In an atmosphere of friendship, trust and openness, the two Prime Ministers expressed their pleasure in exchanging with each other for the third time in the past 6 months; highly appreciating the positive developments of the Vietnam - Netherlands friendly and cooperative relationship in recent times with political trust continuing to be consolidated and enhanced, economic ties increasingly deepening and effective, cooperation mechanisms being implemented with many specific and substantive results.

Prime Minister Pham Minh Chinh affirmed Vietnam's consistent policy of always attaching importance to developing the Comprehensive Partnership with the Netherlands - "Vietnam's European friend"; highly appreciated the significance and results of the official visit to Vietnam by Dutch Prime Minister Mark Rutte in November 2023, which left many deep memories for the country and people of Vietnam, while contributing to deepening the content of the Vietnam - Netherlands Comprehensive Partnership and the two frameworks of the Strategic Partnership on Climate Change Adaptation and Water Management and the Strategic Partnership on Sustainable Agriculture and Food Security, as well as opening up new cooperation opportunities in potential areas, especially high technology, innovation, and exploitation of important minerals... Prime Minister Pham Minh Chinh highly appreciated the ministries and branches of the two countries for proactively and actively implementing existing commitments and cooperation agreements, bringing about many positive and substantive developments for cooperation between Vietnam and the Netherlands.

Dutch Prime Minister Mark Rutte expressed his impression of the official visit to Vietnam in November 2023 with results that "exceeded expectations", shared his feelings of friendship and warmth of the Vietnamese people and thanked the Vietnamese Government and Prime Minister Pham Minh Chinh for the warm welcome; agreed with Prime Minister Pham Minh Chinh's positive assessments of the good friendship and multifaceted cooperation between Vietnam and the Netherlands, which is increasingly expanding to many other fields; expressed pride in the achievements in bilateral relations and emphasized that the two countries can share experiences and learn from each other in many areas of cooperation. Prime Minister Mark Rutte agreed that the two sides should increase the exchange of delegations at all levels through State, Government and National Assembly channels to increase friendship and political trust; continue to closely coordinate and support each other at international forums and organizations to contribute to peace, security and development issues in the region and the world.

The two sides agreed to closely coordinate to promote the State visit to Vietnam by the King and Queen of the Netherlands in the coming time; organize activities to celebrate the 5th anniversary of the implementation of the Comprehensive Partnership framework (2019 - 2024), the 10th anniversary of the implementation of the Strategic Partnership framework on sustainable agriculture and food security (2014 - 2024) in 2024 and the 15th anniversary of the implementation of the Strategic Partnership framework on climate change adaptation and water management in 2025 (2010 - 2025); continue to take advantage of the opportunities of the Vietnam - EU Free Trade Agreement (EVFTA), striving to bring the bilateral trade turnover to 15 billion USD in the coming time.

Prime Minister Pham Minh Chinh proposed that the Netherlands soon complete the ratification of the Vietnam-EU Investment Protection Agreement (EVIPA); urge the EC to soon remove the IUU "yellow card"; support Vietnam in implementing the Mekong Delta Planning for the 2021-2030 period, with a vision to 2050, and developing urban areas to respond to climate change in the central coastal region; and suggest that the two countries deepen their defense and security cooperation, especially in the fields of shipbuilding, training for UN peacekeeping, counter-terrorism, and organized crime, etc.

Sharing the opinion of Prime Minister Pham Minh Chinh, Prime Minister Mark Rutte emphasized that he has always paid attention to the development of the Mekong Delta region since his first visit to Vietnam in 2014; affirmed to continue to encourage Dutch enterprises to invest in Vietnam in areas such as high technology, electronic chip manufacturing, semiconductor equipment, seaports, shipbuilding technology, logistics connectivity, strategic infrastructure; agreed to continue to pay attention and create favorable conditions for the Vietnamese community in the Netherlands to successfully integrate, becoming a bridge for the friendship between the two countries.

During the phone call, the two sides also discussed a number of international and regional issues of mutual concern. Regarding the East Sea issue, the two Prime Ministers stressed the importance of ensuring security, safety, freedom of navigation and the peaceful settlement of disputes on the basis of international law, especially the 1982 UNCLOS./.
