Delegate Mai Thi Phuong Hoa ( Nam Dinh ) said that the Government set out the task of improving the effectiveness and efficiency of the administrative apparatus in a substantial way, which must be associated with reasonable decentralization and delegation of power between levels. However, the implementation process still has some shortcomings and limitations, such as the slow review, amendment and supplementation of legal regulations on specialized sectors. Delegates questioned the Prime Minister on solutions to further promote decentralization and delegation of power between the Government and ministries, branches and localities in the coming time.

According to Prime Minister Pham Minh Chinh, decentralization and delegation of power is a big issue, which has been talked about and implemented a lot. To date, the Government has submitted to the National Assembly 14 related laws, 9 resolutions, and 27 decrees. However, the Prime Minister said that there are still problems with decentralization and delegation of power. "The problems are mainly concentrated at the central level, to be honest. This is a big bottleneck," the Prime Minister acknowledged. Regarding solutions, the Prime Minister stated that it is necessary to review legal provisions; review institutions, functions, tasks, and powers of agencies... to recalculate decentralization and delegation of power; perfect standards and regulations; and strengthen supervision and inspection. The Prime Minister said that decentralization and delegation of power must go hand in hand with resource allocation and improving the implementation capacity of all levels. Growth of 6-7% is difficult to achieve the 100-year target . Next, delegate Nguyen Thi Yen ( Ba Ria - Vung Tau ) stated that the Government and the Prime Minister identified institutional reform as one of the key tasks and have achieved important results to remove barriers, create an environment and driving force for socio-economic development. Responding to questions, the Prime Minister said that the first priority is decentralization and delegation of power. Regarding the priority for national development, the Prime Minister said that it is necessary to remove institutional bottlenecks - "the bottleneck of bottlenecks" as General Secretary To Lam mentioned, the main priority is growth. "To prioritize growth, we must have resources. If growth is at the current 6-7%, it will be very difficult to achieve the two goals when celebrating the 100th anniversary of the founding of the country. To prioritize growth, we must remove institutions to mobilize all resources of the state, the people, society, public-private partnership resources, direct and indirect foreign investment resources," the Prime Minister analyzed. Talking about green transformation, digital transformation, and circular economy , the Prime Minister affirmed that this is a new trend, the implementation process has many difficulties because of lack of experience and incomplete legal institutions. Therefore, the Prime Minister said that it is necessary to perfect institutions, considering them as the goal, driving force and resources for development. "If we want to make a breakthrough, we must make a breakthrough from the institutional side," the Prime Minister emphasized.

The viewpoint in institution building that the Prime Minister thoroughly understood is to clearly and specifically stipulate what can be done, what can be flexible, and open up development space to help people and businesses feel secure when doing so. "To do so, we must build clear institutions," the Prime Minister affirmed. Regarding the institution building in cyberspace management, the Prime Minister agreed with the opinion of the Minister of Information and Communications that "what is real space is virtual space", how real life is managed must be how cyberspace is managed. The Prime Minister also cited the direction of General Secretary To Lam to abandon the mindset of "if you can't manage it, then ban it". The Prime Minister noted that institution building must both serve management and open up creative space to encourage subjects. Delegate Nguyen Thi Kim Thuy ( Da Nang ) raised the urgent issue of fighting waste, including handling slow-progressing projects. Voters highly appreciated the determination of the Government and the Prime Minister in handling stuck and pending projects. However, some pending projects and some weak credit institutions have not been handled. Delegates asked the Prime Minister to inform them of the causes, solutions and progress.

The Prime Minister said that there are many projects with long backlogs. There are 12 major projects with long backlogs that have basically requested the Politburo's approval, on that basis the Government is implementing them according to its functions, tasks and powers. For any content that exceeds its tasks and powers, the Government will report and ask for the National Assembly's opinion. The Government will also review similar projects, handle them in the spirit of respecting the status quo, "losses, losses, those who violate will be handled", and must continue to remove legal obstacles. The Prime Minister said that handling them will be in the same spirit as handling the Cat Linh-Ha Dong railway projects, the O Mon Thermal Power Center, the Lot B gas field, the Thai Binh 2 Thermal Power Plant, etc. Regarding weak banks, the Prime Minister emphasized the goal of ensuring system safety, protecting people's rights, strictly controlling assets, and preventing losses. Currently, two banks have been transferred, the remaining two banks and SCB are under consideration.
