Prime Minister requests careful review of 2025 high school graduation exam questions, proactively preventing negativity

Deputy Prime Minister Le Thanh Long has just signed Official Dispatch No. 58/CD-TTg on organizing the high school graduation exam and general education entrance exam in 2025.

Preventing potential negativity in high school graduation exams

The telegram stated that the 2025 high school graduation exam is more special than previous years, because this year is the first year to organize the high school graduation exam and enroll students at the beginning of general education according to the 2018 General Education Program with many innovations.

At the same time, the exam is held in the context that the whole country is implementing the arrangement and organization of the two-level local government apparatus and changes in the arrangement of the inspection agency system.

Meanwhile, the use of high-tech devices to cheat in exams is becoming increasingly sophisticated and complicated.

To organize the graduation exam and entrance exam safely and seriously, the Prime Minister requested all levels, sectors and localities to promote responsibility, closely direct, be specific and thorough in organization and implementation, and create the most favorable conditions for candidates, families and educational institutions.

The Prime Minister requested the Ministry of Education and Training to continue reviewing the guiding documents and activities of organizing the high school graduation exam to provide specific and detailed instructions to localities and educational institutions to ensure close adherence to the practical situation in the context of restructuring and streamlining the apparatus; assigning specific tasks, clearly defining people, work, authority, responsibility, time, and results for all stages and tasks throughout the organization process.

At the same time, continue to review, promptly direct and guide localities to have plans to inspect the preparation and organization work; focusing on stages with potential risks of negativity, fraud, and insecurity in the high school graduation exam and entrance exam for primary schools.

Carefully review all stages, steps, tasks, and content in the 2025 high school graduation exam to ensure absolute accuracy, safety, and appropriate differentiation.

Contingency for any contingency

The Prime Minister requested the Secretaries of Provincial and Municipal Party Committees and requested the Chairmen of People's Committees of provinces and centrally-run cities to take full responsibility for the preparation and organization of high school graduation exams and primary school admissions in their localities.

At the same time, direct party committees, authorities and relevant organizations in the area to effectively coordinate with the education sector to carefully prepare necessary conditions, have contingency plans for all unusual situations, and not let any stage of the high school graduation exam and entrance exam occur without close management and supervision and without a responsible person.

The Prime Minister requested the Ministry of Public Security to develop a specific plan and direct professional units to coordinate with the education sector to organize the exam to ensure security, safety, consistency and smoothness from the central to local levels; strengthen the work of grasping the situation, preventing, detecting and handling violations of the law related to the exam.

The 2025 high school graduation exam will take place on June 26 and 27 with more than 1.16 million candidates registering for the exam. Of these, more than 1.12 million candidates are 12th grade students of the 2018 general education program. There are 42,782 independent candidates.
