The Prime Minister approved the election results and dismissed the Chairman of the People's Committee of Quang Ninh province.

Prime Minister Pham Minh Chinh signed decisions approving the election results and dismissal of the position of Chairman of the People's Committee of Quang Ninh province for the 2021-2026 term.

Specifically, in Decision No. 2129/QD-TTg dated September 23, 2025, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Quang Ninh province for the 2021-2026 term for Mr. Bui Van Khang, Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.

Mr. Bui Van Khang was born on May 16, 1971, his hometown is An Binh commune, Kien Xuong district, Thai Binh province (now Binh Nguyen commune, Hung Yen province). He has a Bachelor of Law, Master of Public Administration and a Senior degree in political theory. Mr. Bui Van Khang has held the following positions: Director of Quang Ninh Provincial Customs Department (now Region VIII Customs Branch); Vice Chairman of Quang Ninh Provincial People's Committee.

In January 2024, he was appointed by the Prime Minister as Deputy Minister of Finance.

On September 19, 2025, he was mobilized and appointed to join the Executive Committee, Standing Committee, and hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.

At the same time, in Decision No. 2122/QD-TTg dated September 23, 2025, the Prime Minister approved the results of the dismissal of Mr. Pham Duc An from the position of Chairman of the People's Committee of Quang Ninh province for the 2021-2026 term to take on a new assignment.

The above decisions take effect from September 23, 2025./.
