President Joe Biden as a symbol of healing, a model of overcoming the past, for peace and the future.
It seems unimaginable that one day the President of the United States would stand next to the Vietnamese leader in Hanoi and declare his commitment to promoting cooperation at the highest level. This is a testament to the fact that countries can overcome the past, from adversaries to partners to address challenges and heal wounds.

For Vietnam, cooperation with the UN has always held an important position in the foreign policy of the Party and State in general and in multilateral diplomacy in particular. Since Vietnam became an official member of the UN in 1977, Vietnam - UN cooperation has continuously developed, bringing many meanings and practical results to both sides.
On the journey of participating and cooperating with the United Nations, Vietnam has increasingly affirmed itself as an active, proactive, responsible member with effective contributions, highly appreciated and placed with great expectations by the international community.
Vietnam has handled the situation in a balanced manner, maintaining a peaceful and stable environment and strengthening the country's position, and has been trusted by international friends to be elected to many important positions and agencies. Vietnam currently holds many important responsibilities, notably being a member of the UN Human Rights Council (term 2023-2025), and continues to run for a number of positions and agencies of the UN.
Milestone in promoting relations with Brazil
In Brazil, the final leg of his long working trip, Prime Minister Pham Minh Chinh had meetings and discussions with President Lula da Silva and other senior leaders of Brazil, with political parties, social organizations, state governments, and the business community to help the two sides have a new direction in promoting cooperation, deepening the Comprehensive Partnership, identifying specific projects and areas of cooperation, thereby bringing the relationship between the two countries into depth, substance, and effectiveness.
Assessing the prospects for cooperation between Vietnam and Brazil, Vietnamese Ambassador to Brazil Pham Thi Kim Hoa said that the potential for economic, trade and investment cooperation between the two countries is enormous. Brazil is also the gateway for Vietnam to enter Latin American markets, just as Vietnam is the door for Brazil to enter ASEAN and Asian countries.
As Vietnam's largest trading partner in Latin America, Brazil is the largest economy in the region and always plays an important role in regional cooperation and association organizations. Brazil is also a member of the G20, BRICS and MECOSUR groups.
Combating climate change, developing new energy sources, digital transformation, ensuring energy and food security, regional integration and security, sustainable growth and equality in international relations... are all areas where the similarities in views between the two sides are very deep.
According to Ambassador Pham Thi Kim Hoa, the two sides can learn from each other, help each other and rely on each other to solve related issues, taking advantage of opportunities for mutual development. Vietnam is negotiating a Free Trade Agreement (FTA) with a group of countries in Latin America and Brazil's support is very important in the negotiation process.

In his policy speech at Georgetown University, USA, Prime Minister Pham Minh Chinh said: In the current context, the world is facing two choices: one is to passively endure challenges and risks at a very high price; two is to proactively adapt, seize opportunities, resolve challenges, take peace, stability, and development cooperation as goals, take the UN Charter and international law as foundations, and take dialogue and cooperation as tools.
“Vietnam chooses the second path and expects its partners to do the same. That is the foundation for us to implement the policy of building and protecting the country,” Prime Minister Pham Minh Chinh emphasized. Perhaps, that is also the consistent message during the Prime Minister’s multilateral and bilateral working trip to the largest multilateral organization on the planet and Vietnam’s important partners.
