On the afternoon of May 7, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on drafting a resolution of the National Assembly on a number of specific mechanisms and policies for private economic development.
According to the report of the Ministry of Finance - the agency in charge of drafting the National Assembly's resolution, the tasks and solutions stipulated in Resolution 68 need to be institutionalized, including three groups of policy mechanisms that need to be amended and supplemented in relevant laws.
Review and immediately resolve issues of concern to people
In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the agencies in developing and submitting Resolution 68 to the Politburo for promulgation, as well as in developing the draft resolution of the National Assembly and the action program of the Government.
The issue is the urgent need to concretize and institutionalize the Party's policies in Resolution 68 so that the policies can soon be put into practice. Therefore, the draft resolution must be submitted to the National Assembly at the ongoing 9th session to immediately resolve urgent issues.
In particular, it is necessary to review and focus on the contents that businesses and people are most looking forward to, the contents that can be done immediately without requiring many resources, the contents that are "pushes, levers, and fulcrums" in nature, bringing great impact and efficiency.
Policies need to truly remove difficulties and obstacles, create new impulses and new motivations, create movements and trends for business development, and liberate resources and productivity.
With the determination to achieve the goal of having 2 million enterprises nationwide by 2030, double the current number of nearly 1 million enterprises after nearly 40 years, the Prime Minister stated that administrative procedures must be as fast as possible, as simple as possible and at the lowest possible cost, especially simplifying procedures for business establishment, dispute resolution and bankruptcy.
There are mechanisms to promote business development to create jobs and livelihoods for people, such as encouraging and creating conditions for business households to become enterprises, small enterprises to become large enterprises, and large enterprises to become larger enterprises.
At the same time, it is necessary to specify the contents of Resolution 68 on fully ensuring property ownership rights, freedom of business, and equal competition rights; promoting public-private cooperation in the forms of public leadership - private administration, public investment - private management, private investment - public use.

Promote decentralization in ordering works and projects for enterprises to implement with the principle of ensuring progress, quality, no capital increase and no corruption, waste, or negativity. The mechanism is open but there must be tools to strengthen supervision and inspection.
Regarding taxes, he noted that those contents that can be done immediately should be implemented promptly, and those that need further research should continue to be researched.
To help people and businesses feel secure in investing, producing and doing business, it is necessary to specify the content of Resolution 68 on "complying with the principle of clearly distinguishing criminal, administrative and civil responsibilities; between legal entities and individuals in handling violations".
This is to ensure the principle when handling violations and civil and economic cases, giving priority to applying civil, economic and administrative measures first, allowing businesses and entrepreneurs to proactively remedy violations and damages.
In cases where the practical application of the law may lead to criminal proceedings or no criminal proceedings, criminal proceedings must not be applied; in cases where criminal proceedings are required, measures to remedy economic consequences must be prioritized first and serve as an important basis for considering subsequent measures.
On that basis, he assigned Deputy Prime Minister Nguyen Chi Dung to continue to directly direct the drafting of the resolution, in a spirit of not being perfectionist or hasty. The drafting requires opinions from the business community to ensure requirements and key focus.
