Gaps in family planning in Vietnam

On average, Vietnam's population increases by nearly 1 million people each year. The number of women of childbearing age (15-49 years old) is over 25 million and this number is expected to continue to increase in the coming time, leading to an increasing demand for contraceptive methods. However, the quality of family planning services in Vietnam still has some shortcomings despite many improvements in recent times.

The results of the survey on Sustainable Development Goals for Vietnamese children and women 2020 - 2021 show that: The total unmet need for family planning has not decreased but continues to increase, from 6.1% (2014) to 10.2% (2021) among women who are currently married or living together.

In particular, this rate among sexually active women, currently unmarried or not living together as husband and wife is up to 40.7%. In addition, the birth rate among adolescents (aged 15 - 19) is still high, nationwide at 42 live births per 1,000 women, highest in the Northern Midlands and Mountains and the Central Highlands, where ethnic minorities are concentrated.

Looking at the data, it can be seen that the gap in family planning in Vietnam currently exists in key groups such as youth, adolescents, women in rural areas and ethnic minority communities. These are the groups that still face many barriers in accessing information and reproductive health care services in a complete and quality manner.

The causes stem from many factors such as social prejudice, lack of youth-friendly services, or services located far from residence and operating outside of appropriate hours... These barriers make the need for family planning and access to modern contraceptive methods for key groups unmet.

Promoting rights and choices for all

In the above context, on June 9, 2025, the Department of Population ( Ministry of Health ) chaired and coordinated with the United Nations Population Fund (UNFPA) to organize a workshop to disseminate the Commitment to participate in the global family planning program until 2030. This is also an opportunity for the Vietnamese Government, represented by the Ministry of Health, to officially announce the national commitment to Family Planning 2030 (FP2030), a global movement to promote the right of everyone to access reproductive health services safely and according to personal choice.

Speaking at the event, Permanent Deputy Minister of Health Do Xuan Tuyen said: “In the coming period, the family planning program needs adequate resources through commitments and cooperation with international organizations to meet the needs of family planning and maintain social and health benefits for the people.

Participating in international agreements, including FP2030, is one of the activities that helps the Vietnamese Government fulfill the goals of Resolution No. 21-NQ/TW on population work in the new situation, Vietnam's Population Strategy to 2030, the Program to Strengthen, Develop and Improve the Quality of Family Planning Services to 2030 and the Sustainable Development Goals (SDGs).

Accordingly, to effectively implement the commitment, Vietnam will comprehensively implement the following goals: Reducing unwanted pregnancies among young people and adolescents; Improving the quality and access to modern contraceptive methods including clinical and non-clinical measures; Strengthening propaganda and mobilizing people to implement family planning; Ensuring resources to provide quality family planning services.

Sharing about this milestone, Mr. Matt Jacksos - UNFPA Representative in Vietnam said: “Access to and use of quality and voluntary family planning services is a basic human right. It is the foundation for gender equality, poverty reduction and sustainable development. Today's commitment shows that Vietnam continues to lead in putting people, especially young people, at the heart of national development, to achieve the goal of significantly reducing maternal mortality and reducing unmet need for family planning by 2030”.

Family planning - an important content of population work has always received special attention from the Party and the State, with many policies being flexibly adjusted to suit the context and actual situation in the country as well as in the world. A clear example is Resolution No. 21-NQ/TW of the 6th Conference of the 12th Party Central Committee on population work in the new situation, which set a specific goal: "All women of childbearing age have convenient access to modern contraceptive methods; reduce by 2/3 the number of adolescents and young people with unwanted pregnancies".

In the coming time, with technical support from development partners, the Ministry of Health will closely coordinate with central and local agencies to implement the FP2030 roadmap to ensure that family planning services are provided promptly, comprehensively and appropriately for everyone.
