Prime Minister Pham Minh Chinh signed Official Dispatch No. 95 on ensuring material facilities for State agencies, organizations and units when implementing the arrangement, streamlining of the apparatus, and rearrangement of administrative units to build a 2-level local government model.

The dispatch stated that recently, the Politburo and the Secretariat headed by General Secretary To Lam have made many conclusions and directions related to the arrangement, placement, and handling of headquarters and facilities when arranging administrative units and building a two-level local government model.

On that basis, the National Assembly, the Government, and the Prime Minister issued many legal documents regulating standards and norms for the use of public assets, decentralization and delegation of authority in the management and use of public assets, and the arrangement, placement, and handling of offices and public assets.

However, through monitoring the reality in localities, there have been some difficulties and problems in purchasing assets, equipment, repairing and renovating offices, official residences, as well as in the decentralization mechanism, funding sources... This can delay and disrupt work, affecting the organization and operation of agencies and units when they officially come into operation under the new organizational model.

To promptly resolve difficulties and obstacles, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to effectively implement the Ministry of Finance's guidelines on principles for handling state finances and budgets when reorganizing administrative units at all levels and building a two-level local government organization model; not to allow waste, negativity, and corruption in the implementation.

At the same time, quickly, drastically and promptly deploy tasks and requirements on digital transformation and information technology, including information technology data infrastructure and digital transformation to serve the arrangement of the apparatus according to requirements and progress.

Leaders of provinces and cities need to arrange and allocate public property headquarters, ensure facilities (headquarters, cars, machinery, equipment, information technology data infrastructure, digital transformation...) for the apparatus according to the new model and the activities of cadres, civil servants, public employees, and workers are carried out normally, without interruption, without affecting the provision of public services, and the settlement of administrative procedures for people and businesses when officially put into operation.

Chairmen of People's Committees of provinces and centrally-run cities are also required to develop plans and organize the handling of surplus public headquarters and assets in accordance with legal provisions, the Prime Minister's direction, and guidance from the Ministry of Finance and relevant ministries and agencies.

The Prime Minister requested local leaders to direct the additional procurement according to prescribed standards and norms in cases where existing cars, machinery, equipment and other assets, after being arranged, reorganized and harmonized, do not meet the requirements for performing tasks.

Along with that is the direction to consider and decide on the application of the form of contractor selection in special cases to repair and renovate offices and official residences for provincial and communal officials and civil servants in cases where there is an urgent requirement on progress to ensure that the activities of agencies and units are carried out normally, without interruption when officially put into operation under the new organizational model, without affecting the provision of public services and the settlement of administrative procedures.

Chairmen of People's Committees of provinces and centrally-run cities shall proactively arrange local budgets and other legal financial sources to implement the restructuring of the commune-level apparatus.

Regarding the arrangement of provincial agencies, the Prime Minister directed that the province that decides to locate the new administrative center after the arrangement is responsible for arranging funding for implementation. In case of difficulties in funding sources, the provincial People's Committee shall promptly report to the Ministry of Finance for synthesis and submission to competent authorities for consideration and handling on June 23.

The Head of Government directs the drastic, timely and complete implementation of tasks within his/her authority to ensure the smooth operation of the new government apparatus; in case of difficulties or problems beyond his/her authority, a written report must be sent to the Ministry of Finance for guidance. For matters within the authority of the Government, the Prime Minister and the Ministry of Finance shall synthesize and report to the Government and the Prime Minister for consideration and decision before June 25.

Ministries, ministerial-level agencies, and government agencies proactively grasp, guide, and promptly handle difficulties and problems of localities in the sectors and fields assigned to them.

The Ministry of Finance is responsible for presiding over and coordinating with relevant agencies to unify solutions, promptly remove obstacles, ensure progress; provide funding and synthesize funding needs of localities to submit to competent authorities for consideration and decision.

The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly handle the problem immediately under the Prime Minister's authority; there must be no congestion or delay.
